BACKGROUND: The City has used tem ,, orary clerical employees to fill in for lunch,
breaks, and personal leave in two offices that are only staffed with
one full time employee each. These include the receptionist on the
North Side of the City Hall Lobby and the clerk in the Building and
Zoning Department.
While the receptionist has some extra time that could be used to
"cover" for the Building and Zoning Department needs, the two
office spaces are physically separated and she cannot leave the
phones unanswered. A solution to the problem is available. The
counter on the North End of the reception area can be moved into
the lobby allowing enough space to move the clerk from the
Building and Zoning Department to a position adjacent to the
receptionist. With proper cross training, the two can schedule their
time to handle all the duties and to eliminate the use of the
temporary employees. Another advantage in the relocation of the
Building Department clerk would be in making available extra
office space in City Hall.
The City has utilized Peter Rumple, the architect that originally
designed City Hall, to prepare drawings for the work. Several
contractors who have done similar work were contacted to provide
prices. Only one of those submitted a price; Dowling Construction
in an amount of $18,370. (copy of proposal is attached; includes
base price and alternate number one).
The savings to the City in temporary services will equal
approximately $11,500. per year. This would provide a pay back in
the construction cost of $18,370. in approximately 1.6 years.

BUDGET: No funds were budgeted for this project. The cost to the City
would be $18,370. Because this has a relatively quick payback and
a number of associated advantages, it is recommended that funding
be obtained from the City's Fund Balance and included in the next
Budget Adjustment for the current year.
RECOMMENDATION: For the Mayor and Commission to authorize the use of up to
$20,000. for renovations in City Hall. Also, the Mayor and
Commission should wave the formal bid process. Staff had hoped
the prices would come in under the formal bid threshold of
$10 and solicited prices from six local contractors. However,
the only price that came in was for more than the $10,000. limit.
There does not appear to be any advantage in delaying this project
to request formal bids from the same group of contractors.

Re: City Hall Modifications
I have solicited several contractors for proposals to remodel the receptionist area
in City Hall. I contacted over a dozen contractors. Of the six that responded, three
picked up plans and the other three were not interested due to the size of the project or
they would not schedule it until next year or late this year.
Joan Lavake, our Purchasing Agent, has pursued this also and made several
calls to solicit proposals with no results.
These are the contractors that responded:
Carter Construction /Richard Carter - Too Busy

Cohen Construction /Danny Cohen - Could Not Schedule Until 2001
Coalson Construction /Peter Coalson - Did Not Have Time to Submit Proposal
Dean Russell Const. /Dean Russell - Too Busy to Submit Proposal
Dowling Const. /Pete Dowling - Submitted Proposal
Based on past experience with Dowling Construction (Lifeguard Station, Adele Grage
Theater, Tide Views Park, etc.) I suggest accepting their proposal to expedite the
project before the end of FY 2000.

4. Removal of floor tile in reception counter area.
5. Any additional electrical work not noted on plans.
6. Providing dumpster or hauling for debris removal
We propose to furnish material and labor in accordance with above specifications, for a Base Proposal
sum of: Seventeen Thousand, Three Dollars: $ 17,372.

• Pledges to maintain job site in a safe, orderly fashion and takes responsibility for clean up during and upon
conclusion of the job.
• Holds regular meetings to confer with the client (or a representative) to facilitate clear communication
