Actually the check should not have been accepted, but, Sonya did accept it prior to going into surgery. A full and
complete application has not been received.The applicant did not submit the minimum application requirements,that
has been most of the issue taking up staff time. A property survey was not provided and we only recently was assurance
from Alan Jensen the property is continuous with CDB properties. Most of the information and staff time spent on this
has been providing "pre-application" information that we generally encourage prior to submitting such applications. A
Future Land Use Map change and a Rezoning takes an enormous amount of staff and board member time, after a
complete application is submitted, that didn't happen.The time Erika and Sonya spent with the applicant would have
been spent anyway, we can't just charge for that.The City Code says the fees are for reviews, there was not a complete
application to review. It's not unusual for, particularly Planning staff,to spend a large amount of time on a project that
does not happen.
It was unfortunate Sonya took the check before making sure of this, but, she did.That's why there should be a refund.
We should be careful in the future about taking money before we receive a complete application,

Director. I have no authority over this, but was passing it along as I was asked to do.

Pursuant to subsection 24-46(e),the city commission for the City of Atlantic Beach hereby establishes the
following fees related to the administrative cost of carrying out the requirements of this chapter and also to cover the
costs for planning,zoning, engineering utility and specific use reviews.These fees shall be payable to the city at the
time such application or request is filed.Applications for planning and zoning related requests shall not be considered
as complete applications until such time as required fees have been paid in full. Fees for specific use verified
complaint-based and permit reinstatement reviews must be paid prior to scheduling of subsequent compliance
inspections. Fees as required by this section are not refundable.
(a) Planning and zoning fees.

(3) Change in zoning district classification 500.00
