The initLal requirements for grant work in F1'1989 include television inspec cion
to prepare [he specialized studies for submission by June 1, 1988, in order
Co qualify for a potential Step 3 grant for Fiscal 5'e ar 1989. The Request
for Inc lesion on the Priority List must be submitted by March 15, 1986, with
a reasonable estimate for construction and nonconstruc Lion costs.
To prepare the submittals required by FDER for the proposed FY 1989 EPA
Grant, we recommend a program of imes ti ga[ion and evaluation be performed
for Sections "C", "D", "E" and "F", similar Co [he previous investigations
performed for Sec[Lons "A" and "e". The evaluation would consist of rev iev
of section flows at the sewage lift stations and rev iev of data from floe
isolation, ¢zrhole Lr._pacticn and telc~.•LS ion inspect Lon. Based en this
data, ve can then recommend the scope of work for major sewer rehabilitation
involving excavation and repair to be funded by the FY 1989 EPA grant.

1. Review the sewage lift station records in Sections "C", "D", "E' and
"F" [o confirm the amounts of infiltration and inflow leakage into
the system, and recommend a program to reduce the leakage.
2. Develop a <ontraet scope of work and associated opinion of contractor
costs acceptable to the City of Atlantic Beach for floe isolation,
manhole inspe<Cion, cleaning and television inspection within all
lines of the remainder of the older portions of the City sewer
system.
3. Include a program of pipe joint sealing and minor manhole repair
to correct [he leakage deficiencies found in the investigations,
which are not fundable under EPA gran[ programs.
4. Prepare contract speclEications and plans for the above work and
recommend a contractor, based on [he bids received.
5. Review all data obtained to make a recommendation to the Li ty whether
to pursue the EPA grant program for Fiscal Year 1989.
6. Prepare Che required Request for Inclusion, Specialized Study and
other required Step 1 documents to qualify for the proposed EPA
Crant for Major Sewer Rehabilitation in Fiscal Year 1989.
7. Provide standard construction services for [he contract work.

Dear Hr. Fellows:
We are pleased to present our Proposal for Professional Engineering Services
co prepare contract documents for the evaluation and minor rehabilitation of
the remainder of Che sanitary sever system in the Ci[y of Atlantic Beach.
Ne feel the City would obtain substantial cost savings by combining [he
remaining Cvo rehabilitation projects in Sections 'C', "D", 'E" and "F" for
Fiscal Year 1989, rather than two separate projects, as vas recommended in
our letter dated December 9, 1986.
Based on the costs to date for Sections 'A" and "B", cost savings would
result by performing all [he remaining evaluation a[ one time and combining
the data Snto one study, rather than over two separate pertods. Similarly,
savings voultl result in construction and nonconstruttion costs for the
actual rehabilitation by combining projects. The recommended budgets for
current proj eccs have not exceeded the estimates stated in our letter dated
December 9, 1986. Based on our latest estimate, Che construction and non-
construction costs for the Final, combined project will be approximately
$iu0,000, which should save approximately $20,000 from developing separated
projects. The combined construction project may also attract more bidders Chan
two smaller proj ec cs.
^e have reviewed [he potential for future EPA Crants for Haj oz Sever Rehabil-
itation within the remaining areas of the City serer system. Ne understand
from the FDER review staff [hat the entire grant program will be unde tgoing
Changes to start the eventual transfer from outright grants [o a low-interest
loan program. This means chat some types of projects which were awarded
grants this year would only be eligible for low-interest loans in future
years. The final decerminac ion of when or how this new loan program will
take effect is still being made in FDER and EPA. Indications from FDER do
indicate [hey feel [he same type of awards will be made next yeas as will be
made this year. Therefore, it appears co be in the best interest of the
C i[y to Complete any long-range progrsms for sever improvements in Fiscal
Year 1989, ra [her than risk being eligible only for a loan program.

Present were Commissioner Glenn Eduard s, Chairman, City Manager Fel loos,
Publ is Services Director Braid and Buccaneer Divisicn Chief McNally.
Also present was David Kemp of [be engineering firm of Na i[z and Frye,
who had prepared [be plans and specifications.
The chairman opened the meeting, noting Chat each member of the commlt-
[ee had received a Cabal a[ion of [he Aids and made a general comparlson
of the Aids which had been received previously.
David Kemp reported he had checked into [he apparent low bidder, [he
Be llo it Company o[ Jacksonville, on the previous bid, and while he did
not have his notes with him, felt [hey were qual if led [o do [he project.
Discussion ensued nn the scope of [he proj ec[, and several questions
were posed relative to vhetl~er or not the contractor would be required
[o tie in existing services. The engineers confirmed this mould be the
contractor's responsibility. However, in cases where new meters had to
be installed or exis[inP, meters coved to different locations, the tie-Sn
responsibility would rest vi[h the City.
Buccaneer Division Cbief McNally asked if [he Ci[y furnished Rockwell
meters, if the contractor could be requested [o replace a number of [he
old Corad meters that are in [he system. Engineer Kemp indicated this
would he acceptable.
Further discussion ensued and i[ vas agreed daily inspection of [he
project would be furnished by the personnel in the Buccaneer Water and
sewer District viU~ [he pay estimates and general supervision [o be
furnished by Wa i[z and Prve. IC is anticipated [he project will last
approximately three to four months, and for any problems which arise,
the Buccaneer people and to contact the contractor but inform [he
engineer imded iately of any problems.
the chairman noted $79,000 had been budgeted for [he project and re-
quested a budget transfer 6e prepared for the January 25, 1988, meeting
of the Ci[v Commission [o provide the funds necessary [o meet the
apparent low bid price of $91,657. The committee report will be made on
Monday, January 25, 1988, following vhlch Waicz b Frye will have the
necessary contracts prepared, schedule [he pre-construction conference,
and notify the successful bidder.

neighbors complain to the City about the tractor you park aC your
residence when i[ is no[ fn use. Pirst, let me tell you that Sneofar as
City Ordinances are concerned, if the vehicle has a gross weight of lees
than 18,500 pounds i[ is perfectly legal to have i[ parked there end in
that manner.
It occurred to me, however, [hat you sight want to be aware of your

Dear tdr. Chairman:
Section 21-22 of the City Wde prohibits parking of a bus
or commercial vehicle in excess of 18,500 pounds, gross
vehicle weight. This weight linit is too literal and does
not prohibit vehicular parking except For mobile homes and
combination tractor trailer units.
Nhile most trucks nave some co®ercial utility, some people
prefer to use a pickup or other light weight truck rather
than a vehicle designed for passenger use. The tractor unit
of a tractor-trailer combination is designed for commercial
trade; i.e. haulingl trailer units. There is no practical
passenger application of a tractor unit. Such vehicles are
not considered appropriate in a single-family home residen-
tial area. iThey are an eye-sore to the neighborhood
co®unity and detract from the general residential appear-
ance of the neighborhood.
Therefore, in order to promote and protect the character and
maintain the stability of residential areas in Atlantic Beach,
it is requested that Section 21-22 of the City Code be revised
to prohibit parking in residential areas vehicles in excess
of 8,000 pounds.
It is also requested this master be included on the agenda
for the January 25, 1988 meeting of the City Comission.

others.

Mayor Howell advised the Commission he had met several times with rep-
resentatives of Atlantic U[il it ies relative co the possibility of [he
city purchasing the Oak Harbor distribution and collection systems.
The city would not consider purchasing Che utility's sewage treatment
facility ar 1[S water plant.
The state Public Service Commission approved a rate increase for Allan is
Utilities last month. Hayor Howell vas told by several residents of Oa
Harbor they were paying, for a small family, approximately $80.00-$90. 0
per month. For the average one family bill in Atlantic Beach, for vate
and sever only, not including garage, you pay approximately $60.00 per
quarter.
Mayor Howell expects to receive a quoted price from Atlantic Utilities in
the near future and will report back. The Mayor told them Che city had
no interest if the systems could no[ fund themselves, and any buy-out
would be similar to the purchase of Buccaneer where the City of At lant c
Beach would pay nothing out, but would issue Revenue Bonds, and pledge
only the revenue from that particular area.

Mr. Fellows reported he had received a communication [ha[ day Erom the
Engineers who were working with The DOT on [he expansion of Allan tic
Blvd. The Department of Transportation are in the process of drawing
plans and apes ifica[ions for widening of Atlantic Blvd. from S[. Johns
Bluff Road [0 3rd Street. They have asked Che city [o identify our
utilities, etc. There vas no mention of the interchange a[ Mayport Rd.
He will rel.ort back as information is received.
The Ci[y Manager also informed the Coam~ission of correspondence receiv d
from Nard, Kutnik S Associates, Traffic Engineers, in Jacksonville [ha
they are re-designing [he cra Ef is signal at Seminole Road and Atlantic
Blvd, and will be much more comprehensive than it presently is.
Also presented by the CSty Manager vas [he completed planning study fo
projected capacity requirements for the Buccaneer Water and Sever Dis-
trict, which vas part of the Waitz S Frye contract.
CommlBSloner Cook requested the City Manager ask the Traffic Engineers
while they were in the area, to check the light ac Ocean Blvd and Atlan is
Blvd. for the possibility of reducing the wait [Sme.

order business from her home. The Mayor set a Public Hearing for Januai

Commission on
Mr. Fe llovs reported [he Committee met on Friday afternoon a[ 2:00 p.m
and interviewed six architectural firms. The Committee found them all i
be extremely yell qualified. After a great deal of consideration, the
Committee recommended the three following firms, in order: Clements
Rumpel Goodwin 6 D'Avi Associates of Jacksonville; Cee and Jensen of
Jacksonville, and Vermey Archicec[s of Jacksonville Beach. Mr. Fellows
added Gee and Jensen were the architects who designed [he new Public
Safety Building and were listed as one of the [op three.
Following discussion, the Conmiiss ion agreed [o hold a Special Called
lfee[Sng next Wednesday, January 20th at 7:15 p.m. to interview the top
three architectural firms.

Commissioner Edwards presented [o [he troop a plaque of Resolution
No. 87-37 saluting the organization for [he development of leadership,
in[egzity, and honesty among it younger cl[izens, and urging one and
all to help celebrate their fiftieth anniversary. Commissioner Edwards
also extended his personal conRra [ula[fons,as he hac been associated
with Troop 37 for the pas[ 25 years, serving as Scout Master, leader,
and now serving on a committee. Members of Troop 37 received a round
aE applause when they accepted the plaque.

Mayor Howell recommended Hr. George Bull be re-appointed to [he Board.
The Mayor said Mr. William McGee had indicated he did not wish to serve

in November, to have more units patrol [he area, but there had been nc
results so far. Following discussion, the City Manager vas instructed
bring back a report on the problem at [he next meeting.

Mayor Novell welcomed the new employees to our city and expressed con-

Commissioner Cook brought up [he subject of Ci[y employees receiving
half-day off on Christmas Eve. No action vas taken
Commissioner Cull iford suggested on bids in the future that [hey shoal
carry some type of terminology that required any goods and/or services
that are provided to [he Ci[y of Atlantic Beach shall meet all exis[in
Ordinances of the City.
Mayer Novell stated that Nr. Mullis had received a proposed amendment
to the Convention Development Tax Agreement between the consolidated C ty
of Jacksonville and [he three beach Cities and [he Tovn of Baldwin. yor
Howell further stated [hat if the Commissioners agree to [he amendment
the City would receive the money once a month rather than once a year.
Mayor Novell commented [hat it vas a rescrlcced revenue. Mr. Mullis
recommended [hat approval be put off by the Commissioners until [he Ci y
of Jacksonville approves it.
Nr. Fellors stated that he had two items co bring up. The Eirsc vas o
extensive changes at the Public Safely Building necessitated by the 91
equipment revisions amounting to $16,000, which [he City was going to

cussions on replacing the temporary [railer at Russell Park with a
building [hat had been offered to [he city. Or whether or no[ [he com-
mission wished Co build a new city hail on property adjacent to the
new Public Safely Building. During discussion, Commissioner Gulliford
opposed [he purchase of the Buccaneer office building. He preferred a
new City Hall. The Mayor suggested we could use the existing city hall
for a community center. Discussion followed.
Motion: Pursue competitive negotiations with the plan or purpose
of conceptual drawings and plans for a new City Hall.

Mr. Bill Bryant introduced Rick Lexer, an architect from Cee and lenso
who had done work in the vicinity of the new Public Safecy Build ing an
the proposed new Ci[y Hall site. Hr. eryanc reminded the Commission
about the conceptual layout that vas prepared for the utilization of t e
property on which the old Public Safely Building set, with [he new Pub is
Safety Building and adjacent to it, to the south would be the new City
Nall. Ne explained thac as [he new Public Safety Building developed, i
grew In size, and grew closer to [he existing ditch which separates th
Public Safely Building and the new City Nall site Erom the parking arc ,
and [he parks and playground to the vest.
He stated that he had calked co the City Manager and chey had decided
what needed to Se done was [o puc a foot bridge across [he existing di ch
in order to get to the parking area. He further staled that Hr. Fellow
had asked him to attend the meeting to explain to the Commissioners ab ut
the possibility of designing some foo [ings and supports for a foot bri ge,
and go ahead with [he construction which should not be costly. Hr. Bry n[
noted [he reason for Hr. Lexer being there was to advise [he Commissio
unless [hey locate Par[ of [he ditch now, [he city might spend that sa e
money in later days, and he did no[ wan[ the city [o come back later a d
say "why didn't you tell us about this then".
Mr. Lexer explained that chey were responding [o the need to go co the
parking lot now under construct ion, and [hey could provide the pre-cas
concrete over the spot to stabilize the ditch co prevent erosion. They
suggested several alternatives, including the relocacion of [he ditch.
Constructiop costs would run approximately $30,000 to $40,000, or usin
the boxed culvert of 175' long would be over $100,000 for construction
Hayor Nowell reminded them of the land fill, and asked if they could
satisfy DER, EPA, etc. Mr. Bryan[ said [hey thought they could get the
necessary permits to move the ditch west by IS to 20 fee[. If not, the

will be made to Beach Avenue, spec ificially resurfacing. Me said he h

then the Commission could determine if they want [o go ahead with the

Mayor Howell suggested the City could do some minor type repairs to B
Avenue until [he City vas ready to go in, and the people are ready fo
assessment put against them for vacer and sever mains.

Community Developement Board for public hearings, then it would come [
the Ci[y Comission for additional public hearings.

nr. Nullls presented Ordinance 680-87-36 in full, in writing on firs[
reading, and explained the Ordinance vas to approve [he interlocal agr e-
ment between the City of Atlantic Beach, The City of Neptune Beach, an
the shopping center, where Atlantic Beach would accept the sewage from
[he shopping center. The lines would be construcced by the developer
at no cos[ to Atlantic Beach or Neptune Beach, and would be maintained
by the developer. If, at any time during [he next five years, Neptune
Beach decides it has the capacity to [teat [he sewage, and desires to
do so, it can so notify [he City of Atlantic Beach that i[ wishes to
exercise that option. At the end of five years, if the option is not
taken, i[ will become a permanent connection to [he sever system of
Aclarttic Beach and who will charge the developer of the sl~opp ing cente
150X of the rates and charges our city charges for residences outside
the incorporated area of Atlantic Beach. If Neptune Beach decides to
exercise their option, the developer will have [o pay the impact fees
due at the Cimn [he connection vas made. If they decide [o stay with
the City of A[lan[ic Beach a[ the end of [he five years, the developer
will pay to the City of A[lan[ic Beach the sever impact fees due.
Mayor Ish Brant of Neptune Beach vas present in the audience for firs[
reading of the Ordinance. He advised the Commission Neptune Beach had
passed [heir Ordinance on first reading. Their Public Nearing will be
January 4, 1988.

Captain Simon offered a brief informational review of Fleet Landing,an
told the Commiss ioa Chat Flee[ Landing vas a not for profit community
designed for retired Navy and Marine officers and surviving spouses vh
have reached the age of 62. The Certif Scare of Authority for the proje
wa6 received from the Stale a[ [he end of September.
Captain Simon introduced Mr. Ed Vandergraft, Senior Vice President of t
Haskel Company who presented the plans for Flee[ Landing, and was asst
ed with the visual aides by Tom Brannon, Chief Exec olive Officer for [
Haskel Community Developers, Inc. Mr.Vandergraf[ explained to [he Com-
mission they had furnished some information [o city staff, but had no[
formally sough[ any type of rezoning or variances that will be require
for [he projett. Ic would probably cake the next year to IS months for
the required pre-marketing. Cons[ruc[fon should begin within 18 months
The 70 acre tract of land is located behind the Confort Inn on Mayport
Road, north of Selva Marina Country Club and vest of Selva Norte Subdi
vision. Mr.Vandergr ift added the project vas a Life Care Facility, and
[here were chree basic qualifications: a member of the residence must
over 62 years old, must be in good health a[ time of occupancy, and mu
be financially responsible.

The project was currently planned Eor 439 living units, (approximately
6.4 units [o the acre.) I[ vas made up of three basic types of housing
units: `favor homes which will be made up of single family housing; Clu
or patio homes which will be similar [o one story facilities, and larg
apartment units which will be in [vo, three, and four story build Svgs.
Vandergrifc said there vas a buffer zone of 300 to 350 fee[ from Selva
Nozte which would be left as a jurisdictional mitigation area.
Ne also explained to the Commissioners there would be an officers'
club, with a large dining area, and a life care community where reside

and other living amenities would be provided.

become part of [he Ci[y of Jacksonville's Community Development Grant
Program, they could receive funds annually based upon their population
and could also participate in Jacksonville's rehab loan program and
other community development programs available Eor low and aodera[e
income ciclzens. Ne adopted a Resolution in support of this program 1n
1986, but nothing ever came of it because the City of Baldvln did net
vent [o part i<ipa[e and glue up [heir $500,000 grant in exchange for
their partleipat ion in Jacksonville's program which would return only
$25,000 a year to chem. I understand they are considering going in with
the beaches cities [his year and so ve have prepared another Resolution

discuss the abnormally high number of criminal complaints which have
originated in [ha[ location. The number of serious incidents has

o The final transition meeting with [he Jax Utilities officials
regarding the Buccaneer Water and Se~.er District will be at 10:00 AN
Friday. A[ that time ve will plan computer to computer transfer of
customer account data for [he approximately 1,300 active accounts. Ne
also plan [o develop a notice for mailing to all customers for the
purpose of informing [hem [o make checks payable to the Ci[y of Atlantic
Beach, where co mail checks, where to call for service, inquiries, etc.
As mentioned 1n a previous S[a[us Report, the present employees who have
been operating the plant under the management of Jax Utilities, do not
plan co join the Cf [y of Ac lantic Beach. We have secured the services
of Harry HcNally, a nine year water and sever veteran, previously with
[he CS[y of Neptune Beach, and a resident of Atlantic Beach, as well as
a sever plan[ operator by the name of Stott Fischer.
o On other personnel matters, ve wish [o inform [he Commission Joan
LaVake fell on Honday at her home and broke her leg just above the area
where she recently had knee surgery. She was operated on Tuesday and
had a pin inserted in [he break and ve are await ing a prognosis relative
Co how long she may 6e out. The Polite Department has just completed
negotiations with its firs[ black police officer whose name is Pierce
Eying. He 1- a college graduate and former Highway Patrol trooper who
has come [o Atlant lc Beaci~ as the pastor of a small church on Francis
Avenue. I have asked Chief Thompson to have Officer Ewing at the
meeting on rionday night along with the tw or three most recent employ-
ees there to be introduced to the Commission.
o You previously had received a report relative to the walk through
inspection of the Public Safety Building. Melody Linger, Architect, and
Don Ford, Building Inspector, vent through the building again this
morning and have Furnished the contractor with a list of approx£mat ely
thirty Items [hat need to have attention. We have moved up the time for
moving into the building to the firs[ week in February, with a possible
Grand Opening on February 13 or 20. We will keep you advised.
