CRC Minutes 2-15-93 vMINUTES OF THE MEETING OF THE CHARTER REVISION COMMITTEE HELD IN THE CONFERENCE ROOM, CITY HALL, 800 SEMINOLE ROAD, AT 7:00 PM ON MONDAY, FEBRUARY 15, 1993. The meeting was called to order by Commissioner Tucker. The following committee members were present: Committee Chair Adelaide Tucker, Ray Salman, Ruth Gregg, Mark Popp, Dorothy Kerber, and Maureen King. The following committee members were absent: Robert Cook, Bill Dorsey, and Gregg McCaulie. Sections 17 - 23 ORDINANCES: These sections were discussed briefly and it was consensus to adopt Section 17 from the old Charter but amend the enacting clause to read "BE IT ENACTED BY THE CITY COMMISSION ON BEHALF OF THE PEOPLE OF THE CITY OF ATLANTIC BEACH." Further discussion of Section 17 - 23 was deferred until the full committee could be present. Articles III through VIII were discussed and recommendations were as follows: ARTICLE III. CITY COMPTROLLER, CITY CLERK, CITY TREASURER, AND CITY TAX ASSESSOR - Revise Title Section 31. Section 32. Section 33. Section 34. ARTICLE V. CITY CLERK - Revise (Primary) CITY COMPTROLLER - Leave as is CITY TAX ASSESSOR - Delete CITY TREASURER - Leave as is DEPARTMENT OF PUBLIC SAFETY Revise old Police/Fire Departments (Primary) ARTICLE VI. DEPARTMENT OF FINANCE Revision (Primary) adopt items from Page Two Charter Revisiosn Committee Minnutes - February 15, 1993 ARTICLE VIII. DEPARTMENT OF PERSONNEL Leave as is. Discussion at the next meeting will begin with Article IX, Elections. Brief discussion ensued regarding the procedure for filling vacancies on the City Commission when the city clerk has received a resignation prior to the qualifying period for a municipal election. It was agreed to request that the City Attorney draft an ordinance to allow any such seat to be filled by election at the next municipal election. The next meeting of the Charter Revision Committee was scheduled for 7:00 PM on March 1, 1993. There being no further discussion, the meeting was adjourned at 9:20 PM. Maureen King, Sec etary
