AGENDA ITEM: New Sidewalk Construction for FY 2007

BACKGROUND: During Budget Workshops in August, Public Works proposed construction
of new sidewalks on West 1~t Street, from Vet Park to Main Street - $35,600,
West 10th Street from Mayport Rd to Orchid Street - $36,300 and West 6th Street
- Mayport Rd to Main Street - $45,100. The Commission was concerned that
the traffic levels (auto and pedestrian) did not justify a sidewalk on West 1~
~" Street.
Based on a comment made at one of the Mayor's Neighborhood Meetings,
~. interest was expressed toward replacing existing sidewalk on Orchid Street
(between W 5th and W. 6th) and Rose Street (between the W. Plaza Ditch and W.
14th) that has excessive cross-slope. Staff investigated and found a total of
,~,, approximately 700 LF of sidewalk and driveways that exceed the standard 2%
cross-slope. The cross slope varies from approximately 5% up to a maximum of
13.5%. Because replacement would include up to 12 driveways (more SF than
sidewalk), installation of knee walls at back of sidewalk and some water service
'" adjustments, cost to replace this sidewalk is estimated to be in excess of
$50,000. The sidewalk in question was installed using CDBG funds in 2002; and
is in good condition.
BUDGET: New sidewalk construction is funded using the Half Cent Sales Tax Fund, 131-
5002-541-6300, Project PW0707, Initial Balance $120,000.
~"" RECOMMENDATION: Staff recommends construction of sidewalks on W. 10th Street and W. 6~'
Street with remaining project funds held pending a constructability analysis of
Aquatic Drive (survey required to determine if room to place sidewalk in right of
~" way along western side of street). Staff recommends against removal and
replacement of existing sidewalk while streets where residents have requested
initial sidewalk construction still exist.
