K—r- Discussion and related action relative to proposal of Reuben Buffkin to donate two lots at the corner of West Second Street and Main Street to the city Jim Jarboe, Deputy City Manager, reported Reuben Buffkin desired to donate two lots located at the corner of West Second Street and Main Street to the City. He indicated the City would donate the lots to the Donner Community Development Corporation (CDC) or Habitat for Humanity for the construction of low income housing. He explained there might be some costs involved to move a trailer f rom the property. It was explained six acres were located nearby that might be developed into a park in the future. The question was called and the motion carried unanimously. 8. City Manager Reports and/or Correspondence: A. Waste Management rates Jim Jarboe reported the city was approaching the final year of a five year contract with Waste Management for recycling collection. He compared the City' s 2program with other cities. He recommended the proposed new rate of $2.01 (up from $1.97 ) per household per month be accepted. CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Land donation by Reuben Buffkin SUBMITTED BY: George Worley, City Planner DATE: October 21 , 1993 BACKGROUND: Mr. Buffkin, owner of two lots in Section H has offered to donate the two adjoining lots to the city. The two lots , Lots I & 2 , Block 84 , Section H, ( southeast corner of Main Street and West Second Street ) are zoned RG-1 (allowing duplexes ) . His two lots have an assessed value of $13 , 300 for tax purposes , and have square footages of approximately 7 , 500 for Lot 1 and 6,000 for Lot 2 . As a reasonably accurate rule of thumb, the assessed value of property in this area is 80% to 90% of the marketable value. This would make the marketable value of this property somewhere between $14 , 500 and $16 , 500 . RECOMMENDATION: Based on this value and the fact that the city would gain control of two buildable lots for either resale , donation or development of a park or playground, Staff recommends acceptance of the offer. In regard to the eventual disposition of the two lots , a suggested approach could be as follows : If developed as single-family homes, the lots have a utility assessment of $997 each plus water and sewer impact fees of $ 1 , 550 each, plus a capital Improvement charge of $325 each, for a total amount due to the city of $2 , 872 per lot plus building permits if applicable. If the city donated those lots to Beaches Habitat or the Donner CDC with the provision that the above costs would be paid to the city at the time of construction, we would be furthering an effort to increase access to home ownership for low/moderate income residents in Atlantic Beach without costing the city or the utility enterprise funds . This would be a break even arrangement for the city.
