Staff met on December 8, 1994 and December 12, 1994 to evaluate these proposals and telefaxes end letters were sent to references pertaining to similar projects and responses rare received in late December 1999 end January 1995. JEA has successfully served Florida's Engineering needs for 20 years. We have approximately 1C0 employees with a branch office in Tampa We provide services in the Environmental Sciences, such as contamination assessment and cleanup, wetland delineation, NPDES functions, hydrogeology, sampling services, and effluent land limitation studies by computer modeling. Other areas in which JEA practices are landfill design and construction, industrial treatment facilities, air quality services, and DOT construction administration. We also provide utility design services, especialy in the areas of hydraulics, transient analysis and high pressure water systems. As this affiliation continues to grow, the two companies will remain separate. S$G will remain the same company with the same personnel al the same location. All S$G's contracts, such as their 1985 contract for Engineering Services with the City of Atlantic Beach remain valid. S$G will continue in perpetuity as a viable separate entity from JFJ+. We anticipate you will not notice any change in S$G, except that through joint management of the two companies we will be able to provide a wider range of services. This figure is about 4.208 higher than the same time last year. (March 1995) The average response time for the month of March was 3.17 minutes per tali. Comparing our total year to date figures with last years totals, you will see that our call volume is equal. Our response time is also down .41 minutes to 3.37 minutes. Koeoy/Director of Public Morka DATE: March 28,1995 BACKGROUND: On March 20, 1995 re received 12 proposals Eor the Consulting Engineering Services associated rith the replacement of serer lines and conflicting utilities for Salt- air Subdivision. Mr. Robert 5. Kosoy, Tim Tornaend, Harry McNally and Ernie Beadle evaluated the proposals. This evaluation took place on 3-22-95 and each individual assigned a numerical rating from 1-10, rith 10 being the highest and 1 being the loreat in each of the six l6) categories. These numerical rankings rere scored independently and scores rere then added, averaged and multiplied by appropriate refight factors, i. e. .9 for Staff, .3 for Past Projects, .15 for References, .05 for Fee Schedule, .05 for Current Morkload and .05 for Financial. The reighted averages rere then totaled to give the figures in the •TOTAL•. Ratings rere then assigned based on highest numerical totals. The staff made a considerable effort to maintain complete objectivity in this evaluation process. Continued on next page. With respect to water and sewer main installation, Bob Kosoy pointed Out several water and sewer projects in the Royal Palms and Old Atlantic Beach area were included in this general category. Discussion ensued relative to financing and Commissioner Shaughnessy felt that any future borrowing should be in an amount that would be sufficient to upgrade the entire water and sewer system. She felt that any area that was not brought up to standard would compromise the entire system. Commissioner Rosenbloom felt the city should consider a bond issue that would be adequate to fund all the water and sewer projects and Alan Potter felt the city had received an exceptional deal from Barnett Bank and favored renegotiating with Barnett for additional funds. Jim Jarboe indicated that when the projects were identified, the City Manager would then be in a position to seek recommendations regarding financing from the financial advisor. Following further discussion relative to water and sewer projects, Commissioner Rosenbloom coved to include water and sewer main installation and sewer main rehabilitation in the Capital improvement Plan, all projects subject to availability of funding. The motion vas seconded by Cooissioner Shaughnessy and vas unanimously approved. There being no further discussion, the Mayor declared the meeting adjourned at 7:35 PM. Lyman T. Fletcher Mayor/Presiding Officer A T T E S T: Maureen King City Clerk Page Three Minutes of Special Called Meeting April 17, 1995 advised the City Commission that the Buccaneer plant was now operating at 80$ of capacity. Staff uas directed to provide more specific data in this regard. The City Commission took no action or. the matter aC this time. Discussion then ensued regarding the proposed sewer rehabilitation in the Saltair section. Jim Jarboe pointed out this project had been included as a part of sewer main rehabilitation in previous project lists. However, the sewer lines had recently been televised and the condition of the lines, along with the fact that the sewer line ran under a corner of Community Presbyterian Church, had made this project an emergency. It was pointed out this would be an appropriate project in which to undertake installation of water and sewer lines and stormwater drainage improvements in one combined project. It was further pointed out much of the construction would be on private property and the question of excavating streets would be moot. The Mayor moved to include the Saltair sewer rehabilitation project in the Capital Improvement Plan. Commissioner Shaughnessy seconded the motion and indicated she felt the installation of water and sewer lines, and drainage improvements should be undertaken in unison. The motion carried unanimously. Discussion then ensued relative to the projects which the Mayor had classified as "questionable," specifically the distribution system on Mayport Road. Harry McNally explained this project would replace a two-inch line which serves some commercial buildings and a trailer park. He pointed out this area also had no fire hydrants. Due to the proximity with Mayport Road it was felt construction and permitting would be expensive and Mr. McNally was instructed Lo check into alternatives. With reference to No. 3, Flow Meters, Harry McNally advised this item could be deleted. in discussion relative to standby generators, it was pointed out this item would be included in the operating budget and could be removed from the Capital Improvement Plan. It was also pointed out that a generator at the Atlantic Beach wastewater treatment plant would become surplus during the proposed expansion of that plant and this generator may be adequate to meet the needs at the Buccaneer plant. Staff will present a recommendation in this regard at a later time. In discussion relative to Exhibit A, Page 3, Operations and Maintenance, it was pointed out the fence at Buccaneer, had been completed and cculd be deleted. Most of the items on this list were identified as operational and would be included in the 1995/96 Page Two Minutes of Special Called Meeting April 17, 1995 subject to available financing, as the first step in developing a Capital Improvements Plan_ The motion was seconded by Commissioner Shaughnessy and was unanimously approved. Discussion then ensued regarding Exhibit A, No. 11, Buccaneer Long Range Plan, specifically the location of the proposed wet well. Commissioner Weiss pointed out increased capacity would be required in the event a nuclear carrier was assigned to the Mayport Navy base. In response to an inquiry from Commissioner Shaughnessy, Harry McNally indicated he felt the proposed location would require the least amount of piping and in his opinion, was the best location. The Mayor requested that a sketch be provided showing the proposed layout of the Buccaneer plant. Bob Rosoy indicated two concerns at Buccaneer were odor control and the desire to reduce the electrical costs for the lift stations. He felt the wetwell project was a priority since it would have a positive impact in both of these areas. Mayor Fletcher moved to approve the inclusion of the Buccaneer wetwell in the Capital Improvement Plan. contingent upon an in- house schematic of the proposed layout at the Buccaneer plant being prepared and approved by the City Commission. The motion was seconded by Commissioner Shaughnessy. Brief discussion ensued regarding the possibility of acquiring an additional lot and requesting that the City of Jacksonville abandon Regulus Drive, thus providing a larger Site which would not be divided by a street. It was felt the additional land may be required for future expansion of the plant. Following brief discussion the motion was unanimously approved. Discussion then ensued regarding the catwalks at Buccaneer and Commissioner Weiss pointed out this had been identified as a safety problem and the <;i ty would be liable if improvements were not made. Commissioner Weiss moved to include repair/rebuilding of the steel walkway at Buccaneer wastewater treatment plant in the Capital Improvement Plan at a cost not to exceed S200,000. The motion was seconded by Commissioner Rosenbloom. During brief discussion the Mayor requested that the walkway be closely examined when the beams were exposed to determine the extent of the necessary repairs, ie. to rebuild the entire walkway or replace portions as required. The question was called and the motion carried unanimously. (Commissioner Shaughnessy was out of the room and did not vote). Discussion ensued regarding expansion of the Buccaneer wastewater plant and Harry McNally pointed oat when a wastewater treatment plant reached 80$ capacity, the State of Florida required that the owner be in the design stage for expansion of the facility. The Mayor gave a brief overview of the city's water and sewer facilities and indicated that operational expenses should be funded through enterprise fund revenues. He indicated that no rate increases or assessments were being considered to pay for capital projects. The Mayor distributed a list of projects, identified as Exhibit A attached hereto. The list was separated into projects which he felt should be included in the capital improvement plan, projects which he felt may be questionable, and projects which may be more accurately identified as operation and maintenance projects. Lists of projects which had been discussed at previous meetings were also used for reference and are attached hereto and identified as Exhibits B, C, and D. The proposed projects were discussed at length and it was agreed projects should be undertaken together where possible to minimize the cost and inconvenience of excavating streets more than once. Commissioner Rosenbloom suggested the city contact the Jacksonville Electric Authority to see if underground electric lines could also be laid in conjunction with the projects. it was pointed out this would not be a consideration in the Buccaneer district where the city did not have jurisdiction over the streets. In comments from the audience, Alan Potter, 374 Second Street, felt the city needed to proceed with the projects for which money had been borrowed from Barnett Bank. He also noted that money had been collected from Oak Harbor residents over a five year period for the purpose of upgrading the water and sewer lines and as yet, no work had been done. Further discussion ensued regarding the various projects listed in Exhibit A and estimated costs were identified for each project. Authorize scheduling of interviews with engineering firms to provide consultant services in connection with the replacement of sewer lines and conflicting utilities in Saltair subdivision Bob Kosoy reported the City Commission had authorized issuing RFP's for consultant services to replace sewer lines in Saltair subdivision. Twelve proposals had been received and evaluated and the three top firms were Sims Design Consulting, Inc., Pitman Hartenstein & Associates, and Smith fi Gillespie Engineers, Inc. The next step would be to schedule interviews with the top three firms and final selection by the City Commission of a firm to provide engineering services for the project. Commissioner Waters inquired whether storm water drainage improvements would be included in this project. Mr. Kosoy responded that it would be included as a bid alternate and it would be included as part of the project is the St. Johns River Water Management District permit was received. Following brief discussion, Mayor Fletcher requested that this project be discussed at the Special Called Meeting which had been scheduled for Monday, April 17, 1995, to discuss Capital Improvement Projects. The matter could then be included on the agenda for action by the City Commission at their meeting on April 24, 1995. City Manager reports and/or correspondence: None Reports and/or requests from City Commissioners, City Attorney and City Clerk City Attorney Alan Jensen reported he had been advised by John DeVault, the attorney representing the city in its law suit with the City of Jacksonville, that Jacksonville had submitted additional financial data pertinent to the case. Re indicated the material had been compiled by four c_rtified public accountants workino for approximately one month and was substantial. Mr. DeVault had recommended delaying the case until Jure or August in order to allow time to review the material. The City Commission concurred. Discussion and related action relative to purchase of encoded register water meters under City of Jacksonville bid. i Jim Jarboe explained over the past eighteen months thel city had replaced approximately 90$ of its water meters! in order to facilitate monthly meter readings- To~ comolete the installation of the new touch-read meters throughout the city he estimated four city crews, working overtime, could replace the meters for S10.00 each while a private contractor would charges approximately $20.00 and complete the job by June ofi this year. Mr. Jarboe recommended using a combination of city and private crews at a total estimated cost of installation being S66,200.00. He estimated the cost of the meters at 5437,264.00 plus meter lids and boxes, Eor a total project cost of approximately S583,464.00. Mr. Jarboe explained the new meters would result in addition annual revenues of approximately S120,000 because many of the old meters were broken or inaccurate. In discussion relative to funding the project, Ann Meuse indicated money was available in water and sewer reserve funds. There would be no outside storage and nod overnight parking of business trucks. The Community Development Board had reviewed the request and had recommended that a Use by Exception be granted to Mr. Kurtz. personally, for the specified location only. The Mayor opened the floor for a public hearing and since no one spoke for or against the request, he declared the public hearing closed. Motion: Grant Use by Exception to Mr. Kurtz personally to operate a general contractor's office at 535-L Atlantic Boulevard as recommended by the Community Development Board No discussion before the vote. Action on a request to install a Sign at the intersection of Linkside Drive and Sandpiper Lane George Worley explained the Selva Linkside Unit 1 Homeowners Association had requested permission to install a 3 ft. by 5 ft. subdivision sign on city right-of-way at the triangle formed by Sandpiper Lane and Sandpiper Lane East. He felt the proposed location was far enough off the roadway that it would not obstruct the view of motorists. Motion: Approve installation of Selva Linkside sign as requested The issue of maintenance of the sign was discussed and it was felt Selva Linkside should be required to maintain the sign and city should be protected from liability in the event of a claim. Substitute Motion: Grant request of Selva Linkside Homeowners Association to install subdivision sign, subject to a hold harmless agreement being provided by Selva Linkside to protect the city from liability, and execution of a maintenance agreement, including bond if available, to provide for maintenance, repair, and replacement of the sign as necessary, indefinitely, at no expense to the city. This evaluation took place on 3-22-95 and each individual assigned a numerical rating from 1-10, rith 10 being the highest and 1 being the loreat in each of the six (6) categories. These numerical rankings rere scored independently and scores rere then added, averaged and multiplied by appropriate refight factors, i. e. .4 for Staff, .3 for Paet Projects, .15 for References, .05 for Fee Schedule, .05 for Current Morklaad and .05 for Financial. Leinbach City Manager City of Atlantic Beach 800 Seminole Road Atlantic Heach, FL 32233 Dear Mr. Leinbach: Reference previous correspondence concerning secondary entrance sign that our association has proposed for Sandpiper Lane. As stated previously, this sign is almost identical to the one at our main entrance at 11th street. It is approzimately 5 feet wide and 3 feet high. It would stand approzimately 1-1/2 feet otf the ground. The area where we vould like to erect this sign is at the end of the bed is the triangle lot bordered by Sandpiper Lane and Sandpiper Laae Hast. This area is maintained by Ms. Bess DuPont as part of her property. We have contacted Ms. Dupont for her permission and she has agreed to it's installation at this point. After obtaining plat of her property, ve discovered that the area 1s actually right-of-way of the city. Attached is copy of plat of her property as well as a sketch of the location of the sign. The sign vould be on the edge of the plant bed approzimately 20 feet from the stop sign on Sandpiper Lane East and 9 feet from the roadway. This location should not create a hazard for either motor vehicles or pedestrians. Would you please handle to obtain authority for this sign. If it is necessary to go before the Commissioners, I would appreciate your handling to get it on the agenda. If additional information is required, please advise. Kurtz introduced himself to the board and explained that there would be no outside storage of building materials and no construction trucks would be located at the property. After discussion, Mr. Frohwein moved to recommend to the City Commission that the Use-by-Exception be granted to the applicant with the provisions that there be no outside storage of building materials oc overnight parking of construction vehicles. Nrs. Walker seconded the motion and it passed unanimously. IV. Discussion and proposed change to the definition of "Family" in the Zoning Code requested by Ratherine Lindsey. She presented the members with draft documentation of the proposed improvements. She also displayed maps showing the major project areas for Duval County and the Beaches. NEW BUSINESS I. The Chairman reported to the board that due to illness, Dewey Miller had requested that his request for a Use-by-Exception be deterred. II. Application for Variance filed by George Bull, Jr., on behalf of Paul M. Eakin, to construct a covered second door deck to a nonconforming structure at property located at 1745 Beach Avenue. Mr. Bull introduced himself and explained to the board that the construction of the deck was in conformance to all setback requirements and would not increase the existing nonconf ocmity. Mayor Fletcher presented in full, in writing, Resolution No. 95-12, requesting grant funds in the amount of S20,000.00 to assist with planning, site design and construction of waterfront boardwalks and viewing piers in the newly acquired Intracoastal Waterway Park. Commissioner Weiss moved to adopt Resolution No. 95-12. The motion was seconded by Commissioner Waters. In discussion, George Worley explained the project would be undertaken in two phases with phase one being the planning and design, and phase two being the construction. The question was called and the motion carried unanimously. ?. Anv other business: Commissioner Weiss reported he had followed up on the beach renourishment project and had learned that it had been postponed until later in the summer. He indicated it would be necessary to enter into an agreement with the Minerals Management Service, and that a fee would be assessed, the amount of which had not yet been determined. He indicated that Jacksonville Beach had drafted a resolution objecting to this fee and suggested that Atlantic Beach also voice their objection to this fee and volunteered to draft a resolution for consideration by Atlantic Beach City Commission. Commissioner Waters suggested efforts be made to protect the dunes and suggested language relative to development along the ocean front be drafted for inclusion in the city code. Following brief discussion, George Worley was Snstructed to get copies of ordinances relative to protection of Dunes from other cities. REC0lflIENDAiIOi: To summarize, unless preserved for future use, staff cannot adequately analyze the property at 110 Seminole Road without knowing its general intended use. We have pointed out suggested criteria for Chia process as well as specific characteristics to [he site regardless of use.
