S _.,, ;~.-, __ o The Police Department has advised most of the street markings have worn off of our main thoroughfares and we are proceeding to develop plans and Specifications for bidding out striping of Ocean Boulevard, East Caasi, Sherry Drive, Seminole Road to Sixteenth Street, Plaza and Sailfish. We have contacted the City of Jacksonville and advised them of our plans and they have indicated they will undertake the restriping of Seminole Road from Sixteenth Street north to Kathryn Abby Hanna Park. o Today we received notification from the Department of Environmental Regulation that our revenue generation system on our state grant has finally been approved and we may now start to draw down our state grant funds for use in connection with construction of the new lift station and the new 24-inch outfall. o Three Ordinances are sthedul ed for public hearing at the meeting on Monday night. These are: An Ordinance amending the Ordinance Code of the City of Atlantic Beach to increase garbage and trash collection fees; M Ordinance amending the Ordinance Code to change the composition of the Advisory Planning Board From four members to five members; An Ordinance amending the Ordinance Code to provide that wells will require a permit from the City and require bacteriological testing on wells designed for potable use. In regards to item number two, if adopted, it might be in order for the City Commission to go ahead and name the two members to the Advisory Planning Board so they will be in a position to meet with the board at their first meeting in January. o In accordance with recommendations of the City Commission at their last meeting, please find enclosed a proposed Ordinance which provides apol icants for exceptions must be the owner of the property, or have in their possession an authorized agreement representing the order. The Ordinance also provides that exceptions will require a public hearing after due public notice, and allows the City Commission to set reasonable fees for the filing of applications for exceptions and variances. The fee amount will be covered in another Ordinance. If in order, the City Commission may introduce this Ordinance and set it for public hearing on January 13. A copy of the Ordinance is enclosed. o We have prepared an Ordinance which would allow the elected members of the City Co®ission to participate in the City retirement plan or in a plan of deferred compensation which has previously been approved. The additional cost would be about 51,500.00 per year. If in order, the Ordinance may be introduced and set for public hearing on January 13, and in the interim we shall send copies of the Ordinance to the Bureau of Local Retirement Systems in Tallahassee for their information. comply with the state mandated plan. While this is some distance in the future, the City, shortly after the first of the year, will have to undertake a revision of their building regulations in order to assure that we have delineated the coastal construction zone, and within that zone, provided new building regulations to comply with the state requirements. This must be completed by March I, 1966, and in Atlantic Beach's case, will cover an area of 1,500 feet landward from the coastal construction setback line. o With the award of a contract for the development of a master plan fot Section H, it seemed to be prudent to start considering the manner of implementing the master plan financially. In this regard, I asked Bill Weathers to appear before the City Commission on !fonday evening for a short presentation. Bill can be very helpful to the City due to his former connection with the Federal Farmers' Home Administration. For about twenty years he was the individual in charge of all grants awarded to Florida municipalities for public facilities thrcugh the Farmers' Home Administration. He maintains these contacts while working for the private bonding firm of Southeastern Municipal Bonds. He could be a great asset to the Ciiy as a financial consultant on future issues, and would be invaluable as a contact person for possible grants and loans from the Farmers' Home Administration. o When it became apparent we were not going to be able to get the proper type of insurance through the Florida League of Cities pool, Mayor Howell interceded and has been successful in getting a local company to provide adequate coverage. In this regard, he will have a report on Monday night concerning the boiler and machinery part of the insurance package which would cover our motors and pumps etc. o Two bids will be received Monday night. One will be on the construction of the westside force main in the Buccaneer Water and Sewer District, and the other will be for the television inspection and report on the City's existing sewer collection system. We would like to recommend these bids be turned over to the City Manager and Director of Public Services along with any other person the Mayor deems appropriate to review and evaluate the bids and report back at the first meeting in January for contract award. o In connection with the furnishing of water service to the Navy off base housing project, we will seek authority to advertise for the high service pump and B-inch compound meter at the meeting Monday night. Alan Potter has completed the plans for the 250-ft. water line correction and the vault for the compound meter. o A question was raised at the last meeting regarding the legal description of an exception granted to Alvin and Frances Masters on Levy Road. Mr. Masters will be at the meeting on Monday night to explain exactly what property is Covered by the exception and will be available to answer any questions which the Commissioners aay have. o Specifications have been received for the new communications equipment for the Public Safety building. Mr. Mullis can furnish additional information should anyone request it. o Nany cities in Florida take advantage of the opportunity for acquiring federal surplus property. In order to do so, it is necessary to adopt a Resolution which is sent to the Florida state agency known as the Division of Surplus Property. This will allow the City to obtain equipment of all types, office equipment, supplies, etc., from the Federal Surplus Property warehouse in Stark, Florida, at no cost except for a small ser-'ice fee. We would like to ask the Ci*_y Commission to consider adopting the Resolution, a copy of which is enclosed. o Ylhen the City purchased Buccaneer Service Company, a developer agreement and construction agreement dated May 17, 1985, between Buccaneer and BSM Partners was assigned to the City of Atlantic Beach. BSM new xishes to have its interest in both agreements transferred to a new organization called"The Development Group". They have asked the City to concur in the assignment and a copy of the assignment and modification agreement has been sent to Mr. Mullis fox his review. If in order, this will be an agenda item for approval by the City Commission on Monday night. o The State Planning Agency has issued a draft copy of its Rule 9J-S implementing portions of the State's Growth Management Plan. It requires municipalities, beginning January 1, 1988, to either amend its existing plan or develop a new plan incorporating all of the new regulations for growth management. I have been advised the department has requested an allocation of seven million dollars for the consideration of the next session of the Legislature which, if approved, would be used to provide grants to small communities such as ours to 9.
