The definitions of "substandard lot of record" and "townhouse" as contained in Sec. 24-17, Code of Ordinances, are changed to read as follows: "Substandard Lot of Record means that the owner of any such non-conforming lot of record is permitted to build on such lot, provided the lot has a width of not less than fifty (50) feet and a depth of not less than one hundred (100) feet, with a total lot area of not less than five thousand (5,000) square feet. Basically conversation of the board members evolved around the concept of limiting the height of st ruc[ures on substandard lots. The first considered vas suggested from a citizen and would provide for the existing 35' height restriction on standard lots vhlle restricting height of buildings on substandard lots to 25'. Upon discussing Che matter with Che City Attorney it vas felt [hat such a double standard might be hard to defend should the same be challenged. A second idea vas [o alloy [he heights of structures on substandard lots as a percentage of [he area of [he substandard lo[ compared Co the minimum requirements of the zoning district and applying the same [o [he 35' limitation. For example, in a 5,000 square foot minimum lot area (which is [he standard configuration) wherein an individual propose to build on a substandard lo[ of 4,000 square feet, [he percentage of 20$ differential would be applied [o the 35' height requirement and result in a net allowable building height of 28' (20$ x 35' equal 7' -- 35' - 7' equals 28'). This maintains a proportion of building height [o available land area. Yurchermore, should an individual desire a height in excess of [hat required by such a restriction, they could always seek recourse through our variance process. The final idea vas to maintain a 35' height restriction on both standard and substandard lots as is now [he <ase. Of Che four members present, three felt the proportional height re s[rit[ion on substandard lots would be most desirable while one felt [he 35' parameter for both substandard and standard lots would be in the best ante rest of the City. We propose to perform similar work for a flat fee of 54500. This would include our customary charge for administration and overhead expenses. If you are in agreement with this fixed fee we propose to not bill you but instead ask that we be paid in accordance to the following schedule; Upon completion of the field work fees of 51500 will become due. He briefly outlined the city's financial comitmen[s as he understood [hem and said that while [hey would be willing to assist with advice regarding tine phasing in of rate increases, he recommended that any rate studies be undertaken by a consulting engineer. Ne briefly sumarized [heir experience with other manic ipali[ies and said [hey had analyzed the Gulf Breeze financing plan. In response to a question from Covmiissioner Weldon, Mr. Dye said a refinancing and cons olida[ion of some of Atlantic Beach's debts could be ;benef itial for the city; however, there would probably be pinalt ies which, in [he case of [he Gulf Breeze loan, could he subs[an[ia 1. Considerable discussion ensued regarding Che Gulf Breeze program and the Section H improvements following which Mr. Dye recomended [he city develop a policy regarding financing and rate adjustments. Ms. Wisher said PFH Ss an independent financial advisory firm solely involved with financial management. She said PFM vas established in 1975 but in [his short period of time has become the largest independent financial advisory firm in [he nation with offices in Orlando and For[ Myers. She enumerated three services [hey provide for [heir c13en[s, namely, financial planning, transaction management and investment management. She said [he success of Che fim has been largely due to [heir ability [o work with clients [o insure [he successful development and implementation of all components of [he capital planning process. She summarized some of Che successes they have had for cl ien[s such as Por[ St. Lucie, Clzy County. Monroe County, Alachua County, F[. Lauderdale, New Por[ Richey. Delray Beach, and S[. Lucie County. She said they would provide a written plan, would help develop policies and would assist in [he implementation of Che Comprehensive Plan. rir. Rosenthal said they had been very successful in [he implementation of special assessments Eor roads, solid waste, drainage and water and sever. Xe said Chey had worked with Lee County and are currently working with St. Johns County on consolidation of utility systems vh ich had been very effective in lowering [he cost of capital. Mr. Burton said he had a signif Scant amour[ of experience in va ter and sever work and had conducted probably twenty water and sever rate studies and related financial management programs. Mr. Callahan had been a water and sever rate analyst for Che Public Service Commission and has participated in over twenty water and sever financings and vas very experienced in municipal flnanc ings. Ms. Griffin had also been ',involved with impact fee studies and the development of fundingsourtes policies and funding plans. Mr. Burton said [heir approach would consist of four phases, namely 1. Conduct a Financial Review - [o thoroughly understand [he existing financial situation and identify alternative financial management programs [o meet the city's objectives. 2. Evaluate Al [ernatlve Financial Options - identify special stale loans or special funds which may be available. 3. Ass ise with Bund Funding, and 4. Conduct a Utility Rate Study - Mr. Burton said they have an automated system which develops rates For the current year, and projects rate increases necessary for a five and ten year financial management plan. Mr. Burton said James Gollahon would be the person who would be involved with any bond irg issues. Mr. Gollahon said [hey closely follow The financial markets and would get [he lowest possible interest rates for the city. Mr. Burton said he felt [hey were Che best candidates for selection as [he Financial Advisor because of [heir water and sewer rate making experience with state of [he art computer modeling techniques and [heir significant Finant Sal advisory services experience. He said A.G. Edwards' knowledge of the financial market would also be an advantage. He said [hey would also work with [he city on insurance and they have man}• f inantial advisors on [heir staff who would be helpful with bidding procedures, evaluac ion of bids and bond closings. The}• would also be available on a daily basis to answer routine questions on finance. Hr. Cahalan said he had about [en years experience in [he finance business and had expertise in [he areas of water and sewer and pooled loan financings. ITEMS TO BE FURNISHED BY THE CITY AT NO EXPENSE TO THE ENGINEER Furnish, at no cost to the ENGINEER, all available pertinent information including distribution system naps and as-built plans, as well as any other data relative to the performance of the above services for the project. C. TIME OP PERFORMANCE Engineering plans, specifications and permit applications will be completed and presented to the client £or review and comment within sixty (60) calendar days after receipt of finished field survey data, except for delays beyond the control of the ENGINEER. D. FEES TO EE PAID For Item 1 of the Scope of Services, Standard Engineering Services, the ENGINEER shall be paid a lump sum fee of THIRTY THOUSAND DOLLARS ($30,000.00). For Item 2 of the Scope of Services, Survevinc services, the ENGINEER shall be paid a lump sum fee of FOUR THOUSAND DOLLARS ($4,000.00). For 2tem 3 of the Scope of Services, Permitting Services, the ENGINEER shall be paid a fee equal to personnel costs times a factor of 2.50, reimbursemen*_ for direct nonsalary expenses, estimated to be TWO THOUSAND, SIX HUNDRED DOLLARS ($2,600.00). This estimate is for budget purposes and should not be considered a guaranteed amount. For Item 4 of the Scope of Services, Resident Observation, the ENGINEER shall be paid a fee equal to FIVE THOUSAND FIVE HUNDRED DOLLARS ($5,500) per month from start of resident observations services. These services are estimated to be required for one and one-half months, for an estimated budget of EIGHT THOUSAND TWO HUNDRED AND FIFTY DOLLARS ($8,250.00). Fie said the owner proposed tr, sell a portion of the lot and wanted to know if it could be treated as a double frontage lot and that each portion of the lot could be build on independently. Commissioner Cook said present zoning would ai1W seven dwelling units and it would appear to be in the city's best interests to allow the division of the lot in order to reduce the number of units which would be built.
