Yes, there have been complaints . The owners were cutting the lot when
asked but now have asked if they can put something to prevent people from
parking in front of the lot in the r/w, I guess they think that is part of
the problem...

Debbie, city policy prohibit installing anything in the right of way just to prevent parking (especially in front of a
vacant lot).
We mow the right of way here (drove by this morning, right of way just mowed, lot is 2' tall or higher). The lot is
fenced, so I'd bet most of the trash they are complaining about is actually on the ROW? Kathy and I
exchanged several emails about No Parking signs on this lot in - June following Code Enforcement citations
for not cutting the lot. Have there been trash complaints on this lot, too?

Rick, Bill Sheppard and his wife Elizabeth White own a vacant lot on
Dewees. They have been mowing it and are upset that people park in the
right of way and leave all their trash on the lot. What can they put in
the right of way (with a permit) to prevent the public from trashing their
lot. I would like to try and work with them so they will continue to cut
