BACKGROUND: In order to ensure the accuracy of large water meters, City staff has been
having them tested and repaired for the last several years. Bids were advertised and invitations
~. were sent to three contractors. Only one bid was received from Reed & Shows Meters and
Supplies on Apri128, 2004. All required documentation was submitted with the bid. Pricing was
as follows:

Total $7600 $11725
The bid prices for meter testing and repair are the same prices that we have been paying for the
last 4 yeazs. Staff estimates perhaps one half of the meters would require repair and retesting and
the others would require testing only, based on past years' experience. This would amount to
$9,662 in meter testing and repair. The cost of parts will be the based on actual catalog prices
passed onto the City, and is estimated at $5,000. Total estimated cost for meter testing, repair,
and retesting including parts is $14,662. Amount invoiced will be actual number of meters tested
and repaired to include parts.
BUDGET: A total of $18,000 was budgeted for large meter testing, repair or replacement in the
Water Fund under account number 400-5504-535-3400.
RECOMMENDATION: Award the annual contract for meter testing to Reed & Shows Meters
and Supplies in the amount not to exceed $14,662.
