We will perform these preliminary report services under the conditions of
our continuing contract with [he City dated June 1, 1985. Due to the uncertain
requirements of the regulatory agencies, [he extent of the services we will
be required to provide cannot be well defined and we therefore propose ~
compensation be on a cost-plus basis. I[ is anticipated, howeee r, [hat Che
cost for [his srope of work will not exceed $7,500.00.
We feel Che program as described above will provide the best information for
[he City of Atlantic Beach from vh ieh to provide drainage canal improvements

Any drainage improvements to these canals will. also have to be approved by
the Florida Department of Environmental Regulation and the St. Johns River
Dater Management District. The nature of the proposed improvements as
suggested by Mr. Braid is to construe[ storm water piping and enclose the
canals Co allow less expensive maint_nance and eliminate a potential safety
hazard. 'this type of improvement typically has received strong opposition
from the reviewing agencies due to the loss of vegetive contact for eater
quality and increased floe rates caused by an artificial conveyance of the
storm runoff. Before any design can proceed, [he City should obtain prel imirary
concurrence by the regulatory agencies, otherwise the entire design may have
to be redone to conform to agency requirements.
Based on Che above described conditions, we propose to provide Che following
engineering services:

DRAINAGE CANAL IMPROVEMENTS
SEMINOLF ROAD CAVALIA ROAD AND SKATE ROAD
1. Investigate the conditions of the canals and obtain preliminary survey
information required to develop options for final design.
2. Review the information trom the Ci[y of Jacksonville and other sources
to obtain drainage basin limits, contributing storm systems and downstream
restrictions. Develop the drainage information required for proper design
of any improvements, including runoff rates for the standard design
rainstorms.
3. Discuss the proposed improvement plan with representatives from FDER
and SJRVMD to obtain their comments as to the feasibility of proceeding
with further design. Ue propose to discuss and obtain preliminary
approval for design concepts acceptable to these agencies.
4. Prepare a Preliminary Engineer's Report vh ich will discuss regulatory
agency findings, outline the preliminary design and develop the scope
of work and cost estimates for the final design of construction plans,
specifications and project documents.

Smith and Gillespie Engineers, Inc., is pleased to present this proposal for
professional engineering services to assist the City of Atlantic Beach in
developing improvements for three drainage canals as described by Mr. Robert
Braid, Director of Public Services.
The limits of canal improvement were defined as follows:
Priority No 1:
Seminole Road - Canal is located on [he vest side, from Saturiba Drive [o
16th Street.
Priority No. 2'
Cavello Road - Canal is located on the south side, from Royal Palms Drive to
Skate Road.
Priority No. 3:
Skate Road - Canal is located vest of Skate Road, from Plaza Co Gavallo Road
The drainage areas of these three canals appear to encompass a large portion
of the City, and any design for improvements would require a comprehensive
drainage analysis. Therefore, all connections and drainage areas to the
canals must be known prior to development of final plans. :7e understand
some drainage information may be available from the City of Jacksonville,
however this data has not ye[ been received.

door living areas for the fullest comfort and enjoyment of the
owners.
b. An increased number of sites oriented to take advantage of very
desirable golf course and lake views.
c. Encourage the design of innovative floor plans to fully utilize
the capability of encouraging the delightful enjoymnet of 'NALLL•'D
GAR UIiN-DECK LIVING.
2. The possibility to offer somewhat smaller and LESS EXPEtVSIVE new
homes in our area to be mare hopefully affordable by some of our
own second and third generation residents of Atlantic Beach.
j. The theme of the land use would closely parallel similar neighbor-

4. It is the intention of the Developers to construct a solid deco-
rative fence of approximately 6 feet in height along the westerly
and southerly boundaries of the development, for a sound and sight
barrier particularly where the development adjoins the public works
property of the city.
5. It is anticipated that most of the homes in the area will range in
size from 1500 to 1800 square feet of heated area, however, it is
intended that certain lots will be designated by covenants and
restrictions to be used for homes with heated areas of no less than
1200 square feet.
In conformance with the directives in the current LOnin(; and SubUivision
regulations of the City of Atlantic Beach, the undersigned Owners of the
lands under this application for rezoning under Planned Unit Development
classification, do herein make public statement and commitment to do the
following:
1. Proceed with the proposed development in accordance with captioned
PUD ordinance and the conditions and safeguards as may be set by the
City Commission, and,
2. Commence construction of said improvements within 90 days of appro-
val of zoning and all plans, exhibits, plats, dedications, etc. Or
within 90 days of approval of water and sewer service for said lots by
the Envirome ntal Protection Agency, and or permitting by the Corps of
Engineers, and/or the St Johns Hiver 'r7ater h7anapemeet Districts which-

4. It is our further intention to dedicate and transfer all right and

It is felt that the limited access to the dead end street will reduce

to bind all successors in title to the property to the condtions stated

The land to be used for the proposed Planned Unit Ue veopment is currently
in an undeveloped state since its former use as "Dull Airport" some twenty
odd years ago. There is a total of 29.37 acres comprised of approximately
4,24 acres south of the yth fairway of Selves Marina Golf Course and west of
the north part of the city public works land (presently zoned RS2, prev-
iously zoned ItSll and U-1); and 1~.9 acres abutting the east line of the city
yard and the west side of the 8th fairway artd practice range of Se lva Marina
Colf Course, further bounded by the golf course on the north and 11th St.
on the south being currently zoned Olt. A 21,6 acre portion (consisting of

We, as merchants, are as aware and concerned about the limited amount of
parking in our area as everyone else. Our decision to seek a variance [o alloy
us to expand vas no[ made without careful cons ides [ion of these factors.
Obviously, [he parking sit nation will affect us as much as 1[ will anyone.
The spate we wish [o expand into is ex isC ing retail space, it has existed a[
leas[ 40 years, and if not leased [o Ragtime i[ will be leased [o some business
[ha[ will require parking. Which leads us to consider the question of what type
of business should be allowed to occupy that space. I[ seems i[ should be one
that will provide the greatest benefit [o the City of Atlantic Beach, fo offset
any lnwnven fence [ha[ may be created by an add i[ional load on ex lsting parking
spaces. We believe Chat allowing an expansion of Aagtlae, as we propose, would
provide enough benefit co [he beaches community to ou[we igh any inconvenience
[ha[ may be cleated.
Our plans are [o remodel [he space [o allow us [o add approximately 50 seats.
This mould allow us [o acquire a restaurant liquor license ss per state and city
requirements. The expanded area would primarily be a lounge, waiting area designed
[o enhance and compl Sment [he existing restaurant. Our current plans foresee it only
being open after 5:00 o'clock. Current business would not indicate that it would
be necessary to utilize [I~e addit Sonal space before [fiat time. The additional
traffic generated after 5:00 o'clock by a Ragtime expanaion should have lit [le,~
if any, affect on surround l~g merchants.
Our expansion plans would also Snclude the creation of a rear (no r[lis id e) ,~

Your Community Development Board held it's first meeting on
February 17, 1987. W. Gregg McCaulfe roe elected ae Board
Chairman end Louie B. MacDonell roe elected as Vice Chairman.
The board considered and approved en application for variance of
the parking requirements at Ragtime Tavern et Atlantic end Dcean
Boulevards rhich could permit expansion into the adjacent unit
and an additional fifty assts. The variance roe issued
contingent upon the hours of the ner area being from 5:00 p. m.
until legal closing time; and that a rear entrance be constructed
and the rear parking lot be lighted and landscaped ae indicated
on their plane. The board also considered an application by
Ragtime Tavern to expand their current beer end rine license to
include on premise consumption of liquor. The board recommends
approval of the request.
The board considered an application by Selra Linkside Partnership
for a Planned Unit Development of approximately 170 eingle family
pa[io homrn north of Elevrnth Strert. The application ineludes e
proposed erap of land orned by the city, north of the public
corks yard for land running the length of the lagoon orned by the
developers. Residents chose property becks up to the lagoon
expressed their feelings that the area along the lagoon should
remain in its natural state. The board recommends approval o£
the application contingent upon the results of a traffic study to
determine rhether the area can handle the additional influx of
traffic.
The board considered en application for preliminary plat approval
^nd for variance by CDM Properties for Seminole Shores South
located in north Atlantic Beach on the oceanfront. The
developers planned to reduce the potential multifamily density

Jacksonville zoning regulations which permit 10' Bide yards in
multi-Family development, rather than iS as required by Atlantic
.~.~ Beach. ^e stated that they had attempted to obtain building
permits through Jacksonville prior to annexation but had not been

stated thaC they plan to construct ten units although tuning
would permit seventeen. He added that each unit rould have a two
car garage.
Tom McCreary and Keith Kc•1ly objected to the variance and
erpressed concern that all trece would be removed from the lut.
They added that there rere sinyle family dwellings on each side
of the property. Mr. Kelly suggested that in grantiuq the
variance, the developer:: L•e required to set asitle an equivalent
amount of land Eor interior landscaping.
After further discussion Mr. Ilovie motioned to approve the
request for variance, but limit it to the construction plans
as submittetl. Mr. Bass seconded the motion which carried
unanimously.

Alan Potter be chosen as the third most qualified, based upon [he fact
his fltm had designed all of the facil ii ies which presently compose [he
Buccaneer Water and Sewer District. It vas also pointed out the Potter
proposal indicated a time frame of six months for [he compilation of a
report on that par[ of [he re po rC vh ich coxerns buildou[.
Further reading of [he Statute indicated contracts are [o be negotiated
with the most qualified firm a[ compensation which [he agency determines
is fair, competitive and reasonable. The conmit tee discussed the
possible construction costs of the prof ec[ and felt the change in mode
of operaCion, construction of [he fourth tank, and construction of a
pre-treatment grit removal facility should be able to be accomplished
within a range of $400,000 [o $600,000. It seemed, therefore, a fee of
57. to 6% of the construction costs would be reasonable and the committee
agreed an acceptable fee might he in [he neighborhood of $25,000.
In closing, each member of [he committee expressed criticism of the
Consultants Competitive Negotiation Act, which in essence, prevents
"negotiation" as i[ relates [o price and severely limits a public body's
ability [o work back and forth between agencies [o obtain the lowest and
best ?rice possible.

MINUTES OF THE COMMITTEE APPOINTED TO EVALUATE ALTERNATII'ES IN
CONSTRUCTION OF A FOURTH TANK IN THE BUCCANEER WATER AND SEWER
DISTRICT
The meeting vas called [o order at 6:30 A"1 by the Chairman, Commissioner
Glenn Edwards, in the conference room in City Ha11. Also present were
Commissioner John Morris, Ci[y Manager Fellows and Public Services
Director Braid.
The chairman asked the Ci[y Manager [o pass out copies of [he proposals
received from engineers who had responded to the City's ad under [he
Consultants Competitive Negotiation Ac [. Proposals were received from
Smith and Gillespie Engineers, Waitz and Frye, Inc., Connelly and
Wicker, Cee and Jenson, BessenC Hammack and Buckman, Alan Fo tter and
HBV, Inc., and FLood and Associates.
Each member of the committee spent Che better part of an hour reading
and reviewing the proposals submitted by [he engineers, after which
discussion ensued relative [o Che r.r i[eria under which selection of [he
three most qualified firms would be undertaken. The Statute vas read
and members agreed [he criceria to he used would be as follows:
Ability of professional personnel, whether certified as a minority
business enterprise, past performance as far as work with the Ci[y
is concerned, willingness and ability [o meet time and budget
requirements, location, recent current and projected workloads, and
the volume of work previously ava rded to each firm.
Considerable give and take discussion ensued relative to the qualifica-
tions of the firms submitting Proposals, with all members agreeing the
selection was very difficult because of the high qua lily of The firms
involved. A[ this time it was necessary for Commissioner Edwards to
leave [he meeting for a previously made doctor's appointment so the
committee meeting vas temporarily adjourned and all members agreed Che}•
would reschedule the meeting at 11:00 AM in Use conference room.
11:00 AM: The meeting vas caned back to order by Chairman Edwards and
discussion [hen narrowed down to the applications submitted by Smith and
Gillespie, Gee and Jenson, Alan PoC[er, Wai[z and Frye, and Bessent
Hammack and Buckman. Commissioner Norris poir.[ed out that in Che
proposal of Waitz and Frye [he following sentence had caught his eye:
"Based on our preliminary analysis of the existing facilities, we are of
[he opinion that a capacity of 2.1 HGD could possibly be constructed for
an equivalent cos[ of a .4 MGD addition as envisioned in your announce-
ment for engineering services." Coamissioner Morris Eel[ this vas Che

members agreed. Following further discussion, the committee unan imous l}'
agreed [o recommend to [he City Commission [he firm of Waitz and Frye as

drainage canal improvements in the three areas where we now experience
most of our difficulties. The cos[ of the work will not exceed
$7,SOO.GO and ve propose to proceed, with City Commission approval,
under Smith and Gillespie's contract.

Seminole Beach area who are requesting vacation of the variance granted

o Sodie Ford had complained at the last meeting relative to robberies
and vandalism in her area. The Mayor had asked me to look into the
situation and report back. I have discussed it in depth with Chief
Thompson and instructed him to meet with Hs. Ford, which he has done,
and I have since talked with Ms. Ford and found that she is satisfied
with the progress of the matter and feels the lines of communication
have been sufficiently opened up.
o Regarding the problems with the proposed eight-unit development at
the north end of Beach Avenue and [he complaints of the McManus', be
advised confusion still exists on the status of [he roadway. Aovever,
it is apparent permits have been issued by other jurisdictions and
people do have access. We are going to discuss this further with the
City Attorney, but in the meantime, no permit will be issued for the

scope of work as described in our letter of December 9, 1586, which describes
our recommendation for procedures for sewer sys tem evaluation and rehabilitation
in Fiscal Year 1988 in the remaining areas of Section "A" and Sections "B".
To prepare for the submittals required by FDER for the proposed FY 1988 EPA

The Arlington YMCA requests permission to conduct a YMCA
Day Camp at Russell Park for the summer of 1987. Camp dates
would be as foilows:

Session V Aug.10-21
The YMCA will provide participant insurance for every Y
camper. We will also extend our liability insurance to
cover Russell Park while our camp is in session. All of our
counselors will be certified in CPR.
Camp will be for boys and giris ages 5-13. Regular camp day
will run from gam-3pm. Early/Late service will run from
lam-6pm in addition to regular camp hours.

Estimated Operating Chemicals Savings
From Information furnished by Mr. Townsend based on
evaluations done by others, annual savings in sludge
conditioning polymer costs are 59,000, based on conditioning
and dewate ring sludge at 1.5% sollds without thlc kening vs.
sludge at 3.0X sollds if thickened. Based on operational
results of our Anastasia Sanitary District plant which employs
two-stage digestion with intermediate gravity thickening, we
believe that 3.0 percent solids can be achieved consistently
with the siml lar system proposed by the conceptual plan above.
Thus, we estimate annual operating chemicals sa vings to be 59,000.00
Payback Period
From estimated ca pl [al cost (Item 2) above and estimated
annual operating chemicals cost savings (Item 3)above, the
payback period is determined to be 9.7 years:
S 81,300 + Sg,000.00/year = 9.7 years
Based on our conclusion that the capital cost of the modification will be
recouped in operating chemicals cost savings within approximately ten (10)
years, we recommend your approval of this modlfica ti on. On receipt of your
written authorizatl on of design services, we will proceed promptly to prepare
needed drawings and specifications on which the Contractor may base a specific
price quotation for inclusion in a formal change order.

(Part 4A) north of existing clarifier structure. Supernatant will flow
by gravity from existing clarifier outlet trough through piping modified
per this Item (5) to yard drainage pumping station.
(G) Thickened sludge transfer to secondary digester (Aeration Tank No. 5) -
thickened sludge 15 collected to hoppers in south end of existing
clarifiers by ope ra tton of the collector mechanism (Item (4) above).
Withdraw sludge through existing 4-inch tank dratnlines through the south
end wall of the clarifier; construct 4-inch piping extensions terminating
in individual telescoping valves to control withdrawal rates and assure
concentration (thickening) of sludge. Construct thickened sludge pump
station wetwell (poured concrete box or precast manhole) in which
telescoping valves will be located. Construct duplex Gorman Rupp T3
pumping station consisting of pumps, Y-belt drives, motors and level
controls, totally weatherproof construction to be located on a slab on
grade adjacent to the sludge wetwell; pumps to take suction through
pipeline penetrations of the side of the wetwell. Construct thickened
sludge force main east from the pumping station, north along the east
side of the new operations but lding/laboratory, then west along the south
end of the existing aeration tanks. Connect to existing pipe penetration
originally used as sludge transfer line from inoperable air lifts.
Thickened sludge will flow by gravity (hydrostatic head) from the
modified clarifier to the sludge well; then as pumped flow to the
secondary digester.
(7) Secondary di ge stlon - utilize existing Aeration Tank No. 5 without
modification, other than p7ping connections per Items (B) and (8) this

We refer to our letter of December 6, 1986, describing and discussing several
potential change orders to the referenced contract; the subject clarifier
modification was discussed as potential Change Order No. 6 therein. This
letter is written as follow-up to recommend:
(1) Your proceeding with this change to improve the treatment plant's
performance and to realize major savings in sludge conditioning polymer
consumption and cost; and,
(2) Your prompt authorization of design engineering so that drawings may be
prepared, firm quotations obtained and a formal change order prepared and
executed at the earliest practical date.
In the interim since our December 6, 1986, letter, we have further discussed
this modification with your Mr. Tim Townsend to develop a conteDtual plan from
which preliminary capt tai cost estlma tes can be prepared. Mr. Townsend has
also provided information developed by others indicating that polymer cost
reduction of 59,000 annually is reasonably anticipated.
Conceptual Plan
In concept the plan will provide for two-stage aerobic digestion, utilizing
the ezt sting circular aerobic digester as primary (first-stage) digester and
existing Aeration Tank No. 5 as secondary (second-stage) digester with the
converted existing rectangular clarifier as an intervening gravity sludge
thickener. Essential components are:
(1) Waste activated sludge transfer to primary digester -utilize existing
piping from sludge pumping station without modification this change order.

Dear Mr. Fellows:
Enclosed herewith and incorporated hereto by reference are letters describing
two significant modifications to the referenced Part 4A contract and our
recommendations that the City proceed with both to realize major economies in
operational expenses. Specifically, the changes entail:
(1) Conversion of the air-diffusion equipment in existing Aeration Tanks Nos.
1, 2, 3 and 4 to provide high efficiency, fine bubble aeration, and,
(2) Modification of one existing rectangular clarifier for use as a gravity
sludge thickener; construction of related piping and pumping Improvements
to provide for two-stage digestion.
The Contractor has advised that in neither case can he provide a specific
price quotation for incorporation Into the Contract by change order until we
have provided detailed drawings and specifications showing the involved work.
Ne construe both such items to be additional services inasmuch as they are
beyond the scope of the project originally authorized. This letter is written
to request your authorization of basic engineering services and to propose a
basis for compensation for the same.
Services
The Engineer will make necessary field surveys; prepare drawings and
specifications; review the same for acceptability with Owner's
representative(s); obtain specific price quotations for the work items from
the Contractor; review quotations and make recommendation to the Owner; upon
acceptance by the Owner prepare and submit change order(s) for FDER/EPA review
and approval; review and approve Contractor's shop drawing submittals; provide
services described as Construction Phase Basic Services for the work.

Dear Sir;
As you know, we have a purchase order from you to re-
furbish the two ezlsttng blowers at the Atlantic Beach Job.
Monday, ue re-did one blower - bearing, carbon rings, bearing
caps - clean - regrease, etc. Ne opened uD the second blower
and found a severely damaged shaft. There are two alternatives:
1. Beturn it to the factory for a new shaft, etc. •
and completely rework.
2. Co ahead and put a bearing on the bad shaft, and
only use the blower In an emergency.
The two reworked motors were dellve red to the Job on
Tuesday. Ne instructed Leon to grease the shafts so they wouldn't
tleterlorate waiting for a disposttlon on the unrepalred blower.
Our factory advises the following=

Dear Mr. Fellows:
Enclosed is a copy of a letter dated January 28, 1987, from Mr. Robert M.
Baker, authorized local representative of Hoffman Air 6 Filtration Systems, to
Mr. Jack Meadors, I[I, relative to severe internal shaft damage to one
existing mul tt stage compressor being refurbished under the Part 4A Contract.
The scope of specified refurbishment was based on Mr. 8a ker's inspection and
discussions wf th this office during the project design effort in February and
Harsh 1966. At that time, the existing compressors were in routine service
and could not be disassembled by Mr. Baker for inspection, nor did we request
that he make internal inspection.
Consequently, the Internal shaft damage is an unforeseen circumstance which in
our opinion is totally beyond the scope of contracted refurbishment. As
indicated by Mr. Baker's letter, the compressor refurbishment/repair must be
-done 1n the Hoffman factory, necessitating removal, shipment, repair,
reshipment and reinstallation of the damaged machl ne. His quotation to the
Contractor, exclusl ve of impeller or intermediate section replacement 15
estimated at 56,931.00, approximately one-half the cost of a replacement
blower. The Contractor's final quotation to you will, of course, include his
on-site labor for renaval, shipment, overhead and profit. -
We recommend your concurrence with ha ving the Contractor proceed to ship the
compressor to Hoffman for repair, subject to negotiation of an equitable
addition to contract price by change order when actual costs can be determined
by him. The compressors are critically Important in assuring continuous
oxygen supply to the aeration tanks and aerobic digesters which are the
essential processes in your treatment system.

The meeting vas called Co order on Thursday, February 5, 1987 at 2:00 PM
in the CSty Manager's office, City Nall, Atlantic Beach. Present were
mmmi[[ee cha trman, Commissioner Glenn Edva rd s, Con®Iss inner John
Morris, City Manager Fellows, and Public Services Director Braid.
The committee had met for [he purpose of examining [he proposals submit-
ted by various engineering firms in connection with an advertisement for
professional servlc es under [he Consultants Competitive Negotiation Ac[
advertised on January 28, 1987.
Before the opening of any proposals, discussion ensued relative to the
fact information had been furnished to the engineers requesting the
proposals submitted contain some type of an estimate regarding the
overall price antic ipa[ed to be incurred by [he City and [he work
proposed.
A rev iev of the Consultants Competitive Negotiation Acc found in Chapter
287, Florida Statutes, confirmed the fact that initial proposals vere to
contain no pricing informa[Lon whatsoever, and chat price vas only to be
discussed at such time that [ire proposals had been evaluated and firms
had been selected in priority positions of 1, 2, and 3. During dis-
cussions, i[ vas also noted one of [he engineers selected would no[
submit a proposal due to the fact he had been requested to submit
pricing.
In view of [he confusing sec of circumstances, it vas the covani[tee's
unanimous decision [o return all proposals unopened and readvert ise for
proposals [o be received until S:UO YM, Wednesday, February 18, 1987.
Following receipt of these new proposals, [he committee would hold
another meeting at 9:00 AH on Thursday, February 19, for purposes of
evaluating the proposals for retommendat ion to the Ci[y Commission
regarding priorat iz ing of the firms at Che it meeting of February 23.

The Ci[y Manager reported [he Change Order was for a total credit [o
[he <i[y of $1,276.00. There was a good chance [here would be other
change orders to be proressed that would include increases in [he
contract price.
Motion: Approve Change Order No. 1 [o Project 4A, existing sewer
plan[ rehabilitation and accept [he credit of $1,2 i6.00.
During discussion, it was agreed Che change order would be one of
[he items taken under study. Following discussion, [he Gues [ion was
called and [he motion carried unanimously.

2. Application for exception from the Smuise Coa®uni ty
Evangelical Free Church for a day-care center at [he church
grounds near Aquatic Gardens. The Advisory Plann Sng Board had
recommended this application be denied on [he basis [he
church, in [heir original application, stated [hey did not
project any need for a school.
3. Public hearing and find reading of an Ordinance rezoning
property on Church Road adjacent [o the Donner Recreation area
from RC1 [o RC2 which was filed by Steve Mabry and John
Tolbert. The Advisory Planning Board has recommended [hat be
approved.

These include conversion of the existing rectangular clarifier to a

plans and specifications for tl~e clarifier modification will run
$5,300.00 and for the fine bubbler tank conversion, it will be
$3,500.00. I am enclosing two letters from Bates vl~ich explain in
detail [he proposed changes. Please contact me if I can provide you any
additional information.
o Enclosed you will Eind your copy of the new Personnel Rules and
Regulations of [he Ci[y. These will be handed out to ail Ci[y employees
with [heir next paychecks. We are proud of the Finished product and
wish [o recognize Maureen as the "spark-plug" responsible for Hie rover.
o The project for cleaning, televising and sealing of our sewage
collection system in Section A has been completed. Smith and Gillespie
representatives will be on hand on Honday night to give [he Ci[y Commis-
sion a final report on this phase of the project. They also will De
reporting on [he status of our application for financial assistance from
DER for rehab ili[at log [he port loos of Section A which could not 6e
routinely sealed in [he cleaning, televising and sealing program.
o Smith and Gillespie is now ready to proceed vich the cleaning,
televising and sealing of Section B of the City's system. They have
informed me [ha[ engineering costs for this portion will not exceed
$11,000.00, which may be authorized under our centSnuing contract with
Sm1[h and Gillespie. A copy of the proposed scope of work 1n connection
with this phase is enclosed for your information.
o Alan Potter has recommended Che City accept as complete the
Buccaneer District wastewater treatment plan[ No. 3. Hob Braid, along
vich [he consulting engineer and a representative of [he contractor,
conducted a final inspection on the tank on January 22 and everything
appears [o be in order. Jax Utilities Management in their contra[[ with
Che Ci[y is required [o furnish a warranty on [he plant for one year.
The engineer recommends the CS[y accept the plan[ as complete and
au[I~or ize final payment.
o Patrolman }tenry Bartle has been selected as Officer of the Year for
the Atlantic Beach Police Department and will be recognized by the
Beaches Exchange Club this month. Bartle has served as a patrol officer
for over three and one half years with the City, and for [he past year
has acted as field training officer to [each and evaluate new employees
of the Department.
o The members of [he newly created Community Development Board have
been notified of their appointment and length of term. Their fits[
aeeting will be the third Tuesday in February at 7:00 PN.
o Under Part 4A of our sewage improvement project, the old Hoffman
air blowers were to be refurbished and utilized in the rehabilitated
plan[. During disassembling, one of the compressors vas found to have
severe internal shaft damage and [he coot ractor has estimated close to
$7,000.00 to make this repair. I am enclosing a letcer from Robert
Bates and Associates vh ich goes into some detail on the matter and this
will be an agenda item for Commission consideration on Honday night.-
o He are enclosing a pecition from several property owners on Begonia
scree[ who are asking thac street paving and drainage work be extended
from Jasmine vest to [heir street. Ne have provided the City Clerk vich
the original and enclose copies for your consideration.

o Enclosed are the minutes of the last regular meeting of [he City
Commission. We are also enclosing any letters or miscellaneous items
which you had nat picked up from your mailbox.
o We are enclosing a copy of a letter from the Young Mens Christian
Association requesting permission [o conduct a day camp at Russell Park.
We have checked this ouc with Rnse Blanchard and she has indicated full
support for [he program. Unless there are objections, we plan to
cooperate with [hem and feel this will be an enhancement for our recre-
ation program, with very little effort on our part.
o The annual audit report has been completed and representatives of
Deloitte Haskins and Sells will attend the meeting on Monday night [o
give a brief report and present [he final data.
o The committee appointed by the Mayor to evaluate alternatives in
regards to construction of a fourth tank in the Buccaneer Water and
Sever District has met and copies of the minutes of [heir meeting are
enclosed. These are self-explanatory. Please call me if you have any
questions.
o Please Eind a proposal From Gee and Jenson to bring our Comprehen-
sive Plan into compliance vi th [he new Growth Management Lav. We asked
the planners to phase [he program to alloy the City [o take advantage of
the various grants which will be made available each year for planning
assistance. the [antra[[ for Phase I calls for a fee of net to exceed
$20,000.00 [o be defrayed Sn part by a gran[ which we have already
received from [he Department of Colmrun icy Affairs for $17,224.00. You
will note each of [he phases takes place during a budge[ year which will
enable us to apply for on-going planning funds from the Department each
year and to have our plan completely in compliance by [he date provided
in [he Grov[h Management rules and regulations. We will be asking [he
City Con®ission to approve the contract for Phase I on Monday night.
