I later confirmed this with Mr. Ruben, SCILB, that Mr. Molinaro was in violation of both state a city ordinances by operating with an invalid license as of July 1, 1981. In conversation with Mr. Milinaro on October 20, 1981, he vehemently objected to the administrative stop work order placed on his project, which he contended had been completed for quite some time. Acting on the information Mr. Mills had relayed to me via the owner, Mr. Molinaro had not finished the job. Mr. Mills also stated that the construction was not up to standard in his opinion.
