Commercial General Districts. (CG) (a) Intent. The CG Zoning Districts are intended to provide general retail sales and services for the City of Atlantic Beach and the closely surrounding neighborhoods and communities. New development within these Districts should have direct access to Arterial or Collector Streets and sites should be well suited for development of community shopping centers. (b) Permitted Uses. The typical Uses permitted within the CG Zoning Districts shall not include manufacturing, warehousing, storage or high intensity commercial activities, or commercial uses of a regional nature, or such Uses that have the potential for negative impact to surrounding neighborhoods and properties due to excessive traffic, noise, light or extremely late hours of operation or other factors that may adversely effect existing commercial uses or any nearby residential uses. (2) Service establishments such as barber or beauty shop, shoe repair, restaurants without drive- through facilities, gymnasium, laundry or dry cleaner, funeral home, job printing, radio and television repairs, lawn care service, pest control companies, surf board repair in association with surf shops, but not the production of surfboards, and similar service Uses. (3) Banks with drive-through facilities, loan companies, mortgage brokers, stockbrokers, and similar financial institutions. (4) Child Care Centers in accordance with Section 24-152. (5) Business and Professional Offices. (6) Retail plant nursery, landscape and garden supplies. (7) Retail sale of beer and wine for off-premise consumption. (KSH) is constructing a new building, with four units, on lots 5 through 7 of Block 48, Section H, Atlantic Beach, Florida. These lots face Plaza Road, however, since no new address had been assigned by Atlantic Beach, we have been using 1200 Mayport Road, the address of the current building on the property, in the construction documents. Bell South (Fax enclosed) has expressed concern over the numbering of the building, particularly in respect to designating the exact building/unit for emergency response personnel. It is also clear that as various units are leased/occupied, the mail delivery, permitting and inspections for build-outs and refurbishing of individual units could be problematic using the same address for two buildings. It is therefore requested that the City of Atlantic Beach assign street numbers to the new building, with each unit being assigned a different number. In keeping with the current numbering system on Plaza Road, the units would be odd numbers in the 1000 block. For example, addresses of 1021, 1023, 10 25 and 1029 West Plaza Road would seem reasonable. Alternatively, though somewhat more ambiguous, Mayport Road addresses could be assigned, for example 1210, 1212, 1214, and 12 16. KSH appreciates your attention to this matter. Ford, CBO Building Official City of Atlantic Beach 800 Seminole Road Atlantic Beach, Florida 32233 Dear Mr. Ford, As you know, assigning numbers to the new building at 51, 53, 55, 57 West Plaza has been a fiasco which has significantly delayed the completion of the building. My first request to get this iesoived was in a letter dated August 22, 2005. The latest problem is with getting electrical power, which to date has arguably been delayed by at least 2 to 3 weeks. JEA has informed us that there is another delay in getting electrical power to the building, in that Atlantic Beach has not assigned a Street Code to West Plaza. JEA's fax dated today is attached. My understanding is that this will be resolved today, then JEA can install the meters. If this is not the case, please contact myself or Brenda Scruggs at 249-1718. I thought something was wrong with this but he said he straightened it out with City Hall so I just figured that I would hold on to the other service orders until they asked for them. I would lock all the meters and make them come in and straighten this out. Sent Joe out with billing reread because he indicated unable to locate. When he went out there he found a meter box, lid but no meter. When he returned I went into service orders and found 4 meter sets for 1200 Mayport Road#1-4. Unit#2 meter was set 8/29/05 by VR/AM. Under comments they indicated this is an irrigation meter. Well this can't be irrigation meter because they have not paid for irrigation meter. This meter set was for regular 3/4" meter for the above address. Then I got curious about the other units and when I went to Unit#1 they indicated under comments that customer called city hall to upgrade to 1"meter. Problem is under building permits there is nothing indicating they paid for this upgrade nor was a service order issued to authorize VR/AM to upgrade this meter. As far as I can tell the other 2 units meter sets are still pending. As far as permits issued I show they paid for 4 water meters for the 4 units only and all 4 are 3/4" meters. He is going to meet with the owners and determine what the exact needs for this building will be regarding water and said he will probably be coming in to see either Shirley or Kerri in the Bldg. Dept. tomorrow. He said the owner has changed some of his plans--originally was planning on having one unit for his use and 3 others to lease(therefore 4 meters), now is thinking he needs the space of 2 units for himself, and will lease 2 others(which would need 3 meters). Also, he was unsure about whether they would have an irrigation system and whether they will need a meter for that. I told him when he finds out for certain what the owner wants, to come to the Bldg. Dept. and let them know. I explained that each unit that will be occupied by a separate business needs to be metered separately. Explained to him there may be more fees required, or possibly a refund. I believe he said the plumbing is done or underway in case Don or Larry need to see if anything was changed from plan that would affect impact fees.
