FLORIDA ~?? ~' TELEPHOS'E (Wt)2a9~5UN, As indicated in our recent capital improvement plan meeting we identified the need to replace our 2 1/2 inch hose with hose that has a larger carrying capacity and requires less manpower to achieve the necessary fire flow. During this meeting it appeared that we received favorable consideration for this expenditure. To recap, this large diameter hose allows the fire department the flexibility to attach to a hydrant (one that has the required flow) and lay longer lines without effecting the water pressure while obtaining all of the water available in the hydrant system. This operation is extremely effective in areas where the hydrant system is not adequate, and long lays are needed. We are requesting to purchase 1200 feet of five (6) inch hose from the City of Jacksonville bid (SC-0809-95) dated March 21, 1995. The cost per 100 feet of hose is $ 496.00. The total cost for the 1200 foot of hose is $5,952.00. In the supporting budget detail for 1994/95 budget the department requested 1500 feet of hose at a cost of $7,000.00. Mr. Armstrong maintains that since part of the proposal was adopted and funded, the cost of including the compensation portion would be something less than .25$ of payroll. He could not provide exact amounts without further study. I would urge you to present this inf ozmation to the current City Commission and seek their cooperation in correcting this obvious oversight. In light of the small dollar amount involved, I would hope the Commission would allow the City to absorb the cost. Smith Pension Board Representative 850 Seminole Road Atlantic Beach, F1. 32233 RE: Pension enE'f its for ublic Safe Employees Dear Sir: In 1993, during the workshops and discussions of Pension Benefit increas=s for Police and Fire Fighters, the following benefit changes were discussed and agreed on: a) Increase the benefit factor for Police Officers and Fire Fighters from 2.4$ to 3%, b) A17ow retirement at age 50 with 20 years of service, or retirement at any age with 25 or more years of service and, c) Eliminate the service requirement for eligibility for a disability pension if incurred in the line of duty, providing a minimum benefit of 42°s of final average salary for a duty disability. When the benefit changes were voted on by the Commission, the disability benefit was not included in it's entirety. The vesting requirement was eliminated, but the minimum 42$ of final average salary wording was rot included. 1 am of the opinion that this was an oversight that occurred during the drawn out legislative process. There was never a proposal discussed that is similar to the one that was passed. Proposal (J) of the Gabriel, Roeder, Smith S Co. study (attached) is the only one ever presented that referred to disability retirement. It is the proposed change that was accepted by the employees and presented to the Commission by Lt. Garvi r.. The actuaries, Gabriel, Roeder, Smith 6 Company, prepared a study o; the costs associated with those proposal:; as they related to total payroll. In addition you will see a report sF.owing current year 1995 compared to the same time last year 1594. As you can see for the month of April 1995 the Pire Department responded to 113 call for service. This figure is about 168 higher than the same time last year. (March 1995) The average response time for the month of April was not available due to a computer program error. However we do not anticipate any major change in the times. Comparing our total year to date figures with last years totals, you will see that our call volume is down 1.8 percent. The majority of our calls are medical and fire, which average about 65 to 70 percent of our call volume for both 94 and 95. The Commission added Connelly 6 Nicker and J. Lucas and Associates in order to provide more cork for other local consultants. The 5 firms on the attached sheet are the only firms of the 12 proposals euDmitted for Saltair that have done design rork for the City in the loot 3 years. Page Three Minutes - May 2, 1995 Special Called Meeting of City Commission Mayor Fletcher indicated that decisions regarding masonry construction, porches, and the concession stand had been made at the previous meeting of the City Commission. Commissioner Shaughnessy expressed concern that there was no access to the bathrooms from the outside of the building. She felt that while money was available this year, the building should be constructed to provide for future needs. Discussion ensued and the City Manager indicated the objective of staff had been to construct the bathrooms to meet the requirements of the Americans with Disabilities Act, and to meet the needs of the park at peak usage. Discussion ensued and it was felt the existing building at Donner Park should be evaluated to see if it would be suitable for restrooms which could be used when the activity building would be closed. Commissioner Shaughnessy felt the restroaos should be inside where the children would have some supervision. Commissioner Rosenbloom asked Gail Baker whether she felt basic kitchen equipment such as refrigerator, sink, etc., should be concession nstand buiMSin Baker indicated tsuchfacilitiesdwould the useful. Following further discussion, staff was directed to meet with the architect to evaluate the old building, and bring their recommendations regarding the restrooms, including cost estimates, to the City Commission for a final decision. Commissioner Rosenbloom felt this work was outside the scope of Mr. Dunlop's contract and the City Manager agreed to negotiate a price with Mr. Dunlap for the additional work. There being no further business to come before the City Commission, the Mayor declared the meeting adjourned at 8:10 PM. Lyman T. Page Two Minutes - May 2, 1995 Special Called Meeting of City Commission would complement this location, and vice versa; from architectural point of view this site would anchor the Dudley Street area; western sun in the afternoon_ Volleyball Site - High and dry; would incur the least amount of tree loss; strong tree canopy on east and west sides of building; would not have to move the children's playground; parking on Church Road. western Site - Utilization of this site would spread out the activities in the park; less tree loss than proposed site; Parks Director would have better view of the park; possibly better security. Commissioner Rosenbloom moved to have a vote to narrow the sites to tvo. The motion vas seconded by Co®issioner Weiss and vas unanimously approved. Each commissioner was asked to rank the three sites with three points for their first choice, two points for second choice, and one point for third choice. The ballots cast by the commissioners are attached hereto and made a part hereof. The ballots indicated the two sites to be considered further were the Proposed Site and the Volleyball Site. Commissioners were then requested to vote for their first choice of a site, and a roll call voice vote resulted in Commissioners Rosenbloom, waters and Weiss voting for the Proposed Site and Commissioner Shaughnessy and Mayor Pletcher voting for the Volleyball Site. The Proposed site vas thus selected as the site for the constzuction of the activity building in Donner Park_ ?. Discussion relative t the paint colors at Jack Russell Park concession building. Commissioner Shaughnessy indicated she felt that more neutral colors would have appealed to a greater number of people. She indicated since the citizens would pay for the building it was her desire to have a building of which they would approve and be proud. However, she felt that since the colors were acceptable to the other commissioners, she would trust their judgement and would withdraw her objection until such time as the citizens have seen the building and have voiced their opinions. In further discussion, Commissioner Shaughnessy indicated other matters regarding the Donner Park activity building had not been decided. He suggested asking the citizens of Atlantic Beach for their suggestions in naming the park, and he felt placing an article in the Tide Views asking citizens to suggest names for the park would be a good idea. Staff was directed to prepare a Resolution ra dedicate the land as a passive park with a name to 6e selected by the Crnmission at a later tine. Cmmissioner Shaughmssy referred to the interior of the newly wnstructed wncession staid at Jack Russell Park. She felt the colors that were painted were too vibrant and that too many colors had bees used. She felt tM_ Cmmission had made a mistake in allowing the azchitect to pick the colors. She indicated she was umm~fortable with a public building not having rtore reutral colors, and she indicated her desire to mrrec:t the mistake. We received correspondence from General Motors on April 20, 1995 that stated Chevrolet received 15,000 orders for cars more than what they could produce. Therefore, General Motors would not be able to fill our 1995 ortler, however, stated that they would begin making the 1996 Chevrolet Police Vehicle ir. Sep*_ember of 1995, and complete protluction Sn Merch of 1996. They will fill our present order with 1996 vehicles and lock us In at the quoted 1995 price. This means that we would not be able to receive any new vehicles until spring of 1996, which would cause us to continue with the present Fords we have on the street, for one more year. These Fords already have between 107,000 and 110,000 miles per car. I have found that John Reed Ford, in St. Petersburg, has several new 1995 Ford Police Vehicles that will be available Sn approximately three weeks. The price on these vehicles 1s 516,171 per car, and this is from the Florida Sheriff's Association BId Contract. This Is approxlma*_ely 5450.00 per car higher than the price quoted by General Motors for the 1995 contract. The two vehicles presently being driven by the Investigations Division have over 100,000 miles each and neetl replacement, one Ss a patrol vehicle that was taken out of patrol two years ago, and the other is a 1982 Honda that was taken in contraband/forf elture proceedings two years ayo. If one of our young men or women are permanently disabled as a result of a duty injury early in their careers they receive almost no compensation. In 1993, we thought that issue was resolved by granting the public safety employees a minimum of 47,$ of final average salary for a duty disability. That benefit was inadvertently overlooked or left out. At the last regular meeting of the Atlantic Beach Pension Board On Nay 16, 1995, the board Voted unanimously to seek a change to the pension ordinance as it relates to disability pensions to include that benefit. I am here tonight representing the Pension Board, to ask that the Commission consider a change to the Pension ordinance that would include the 42$ minimum salary benefit. You have before you a tentative ordinance that we feel corrects the problem and offers our young public safety employees a bit of insurance for that career ending injury. Armstrong maintains that since part of the proposal was adopted and funded, the cost of including the compensation portion would be something less than .25$ of payroll. He could not provide exact amounts without further study. I would urge you to present this information to the current City Commission and seek their cooperation in correcting this obvious oversight. In light of the small dollar amount involved, I would hope the Commission would allow the City to absorb the cost. If they are not receptive to that, then I would poll the employees for their agreement in contributing the needed amount through payroll deduction. When the benefit changes were voted or, by the Commission, the disability benefit was not included in it's entirety. The vesting requirement was eliminated, but the minimum 42$ of final average salary wording was not included. I am of the opinior. that this was an oversight that occurred during the drawn out legislative process. There was never a proposal discussed that is similar to the one that was passed. Proposal (J) of the Gabriel, Roeder, Smith s Co. study (attached) is the only one ever presented that referred to disability retirement. It is the proposed change that was accepted b;~ the employees and presented to the Commission by Lt. Garvin. The actuaries, Gabriel, Roeder, Smith S Company, prepared a study of the ccsts associated with those proposals as they related to total payroll.
