The 1979 Standard Building Code in use at the time of construction required a firewall to extend from the slab through the attic to the underside of the roof sheathing. Per my conversation with you on February 25, 1997, it appears the firewall as constructed does not meet the code for a townhouse. However, I examined the 100 block of Pine Street today and the only standing water was at 166 and 168 Pine Street in the driveway area. The design plans prepared by Jim Lucas, P.E., assumed that the swales in the 100 block of Pine Street would drain the area effectively to the new 30" diameter storm drainage line. However, it is my opinion that further work needs to be completed on this street. My proposed solution to the problem is to install drainage lines under the driveways and create an enclosed drainage system for this block. I will need to discuss this solution with the design engineer and obtain an estimated cost for the work. The work could be completed by in-house personnel during the winter months for a significant savings. Regarding the paving on this block, it is not worse than many other streets currently awaiting funding for repair. My department will respond to Mr. and Mrs. Mendel's letter and several other requests we have received regarding lack of improvements on this block of Pine Street.
