Two of the lots ( 1 & 2 , Block 80 ) contain grandfathered in storage units but are actually zoned RG-1 . The other lot and one half are vacant but adjoining existing storage units . RECOMMENDATION: The Community Development Board found during its deliberations that granting the proposed re-zoning would not further the comprehensive plan of the City in that the existing zoning was intended to become a buffer zone between existing commercial development along Mayport Road and the anticipated low density residential development to the west . Extending the commercial zoning would reduce the buffer and encourage further encroachment . The Board found that the ex.i_sting use of lots 1 &. 2 , Block 80 , pre-dated the zoning change , they are grandfathered in as long as they continue . Should that use cease , all future use of that property must be residential . Lot 1 and the east 20 feet of lot 2 , Block 79 are vacant and the Board determined that the existing RG-1 zoning is appropriate . Recommendation of the Community Development Board is to DENY the requested re-zoning . The applicant , Mike Ashourian, introduced himself to the board and explained that the rezoning was required to operate an existing mini warehouse business at said location. He presented a map showing the existing facility as well as the additional property in question. Ben Strozier introduced himself to the board and voiced his objections to the rezoning and presented a petition and letters from other adjacent homeowners. After discussion , Ms . M S Y N City Manager's Report - Item #4 - continued The City Manager presented a request by Mr. Donald A. Radin to approve, in concept only, the construction of additional warehouse units at E-Z Mini Storage, 310 Mayport Road. The site for the expansion (Lot 1, Block 79, and the East 20' of Lot 2, Block 79) is presently zoned Business "B". Mini-storage units have been allowed in this zoning classification. Mr. Radin is apparently concerned with the proposed zoning which will change the subject property to RG1 (medium density residential). He apparently does not want to go to the expense of preparing plans if the City Commission objects co the expansion. Commissioner Johansen suggested Mr. Radin file a formal application before the new Zoning ordinance is adopted. Once he has filed the application, he will be considered exempt. Mayor Pro Tem Jensen asserted that if Mr. Radin submits his application in sufficient time under the existing ordinance, he would assume that it would be approved. E. Item #5 - Request by Community Presbyterian Church to Pave Parking Area The City Manager presented to the Commission a request by the Community Presbyterian Church to pave a parking area. While not stated in the request, the church is proposing to pave a public right-of-way area along Sherry Drive directly in front of the church. Mr. ?Moss stated that he had no objections to the paving in this particular case because it is being used as private property for parking on Sundays anyway. Mr. Moss recommended approval based upon certain stipulations which are in the best interest of the City. Item #6 - Sewer Rate Study The City Manager reported to the Commission that as recommended by the "Sewer Plant" Committee, the City Commission agreed to have a sewer rate study to recommend rates necessary to recover costs of our present and future wastewater treatment facilities. The City Commission authorized the City Manager to enter into an agreement with Robert Bates and Assoc. , Consulting Engineers, to perform the rate study (which is attached for the Commissioner's review). Atlantic Beach to provide water and sewer services for six proposed residences to be guilt on the north side of 19th Street between Seminole Rd. and Beach Ave. The City has in effect a moratorium prohibiting sewer connections beyond the City limits. The City Commission would, of course, be required to lift the moratorium to grant the request to furnish sewer services at this location. Mr. Morgan is proposing to install a grey water disposal. system. Black water effluent would be -discharged into the City's sewer system. Grey water (from bath, sinks, etc. ) would be disposed on the property through a modified septic tank system. A discussion ensued concerning an already overloaded sewer system, rates, and the possibility of setting a precedent. Radin: Review of Review by the City Building Inspector and the City Engineer of Mr. Radin's proposed building plans to extend the E-Z Mini Storage reveal that the data supplied regarding construction would require modification in order to comply with code. Mr. Radin has agreed to any revisions deemed necessary for code compliance. A field inspection of the property and review of the orginal building plans indicate sufficient topographical data to ascertain drainage flow. No further topographical data will be necessary. It is the recommendation of the City Engineer however, that the 8" AC pipe which runs north-south into the invert on West 3rd Street be resized to 10" AC, cast iron, or terra cotta pipe to more adequately accomodate rain fall flow, particularily since this pipe will be under the proposed addition. The zoning for the proposed extension (Lot l & 20' of Lot 2, Block 79, Section "H") is currently BB (Business "B") , proposed to RG-1 (Duplex) . The consensus is that the plans submitted are sufficient to submit to the City Commission and to issue a Building Permit should the City Commission approve Mr. Radin's request. Radin: Review of Review by the City Building Inspector and the City Engineer of Mr. Radin's proposed building plans to extend the E-Z Mini Storage reveal that the data supplied regarding construction would require modification s in order to comply with code. Mr. Radin has agreed to any revisions deemed necessary for code compliance. t A field inspection of the property and review of the orginal building plans indicate sufficient topographical data to ascertain drainage flow. No further topographical data will be necessary. s It is the recommendation of the City Engineer however, that the 8" AC pipe which runs north-south into the invert on West 3rd Street be resized to 10" AC, cast iron, or terra cotta pipe to more adequately accomodate rain fall flow, particularily since this pipe will be under the proposed addition. The zoning for the proposed extension (Lot 1 & 20' of Lot 2, Block 79, Section "H") is currently BB (Business "B") , proposed to RG-1 (Duplex) .
