Dear Mr. & Mrs. Watson:
On October 21, 1982, the Advisory Planning Board met to consider a
"Use by Exception" application submitted by you for the above referenced
lots. The application for the "Use by Exception" indicated that the
property would be used by the Beaches Chapel Church to provide temporary
accommodations for servicemen. The accommodations would be rented on
a weekly or monthly basis. The Advisory Planning Board recommended to
the full City Commission that the application for a "Use by Exception"
be approved by the City Commission.
On October 25, 1982, the City Commission reviewed the recommendation of
the Advisory Planning Board and voted unanimously to issue a permit for
the "Use by Exception" for Lots 1, 2 & 3, Block 26, Section H, Atlantic
Beach. The permit provides that the two buildings in question will be
used by the Beaches Chapel Church for the operation of a Christian Service-
men's Center. The facilities are to provide temporary accommodations
for young servicemen in a Christian atmosphere. The Center is to be
staffed by a resident staff director, and will be under the direction
and oversight of Beaches Chapel Church. The permit stipulates that you
will also provide additional parking on an adjoining vacant lot, if re-
quired. The permit for the "Use by Exception" applies to the zoning
districts for Lots 1 and 2 (Commercial General), and Lot 3 (Residential
General).

SUBJECI7: Consideration of "Use by Exception" Application
by Charles Watson, Owner, and Beaches Chapel
Church, Lessee
On October 21, 1982, the Advisory Planning Board met to consider a "Use
by Exception" application submitted by Charles Watson. The property in
question is on Lots 1, 2 & 3, Block 26, Section H, fronting on Mayport
Road and West Second Street.
In 1978, the City Commission granted approval for the construction of
commercial buildings on Lots 1 and 3. The buildings were constructed
but were not completed. They have not been occupied. The area was
rezoned to CG for Lots 1 and 2, and RG-1 for Lot 3.
11r. Watson has applied for a use by exception for the three lots. The
Beaches Chapel Church desires to lease the buildings to provide temporary
accommodations for servicemen. The accommodations would be rented on a
weekly or monthly basis.
The City Manager construed the use to be eligible for a "use by exception"
for the zoning districts involved. The Advisory Planning Board considered
the application in accordance with Section III - C-9 of the Zoning
Ordinance. The Advisory Planning Board unanimously recommended that the

Consideration by the City Commission is requested.

Mr. Davis presented and read in full his report to the
Commission. A copy is attached hereto and made a part
hereof. Mr. Davis requested full approval of the City
Commission in regular session for a commercial building
permit for office and retail stores to be located at 310
Mayport Road. (Verbal approval of three Commissioners had
been acquired on June 27, 1978) .

It was also noted in the City Manager' s report that the
Atlantic Beach Community School activity has paid back to the
City of Atlantic Beach the sum of $323 . 25 representing
excess monies over and above expenses paid to them from
enrollees of the summer program. The Commission agreed
unanimously that this was very commendable on the part of
the new mangement of the Community School Program.

Mr. Davis called to the attention of the Commission a
request from Griner-Woodruff Co. , Inc. for a change in
contract price on the Atlantic Beach sidewalks (Mayport
Road Sections) due to some additional requirements im-
posed by the Department of Transportation that relates
specifically to handicap facilities at each of the street
ends along Mayport Road. He requested authority from the
Commission to consult with Griner-Woodruff Co. , Inc.
on the above subject and the Commission approved the
request.

CITY MANAGER'S REPORT
On June 27, 1978, 1 approved a commercial building permit for office and
retail stores with said buildings to be located at 310 Mayport Road.
Verbal approval was acquired from three Commissioners prior to this
approval and I am today asking for the full approval of the City Commission
of Atlantic Beach in regular session for said commercial building permit.
On June 29, 1978, the City paid to Tyson, Fancher and White the final
payment of $1,500 from an original contract of $5,000 to perform audit
services on the EDA Project.
On July 5, 1978, 1 wrote a letter to Mr. Robert Kenison, Assistant General
Counsel, Department of Housing and Urban Development, Washington, D. C. ,
relative to a communication received from that activity on the eligibility
of the City of Atlantic Beach to receive Discretionary Grants under Section
106 of the Community Development Act of 1974 (copy of letter attached).
The Atlantic Beach Community School activity has paid back to the City of
Atlantic Beach the sum of $323.25 which represents excess monies over and
above expenses paid to them from enrollees of the summer program. I have
caused this money to be deposited back into the account under which they
are funded.
NOTE: The only action required is approval of the commercial building
permit issued June 27, 1978.

To Whom It May Concern:
I am writing this letter in response to property owned by
Mr. Charles E. R. Watson at 210 Mayport Road, Atlantic Beach,
32233. Beaches Chapel Church desires to enter into a lease agree-
ment with Mr. Watson on the behalf of an outreach service that
we sponsor to the military young men of Mayport Naval Base, called
Maranatha Christian Servicemen's Center.
This space will be used mostly as a type of boarding house
with some meals, but, only for in house residents. This is not
a church in and of itself, but a place of rest, relaxation, with
positive and spiritual objectives with an on staff director. In-
house residents pay their own rent.
