AGENDA ITEM: Storm Water Jetting, Cleaning & Televising for the Public Works

BACKGROUND: Bids were opened May 16, 2012 for jetting, cleaning & televising storm
water lines for the Public Works Department. There were five bidders: Altair
Environmental Group, Cajean Construction, EnviroWaste Services Group, Florida Pipe
Tech Inc. and Metro Rooter.
Maintenance cleaning of storm sewer piping is a required activity under
the City's Municipal Separate Storm Sewer Systems (MS4) National Pollutant Discharge
Elimination System (NPDES) permit.
To preclude a low price for one pipe size slanting the overall cost, the bid stated it
would be awarded based on the total cost for a generic project (specifics not included in bid
advertisement) and positive references. The generic project used for evaluation was jetting,
cleaning & televising 100 LF of 15" pipe, 80 LF of 24" pipe, 300 LF of 36" pipe & 120 LF of
48" pipe.

BUDGET: Storm Water account 470 - 0000 - 538 -34.00 includes $10,000.00 budgeted for
stormwater pipe jetting, cleaning & televising. This contract is for three years, with
two one -year renewals allowed after the initial expiration.
RECOMMENDATION: Award the annual contract for Storm Water Jetting, Cleaning &
Televising for the Public Works Department to Florida Pipe Tech, Inc.
