" The Board recowmende approval of en application by Sharon

daycare facility et the Flret-Baptist Churoh of Atlantic Beach.
The church had prevlouely been approved for a child care center
but haw deterained that there Se a great need for sdult daycare
Sn the beaches area. The church is located at 1050 Mayport Roed.

automotive eervicing in a CL diwtrict. Nilliam Collins ie in

COMMITTEE MINUTES
The co®ittee appointed by [he City Commies ion to evaluate bide on [he
aerator system met on Monday, August 15, 1988 at 1:30 PH, Sn the Ci[y
Manager's office, City Flail, Atlantic Beach.
Present were Chairman Commissioner Glenn Edwards, City Manager Fellows,
Actinq Publfe Sorvieee Uiraetor Pord, end Utility ^lent Dlvielon CI~SeF .
Townsend. .
Each member of [he committee acknowledged receiving a copy of the bid
tabulations. Two h>,ds had been received, the Lake Doctors, Inc., and
North Florida Irrigation Equipment. ~ .
Discussion ensued relative to the pros and cone involved in aerators
vis-a-vis aeration systems.. Further discussion ensued and S[ was [he
consensus of [he group that an aerator vas definitely needed for the
sewage effluent pond.
Purther discussion ensued relative to a diffuser for the Aquatic Gardena
retaining basin and it seemed to be pretty veil considered [hat an
aerator should 6e used here due to [he types of material that rould
likely clog a fine bubble diffuser system.
i There being no further discussion, it vas the unanimous consent of the
j committee [o veto®end to [he City Commission [hat aerators be purchased
~ for both [he sewage effluent bond and the Aquatic Gardena retention pond
from North Plorida Irrigation Equipment at a total price of $9,500.00.
There being no further business, the meeting was adjourned at 1:52 PM.

Capital Outlay Budget Requests were considered for each department.
Commissioner Gulliford asked what was the difference between the existing
revenue from property taxes and where the toll back vas. Mr. Fellows replied
approximately $23,000. The Mayor suggested approximately $50,000 be cut from
the Capital Outlay Budget. Copy of actions taken are attached hereto and made
a part [hereof. A total amount of $36,344. was cu[ from [he General Fund
budge[ and $20,000. from [he Sewer Fund [o date.
During discussion of item 83, 2500 Callon Tanker Truck, Hr. Fellows vas asked

MINUTES OF THE BUDGET VORKSHOP MEETING OF THE ATLANTIC BEACH CITY
COl01ISSION HELD AT CITY HALL ON AUGUST 15, 1988 AT 7:15 P.M.
The meeting was called to order by Mayor Howell. Those present were Mayor
Villiam S. Novell, Commissioners Robert R. Cook, Sr., Glenn A. Edwards, William
I. Gu111ford, Jr., and Alan C. Jensen; Richard'C. Fellows Cicy Manager, Harry
Royal, Finance Director, and Adelaide R. Tucker, Ci[y Clerk.
Mr. Fellows reported [o the Commission relative to the pumping station used
by The Towers, a six unit apartment building across from Ocean Valk and north
of The Sea Gardens. They tied into one of the manholes [hat vas put in by Sea
Gardens. The problem vas [hat i[ goes into a pump station on The Sea Gardens
prlva cc property. 7hcy consulted with Mr.Fellowa end euSSOS [ed [hc city clchcr
contribute co [he maintenance or take it over. Hr. Fellows asked an Engineer to
review [he matter. To bring i[ up to the apecif Stations of the city would cost
approximately $25,000. The owners had co llecced $5,000 from Aikel and $5,000
from The Sea Gardens, and [hey should collect $5,000 Erom The Towers for
their share of the cos[ of the service. Mr. Fellows suggested they give the
city the amount of $15,000, plus $2,900 they owed [he city for tying Snto the
lines at Ocean Valk that the city installed sometime ago. After deliberation,
Mr. Fellows was advised that they did not want a building constructed where
the pump station is located and have taken the position that unless the city
takes their $10,000, takes the station over as is, [hat they were going [o re-
quest the city disconnect the Towers and not hook up any other customers [o
[ha[ line who would use their pump station. Mr. Fellows requested guidance from
the Convaission. Following discussion, i[ was the consensus of the Commission
that the Cicy Hanager work out a solution [u pay what would be a reasonable
cos[ for the city for the Towers, and anyone else north of the Towers [hat
might hook in, and base it on some type of a pro rata share.
Mayor Howell told the ComaSSSion relative co Sec[Son H that in his opinion [hey
had only one way to go. Commie the art icipated $300,000 we will receive from
gasoline tax to that project. In the Bond sale, the city could also probably
have [o commit [he '~S sales Cax merely to back up the bonds. The cos[ could
probably be Lover to approximately $30.00 per front ft. by eliminating all of
the construction north of Levy Road.
Coamiasioner Edwards asked what would be done eventually with the land north of
Levy Road.Nayor Howell said [hat would have to be done when is vas economically
feasible. The Hayor cold the Commission they should decide if they wanted to
move ahead with the project, as another Public Hearing would have to be called,
and mare information had to be accumula [ed first.
Covmissfoner Gull iford asked if the project could be structured so [ha[ the
property owners could exercise an option [ha[ they would no[ be assessed until
Che property changed hands. tlayor Novell responded in [he negative. However,
there vas a slim chance i[ could he handled in that manner. Discussion fclloved
on the property owners who could no[ pay at once and also the impact fees.
The Mayor suggested [hey factor into [he expenses, an impact fee, of possibly
$500 per lot when the lo[ changed hands and vas built on. Comm£ssloner
Cull iford suggested the city offer three options: 1.) option co pay over....

Financing Alternative" be sent out in their agenda packets for their
perusal. The Commissioners thanked him for the information.
Commissioner Gulliford furnished each Commissioner vich a cents live
agreement relative to a transfe{ of Beaches Aquatic Club to [he Ci[y
of Atlantic Beach [ha[ vas signed by Commissioner GulliFord and rep-
resentatives of [he Beaches Aqua[£c Club. Commissioner Gulliford quali
fied item I.) "Transfer of clear [l tie" vas not accurate because there
were outstanding debt on the facility of approximately $28,000 which
constituted the introduction of the solar system for heating [he pool,
and decking chat vas installed. The debts are with the Southeast Bank
and The Ocean Scale Bank. It would include the property across the
street which is a parking area and [vo tennis courts. The tennis court
are in disrepair. However, a local Paddle Tennis Assoclatlon has
offered [o do all the repairs ff they were allowed to configure the
two tennis courts into three paddle courts.
Commissioner Gulliford added a roof would have to be repaired for an
approximate cost of 55.000. A copy of [he tentative agreement and PSL
attached hereto and made a par[ thereof. Discussion followed relative
to user fees, etc.. Mayor Novell expressed concern over the possibilir
of a reverter clause,and suggested the Ci[y Attorney review the agree-
ment. The subject viii be discussed at [he Budget Workshop Meeting.

I received copy of latter dated July 15, 1988 from Mr.
Benjnmin Avery, of Smith and Gillespie Engineers, Inc. addressed
to you requesting npproval of proposal to provide englneerlnq
cervices to Neptune Beach, Atlantic Beach and Jacksonville Beach
on a Nester Plan for Regional Sewerage development. I am
advised by Nr. Stephen Stratford, City Attorney of Jacksonville
Beach, that in his opinion, the scope of services to be performed
ere within the purview of the Intezlocal Agreement between the
three Beaches and also the Smith and Gillespie Consulting
Engineering Contract with the City of Jacksonville Beach. Under
the Intezlocal Agreement between the three Beaches for improving
wastewater traataant facilities, Jacksonville Beach is the lead
city involved in providing the engineering services and Neptune
and Atlantic Bench era to reimburse Jacksonville Beach for such
services under the lorsula ^et forth in the Interlocal Agreement.
Based on the foregoing opinion by Mr. Stratford, it the
Commission approves, it will be in order to authorize
Jacksonville Beach to proceed with the acceptance of the proposal
of Smith i Gillespie and issue notice co proceed with the work.

The members of the co®i[t ec reviewed the bid tabulations rhlch shoved
tw bids had been submitted, one by Florida Striping, Inc., of
Melbourne, end the other by U.S. Sealcoatfng of Jacksonville, Plorida.
The bid bond for Plorida Striping was in error but appesred to be e
typing error rather than art effort not to submit the proper amount of
bid bond.
Discussion [hen vas undertaken relet ive to a recent bid averd¢d by [he
City of Jacksonville for thermoplastic pavement markings. I[ had cwe
to the attention of the coamittee that thermoplastic rill lest four to
five years as compared to one to tro years for pain[. The bid price
received by [he City of Jacksonville ras 12~SC and for aide lines 11C per
l.f. Further discussion ensued with the comittee evaluating the
thermoplastic ea opposed to the pain[ bids, and S[ vas decided f[ might
be yell to glue the thernoplas[Sc a good trial basis since it would be
util!•zed on the [w Hain through streets within the community, i. e.,
Seminole Rosd and Plaza.
Further discussion ensued and it ras the unanimous decision of the

thermoplastic for the striping of Seminole Road and Flaza from U.S.
Sealcoa[ing, Inc. through their master bid with the City of Jacksonville

Mayor Nowell requested authority to act on behalf of [ire city to con-
coct [he cities of Jacksonville Beach, Neptune Beach, and [he city of
Baldwin relacive co the double taxation agreement. The Mayor felt it
mould be vise [o appoint a Standing Committee with all the cities re-
presented [o discuss and resolve any problems [hat may arise. The
Commission agreed that the Mayor should meet with [he other beach
offlc ials and a Standing Committee should be appointed..
Mayor Howell introduced Nr. Ken Carden, the new head of the Beaches
Department of The Jacksonville Chambet of Commerce. Mr. Carden said
he appreciated the opportunity to serve all three beach communities,
and invited all residescs to call his office a[ any time for assls[-
ance. The Mayor thanked him for attending the meeting.
The Mayor announced [he City Commission would meet in the Conference
Room immediately following the meeting to discuss some collective
bargaining matters. The meeting vas not required to be held in the
Sunshine.

Mayor Novell presented Ordinance No. 90-88-132 in full, Sn vriting

Commissioner Gulliford asked 3f Mr. Fel loos had a report on [he beach
cleaning machine. Mr. Fellows said the machine still did not work.
Commissioner Gulliford inquired who vas paying our animal control offs
while she vas patrolling Jacksonville Beach.. Mr. Pellovs responded tha
Jacksonville Beach had agreed Co pay B.J.'s cos[ for gas, deprecia[ior
on the truck, logged time, etc. when she makes the run on Jacksonville
Beach. This is just a trial Co de [ermine the length of time [hat will
be involved.
In response [o Commissioner Cul liford's question, Mr. Fellows stated [L
Plee[ Landing officials indicaCed at the Community Development Board
they planned to reduce their buildings from four to three stories. The
planned to have the main entrance on Selva Marina Drive.
Hayor Novell saLd it had been brought to his attention that certain
persons with catamarans, etc. may be damaging the dunes and sea oats
within Atlantic Beach. He presented in full, in vriting Resolution No.
88-14, a Resolution requesting [he Chief of Police of Atlantic Beach,
[he Sheriff of Duval County and his deputies, the Department of Na[ura
Resources, the City Attorney and the State Attorney to take such legal
action as may be necessary in order to preserve and protect the
naturally creaced dunes and native vegetation.

for Monday, August 15, at 7:15 PM, Monday August 22, following the

The Eirat sidewalk is being constru<ted on Ocean Boulevard between

known as Seminole Basch but to date we have not received the impact fees

o During the 1988 Legislative Session Governor ?fart Inez signed into

o Saturday, August 20, 1988, the Jacksonville Track Club will conduct
the Summer Beaches Run frw Hanna Park to the Jacksonv111e Beach
Lifeguard Station. The start Sng time of the race is 7:00 PM. The club
will send a copy of their liability insurance policy co the City naming
it as an additional insured and plan to have swe vehlc lee on the beach
to accomplish the necessary set-up, monitoring, and clean-up activities.

Department for their information and unless there are any negative

rules relative to meal rules for police officers in Atlantic Beach. We

Hater and Sever District. After consulter ion with the division chief

Beach and ve will appreciate Che Commission's consideration.
o Mayor Rowell and the City Manager met on Thursday afternoon ac the
City Hall with Don Ruckman and Jerry Eckert to see what could be done to
salvage the Section 8 project. A full and comprehensive discussion
resulted in what Mayor Florell feels 1s a viable approach ca the prof etc
and he may discuss [hie briefly with the City Commissioners on Monday
night.
o A further meeting vas held by [he Atlantic Beach negotiating team
relative to the pogeible acquisition of the Atlantic U[Flicy system Sn

conflict they have been experiencing up there. Hr. Hulks or Hayor

o Peter Rlmple of Clements, Ruaple, Goodwin, D'Avi, is prepared to
make the presentation of Part 2 of Phase I on a proposed new City Hall.
He will be prepared on Monday night Co appear before the Cammission with
his proposal.

Seainole Road. A copy of the commie cee report is enclosed and Commis-
sioner Cook will be prepared to make his report on Monday night.
o We have a re-bid coming Sn on the aerators for the Aquatic Gardens
retaining pond and the sewage effluent pond. These aerators are for the
purpose of oxygenating the eater and preventing the buildup of slime and
generally uneenitary conditions. These will be available for commission

o Kathy Russell, who lives on Beach Avenue north of 20th Street, has
sent a 6-page letter to CStq Attorney Mullis regarding the problems tTley
have experienced with [he roadway. Basically, she is asking the City to
take over the road, declare it a public road, pave a portion of SC (She
is willing to pay her Fair share), and by this action, end all of the
conflict they have been experiencing up there. Mr. Mullis or Mayor
Bowell may have a eoment on this on Monday night.
o Yeter Avmple of Clements, Rumple, Goodwin, D'AV 1, is prepared to
make [he presentation of Part 2 of Phase I on a proposed new City Nall.
He will be prepared on Monday night to appear before the Commission with
his proposal.
o Commissioner Cook and his committee met regarding the striping of
Seminole Road. A copy of Che committee report is enclosed and Cocmtis-
sioner Cook will be prepared to make his report on Monday night.
o We have a re-bid coming Sn on the aerators for the Aquacic Gardens
retaining pond and the sewage effluent pond. These aerators are for the
purpose of oxygenating the wacer end preventing [he buildup of slime and
generally unsanitary conditions. These will be available for commission
action on Mondsy night.
