NEW BUSINESS
Request for Setback Variance - 94 Sixth Street; Lots 5 b 6, Block
20, Atlantic Beach Subdivision A - Mr, and Mre. Papazian
Charlee King, architect for the Papezians, presented the Board
rlth a plan of the lover level of the existing house. He
indicated that they proposed to build en attached garage on the
north Bide of the building that would encroach the 15'
required aide yard by an additional 4', leaving a 6' aide
setback. Ne stated that the variance vas necessary to alloy
placement of the stairs at-the logical place, and because there
rare exieting brick piers in the existing structure that dictates
hor the garage could be constructed.
Mr. White asked the Papaziane Sf the neighbors had indicated en
interest in the variance. Mre. Papazian replied that no one had
approached her about the variance. One neighbor roe present.
Mrs. Kerber asked rhy the entrance to the garage could not be in
the rear of the building. Mr. King replied that the brick piers
rare Sn the ray.
Mr. White stated that he ear a hardship due to the design of the
exieting structure, but overall found it difficult to see a
hardship since they could build a detached garage in the rear
yard. Mr. Papazian replied that he res out of tovn frequently
and that Mre. Papazian rould not feel safe rlth a detached garage.

BEACHES AREA CHAMBER MEMBER APPREH=NSIVE ABOUT CHAMFER MERGER AND
THE BEACHES FUTURE??
The Beaches Area Chambez of Commerce board of directors
lacked the integrity to poll or consult the membership as to the
merits of merging with the Jacksonville Chamfer of Commerce.
A news article of the merger in the Beaches Leader and :onfirm-
ation (5 days later) by a form letter from the Bea ^hes Chamber
to~each member did not enforce a secure feeling that individual
membership interest was being server'.
There appears to be a violation of moral principle, tr~~st
and responsibility by the board of directors to the Chamber
membership and the Beaches _onsumers. The democratic process
of an organization has been compromised. In addition, one per-
ceives that the beaches board of directors does not have the
patience, talent, expertise or the COMMITMENT to make the Beaches
Area Chamber flourish on it's own potential and by utilizing the
resources at the Beaches.
I strongly urge each member of the Beaches Area Chamber and
concerned residents at the Beaches to call or wrrte to the Heachea
board of directors expressing their approval or d.sapproval of
the merger with Jacksouvil le Chamber of Commerce.
The door ~s open and here comes the Jacksonville "BIG BUSINESS
and POLITICAL POWER BASE:" What wilr the Bsaches communities
relinquish next their CITY GOVERNMENT??

DUTIES OF FIRE CVIIF.F/SHIFT COMMANDER
The Fire Chief/Shift Commander of Che City of Atlantic Beach shall
perform the following duties:
1. As Chief of the department, provide overall direction and coordina- j
t ion of all activities of the department, delegating where feasi-
ble, those functions relating to fire inspection, mutual aid calls,
firefighting, [raining, and maintenance of building, materials and
equipment.

2. Serve as Shift Commander on one of [he three shifts now set up in
[he A[lantlc Beach Fire Department, and during a fire scene, act as f~
both Chief and Firefighter.

3. Attend bi-weekly staff meetings or such other meetings as called by
[he Ci[y Manager and/or City Commission. ~
4. Assume, unless otherwise delegated, the responsibility for [he
training and motivation of all fire volunteers.
S. Develop the necessary forms and procedures to account Eor al]
[raining sessions attended by volunteers and all fire calls re-
sponLed [n by volunteers.
6. Be available a[ all times, either through radio or beeper in [he
even[ of questions of activities needing his attention by Che City
in any regard relating co fire activities, except of course, during
these periods when on approved vacation, sick leave, etc.
7. Recommend [o Che City Manager all promotions, hirings and dis-
charges relative to personnel of [he permanent and volunteer fire
activities.
8. Take responsibility for or delegate and oversee [he [raining of
each and every polite officer of the Atlantic Beach Police Depart-
ment in the necessary procedures for stringing a supply line,
hooking to [he hydrant, and turning said hydrant on. Adequate
training should also be given Co each Atlantic Beach polite officer
which would enable any man on duty to drive the second fire [ruck
to the scene of a fire while the first [ruck is manned by [he three
full-time firef igh[ers on duty.
9. Keep Che Ci[y Manager informed of [he activities of [he Department
and perform such other duties as required by the C1[y Manager or
CSCV Commission.
10. Establish Froc edures and policies relative [o priorities [o be
followed in requesting mutual aid assistance so as to provide chat
all possible mutual aid available is utilized, and [he nearest
units, whether volunteer or paid, are called first.
11. These duties are supplemental [o [he duties contained in the Long
Associates brochure.

Your Advisory Planning Board considered three applications for
Uee by Exception, tro applications for relief from the septic

November 18, 1986, and makes the £olloring recommendations.
1. The Board recommends approval of en emended application for
Uee by Exception by Tom Meet for a contractor rith no outside
storage in a Commercial General zoning district. The property Se
located et 61-63 Meet Second Street.
2. The Board recommends approval of en spplicatlon for Uee by
Exception by Ninl Storage Associates, LTD. to expand the existing
Mayport Mini Storage facility et 1650 Mayport Roed. ~ The
recommendation is subject to installation of a 6' ehador box
fence frith the moat aesthetic aide out), rlth three-2' Snsete,
end rith trees 3• in diameter planted in each Sneet; and subject
to there being no ingress or egress on Levy Roed.
3. The Board recommends approval of a use by exception for a
church Sn an RG1A zoning district by Johnson Prapertiee, Inc.
The property Se located Sn the east half of the Snug Harbor
eubdivf elon end is bordered by Orchid Street, the Meet Plaza
drainage ditch, end Snug Harbor Court.
4. The Board recommends denial of a request for relief from the
septic tank moratorium by Raymond C. Flott far property located
et Block 138, Section H. Mr. Flatt presented a sales contract
that roe executed prior to the date of the resolution. The
contract ras contingent upon the buyer obtaining septic tank
permits. The Board recommends denial of the request due to the
hardship being of economic character. The Board also expressed
concern regarding the elevation of the property.

as i[ relates to new legislation passed by the Legislature this year
Mr. Mullis reported [he 1986 Legislature, Chapter 175 relating [o [he
Fire Pension fund, and Chapter 185 relating [o the Police Pension Fund,
were substantially amended, particularly so far as the insurance premA
levied and collected for the funds. He suggested our at[uary review [hc
amendments [o [he Statute. I[ was his opinion [ha[ one of [he provisior
in [he 'S6 amendment gave the Pension Trustees an autonomous authority.
The law vas now being contested by several cities in Florida, with Or le
being the lead city. The law provides [he Funds should be composed of t
residents of the city, one member of [he police/and or fire department,
and another member Co be selected by Che four. Mr. Mullis also said an
officer of [he city could not he serving in [he capacity as ez officio
by virtue of [he office [hey held. lie expressed [he opinion the [vo
City Con¢niss cone rs and the Ci[y Manager who presently serve on Che
Board should be replaced by December }1, 1986. Discussion followed on
[he new amendments relative to [he possibility of investment brokers
who were A[lant is Beach citizens serving on the Board; liabilities, e[<

The City Manager reported at the Pension Board of Trustees meeting i[
was his understanding [he matter came up and vas voted on by [he Board
in December, 1984 before he joined [he City. Apparently, because of a
lack of timeliness on preparation of an impact statement by the former
actuary, all of [he necessary data did not come back for consideration
of the Clty Commiss ion until just recently. The 1584 evaluations shove

o Examination of the drainage ditch on Seminole Road which will come
into the City on 7anuary 1, 1987 indicates a lot of future maintenance
problems. We would like authority of the City to have Smith and
Gillespie work up an engineering proposal for closing in this ditch and
the oor[h/south ditch by Aquatic Gardens. Once a fee has been de-
[etmined as being reasonable ve could have plans prepared and, depending
on the price, close in a small increment each year. In time, ve would
eliminate the maintenance problem entirely.
5. In accordance with [he recommendations of [he Ci[y Attorney
and [he nev Florida Statutes, we have prepared an Ordinance
reorganizing the Board of Trustees and a copy of it is
enclosed for your perusal.
o A number of Ordinances will be up for public hearing at the meeting
on Monday nigh[. They are as follows:
1. An Ordinance [o provide members of Che Advisory Planning Board
shall be residents of the Ci[y. (This Ordinance will not be
necessary if in the end we adopt the Ordinance creating the
Community Development Board).
2. An Ordinance changing the name of Garage Approach Roadway [o
Beach Avenue. and Seminole Beach Road to Seminole Road
3. An Ordinance making some changes in [he Coastal Code
4. An Ordinance amending the zoning atlas of the City of Atlantic
Beath rezoning certain areas of Seminole Beach and Oceanwalk.
In connection with this Ordinance, I am enclosing a copy of a
request from Mr. Mark Kredell requesting that his properly a[
Eighteenth Scree[ be included in [he RG2 property instead of
[he R52. Ne had already notified the City of Jacksonville
that he planned to construct some multi-family units on this
property and had received assurances from Claude Bagwell chat
his property me[ the required codes, etc. This may be handled
if [he City feels it is appropriate by just amending the
zoning map before [he Ordinance is adopted on final reading so
that lot 40 will be included in [he RG2 zone instead of the
RSl zone. We are sending along [he information in regards to
this for your study.
5. An Ordinance amending [he zoning atlas of properties along
Levy Road, south [o Wes[ Fourteenth Street, from blocks 54 and
S5, Section H, to Main Street to prevlde a more suitable land
use consistent with the City of Atlantic Beach Comprehensive
Plan.
o In accordance with [he recommendations of the City Attorney a[ [he
last meeting, we are prepared [o accept the appointment of two nev
members to the Pension Board of Trustees. The general employees and
the Fire and Police departments are in the process of holding elections
to elect a nev members Erom each of chose categories, and once these
four nev members are named, Chey will then pick the f1f Ch member who
will be presented to the CI[y Commission for their concurrence. If you
have any questions regarding [his please call me or the Ci[y Attorney
and ve will be glad to Fill you in.
o We are enclosing a copy of a letter from Glenn (Tony) R. Ross of
Jacksonville Beach to the editor of the Beaches Leader relative to [he
merger of the Beaches Area Chamber of Commerce with the Jacksonville
Chamber of Commerce which ve feel may be of interest to you.
o Public hearings are scheduled on a number of exceptions for Monday
night. They include:

L. This is an Ordinance providing a fee for junkyards and auto
salvage yards which is designed exclusively for the Special
Use Ois[ricc recently granted by the City Commission;
2. This Ordinance removes [he provision for maximum lot coverage
from all zoning districts. We have determined these require-
ments were adopted many years ago based on [hc need for open
space, fire protection and drainage of properties which are no
longer viable, and ve recommend the Ordinance be introduced.
Ne have checked with several communities and have found some
of [hem have [he maximum lot coverage and others do no[.
3. A review of [he charges we make for the use of City equipment
indicates that a minimum charge of four hours fora backhoe is
not really equitable since the area in which we operate is so
small. We are therefore recommending the backhoe minimum be
two hours instead of four. You will also note that [he
Ordinance corrects a typographical error.
4. The main Ordinance to be introduced Monday night has to do
with [he tonsolida[ing Che activities of [he Advisory Planning
Board and the Eoard of Adjustment, by creating a new Community
Development Board. We feel this will improve the delivery of
services [o the residents of [he CS[y by making it easier Cor
the City to get a quorum and also combining into one the
activities of two boards acting cn similar matters. We are
including a copy of [iie proposed Ordinance for your study, and
- if in order, it can be se[ for public hearing aC the firs[
meeting in January along with Che other Ordinances introduced

o Enclosed please find your minutes of the regular meeting of Novem-
ber 24, 1966, and workshop meeting of November 25, 1966. We are also
including any material in your mailbox which you had no[ already picked
up.
o The cleaning and sealing of the City's sewage col lec[ion system is
progressing nicely and about 45% of [he work has been done. Tlie actual
number of joints sealed has proven to be substantially less than ve had
antic ipa[ed and Smith and Gillespie have suggested some additional smoke
testing be done to identify sever laterals vi~ich are obviously con-
tributing [o [he infiltration problem and which cannot be identified any
o [tier way. We can perform [his additional smoke testing as yell as
adding some root inhibitor into Che project within the framework of [he
existing contract. Since ne addi [ional funds are required this is just
a point of information [o keep [he Commission advised on these projects.
o Enclosed you will find a budge[ amendment which, if adopted by [he
City Commission, will authorize [he implementation of [he
recommendations made by the Ci[y Manager at [he Fire Dzpartment workshop
on November 25. We also are including for your perusal, [he
supplemental duties vl~ich we gave outlined for [he Fire Chief/Shift
Commander.
o The Personnel Rules and Regula[i ons will be up for adop[icn on
Monday nigh'. Several of the Commissf oners had suggestions which had to
do mainly with routine items and made no substantive changes in the
documents which you have already studied over. If there are no ob-
jections, ve would like to have the Commission's approval of the rules
so we can have Chem princed and distributed to the employees.
o The developers of Oceanvalk have asked the City of A[lan[ic Beach
to undertake the approval of Unit 3 of the Oceanwalk subdivision since
development of Unit 3 will occur after the Oceanwalk area has come into
the Ci[y limits. EveryLh ing appears [o be in order with [he plat and ve
have received an irrevocable letter of credit in [he amounc of
5181,090.00 for guaranteeing the completion of the public improvements.
