All entries in the entire Proposal must be made clearly in ink. Prices bid must be in numbers and written in figures. In case of errors,the written amount will govern. B. BASIS OF AWARD The Owner reserves the right to waive informalities in any bid;to rej ect any and all bids in whole or in part, with or without cause. The low bid shall be any combination ofbase bid and alternate that best serve the needs and budget ofthe Owner at the time ofbid acceptance. Furthermore,the Owner reserves the right to accept the bids that in its judgment will be for the best interest of the Owner. C. REVISIONS OF BID PROPOSAL FORM Request for revision ofthe Bid Proposal Form must be made to the Architect at least nine(9)days prior to date of opening of Bids. Revision of the Bid Proposal by the Bidder will void the Bid. D. BID CHANGES No changes in the amount ofBids appearing on the outside ofBid will be considered. Onlytheamount shown on bidding documents inside the envelope will be considered. The undersigned bidder has examined and read(cover to cover)all Plans,Specifications,General and Special Conditions,and other Contract Documents,and all Addenda thereto;and is acquainted with and fully understands the extent and character of the work covered by this Proposal and the specified requirements, for the proposed work. APPENDIX B - CONSTRUCTION CONTLETION The Contractor shall begin work on or about-August 13,2004 after receipt of'Notice to Proceed from the Owner. The work shall be substantially completed JanuM 25,2005 by and shall be fully completed by FebruM 25, 2005. APPENDIX C - LIST OF SUBCONTRACTORS AND FABRICATORS The Contractor hereby submits a list of'subcontractors and fabricators on Attachment"A"form as included herein and certifies as follows: I. If awarded a contract as a result of this Proposal, the major subcontractor and/or shop fabricator used in the prosecution of the work will be those listed. 2. The list shall include all subcontractors and/or shop fabricators listed and any others who will perform work representing approximately a value offive(5)percent or more on this Contract, unless otherwise noted. The Contractor shall not commence work under this Contract until he has provided certificates to the Owner for amounts of insurance as follows: 1. Co=rehensive General Liabili1y Insurance - Contractor shall maintain Comprehensive General Liability Insurance covering all operations by or on behalf of the Contractor for not less than$1,000,000. Each Occurrence/$2,000,000 General Aggregate Combined Single Limit Bodily Injury and Property Damage including coverage for: Premises and Operations Products and Completed Operations Contractual Liability insuring the obligations assumed by Contractor in this Contract Independent Contractors Explosion, Collapse and Underground Hazards and Personal &Advertising Injury SPECIAL CONDITIONS SC-1 ATLANTIC BEACH CITY HALL ADDITION& ALTERATIONS 03038 Coverage shall be written on a Standard ISO Occurrence Form CGOOO 10 196 or its equivalent. 2. Automobile Liabili1y Insurance- Contractor shall maintain Automobile Liability Insurance including coverage for all owned, hired and non-owned vehicles. Limits of liability shall not be less than $1,000,000 Combined Single Limit Bodily Injury and Property Damage each accident. 3. Worker's Compensation A Contractor shall maintain Worker's Compensation Insurance (including coverage for Occupational Disease) as required by all applicable state laws and regulations. B If the Work involves exposure of injury to Contractor's employees under the U.S. Longshoremens' &Harbor Worker's Compensation Act, the Jones Act, or laws,regulations or statutes applicable to maritime employees, contractor shall maintain coverage for such injuries or claims. C Contractor shall maintain Employer's Liability Insurance of not less than: $100,000 Each Accident $500,000 Disease-Policy Limit $100,000 Disease-Each Employee 4. Umbrella/Excess Likility-Contractor shall maintain Umbrella Liability limits of $2,000,000 CSL Each Occurrence/Aggregrate in excess of 1, 2, 3 C above. 5. The City of Atlantic Beach,their officials, and employees shall be named as additional insureds on each of these policies, except for Worker's Compensation. Such insurance shall be primary with regard to any other coverage maintained by or for the Additional Insureds. 6. All coverage shall include a Waiver of Underwriter's Rights of Subrogation against the City of Atlantic Beach. 7. All insurers must be authorized by certificate of authority issued bu the Department of Insurance of the State of Florida and have a minimum current A. M. Best rating of A- or better. 8. Any insurance not specifically identified herein but required under the terms of the agreement between the Owner and Contractor. IN SPECIAL CONDITIONS SC-2 ATLANTIC BEACH CITY HALL ADDITION & ALTERATIONS 03038 9. Upon execution of the contract, and annually for the term of this agreement, Contractor 001, will provide a renewal certificate of insurance reflecting such policies and coverages as outlined above. Such certificate shall reflect that the underlying policies and coverages as outlined above. Such certificate shall reflect that the underlying policies have been endorsed to provide at least 30 days prior written notice to City of Atlantic Beach of the cancellation,non-renewal,reduction or material change of any such insurance coverage. All insurance shall be maintained in force until completion of the work, and shall include an endorsement requiring ten(10) days prior to written notice to the City of Atlantic Beach before any change or cancellation is made effective. Division of the Work- The entire scope of the project is to be awarded as a single prime contract and the successful bidder herein known as Contractor shall award any and all sub-contractors as required to complete the project. It will be the sole responsibility of the Contractor to coordinate all efforts of the sub-contractors and to assure the complete matchup to work so as to provide the complete scope without gaps. Any notes on drawings or reference in the specifications to materials and/or work to be provided by any particular sub-contractor is intended as a recommendation only and shall not supersede the Contractor's responsibility to complete the entire scope of the project. SCHEDULING: The Contractor shall coordinate his work schedule and shall be responsible for cooperation between the various trades and utilities involved to assure completion within the contract limits. The Contractor shall be responsible for the security of his tools, equipment and materials. PERMITS, CERTIFICATES, LAWS AND ORDINANCES: The Owner has submitted the documents to the City of Atlantic Beach for the General Building Permit. The Contractor shall, at his own expense,procure the General Building Permit and all other permits, certificates and licenses required of him by law for the execution of his work, including Subcontractor's permits. The Contractor shall comply with all laws, ordinances,rules and regulations including environmental, relating to the performance of the work. All costs relating to these items including but not limited to water and sewer tap fees,meter fees, tree clearing permits, etc., shall be the responsibility of the Contractor. TIME AND COMPLETION AND LIQUIDATED DAMAGES: The parties recognize that time is of the essence of this Contract and, after the Contractor receives Notice to Proceed from the Owner, the Work to be performed hereunder shall be commenced and shall be completed within the respective number of days indicated in the Bid Proposal. SPECIAL CONDITIONS SC-3 ATLANTIC BEACH CITY HALL ADDITION& ALTERATIONS 03038 It is agreed that the rate of progress herein required has been purposely made low enough to allow for the ordinary delays incident to construction work of this character. No extension of time will be made '"N for ordinary delays, inclement weather, and accidents, and the occurrence of such will not relieve the Contractor from the necessity of maintaining this rate of progress. If delays are caused by acts of God, acts of Government or State, strikes, extra work, or other contingencies clearly beyond the control or responsibility of the Contractor, the Contractor shall be entitled to equal additional time to perform and complete this Contract on his part. The Architect shall state this in writing to be just. The work shall be conducted in such a manner and with sufficient labor, materials, tools and equipment necessary to effect a diligent perusal of the work unto completion. Should the Contractor fail to carry out the work, then the Owner shall have the right to take charge of the work and provide labor, materials and equipment necessary to complete the work and charge the cost of all such work against the Contractor. The Contractor and/or his Surety shall be responsible. In addition, the Contractor agrees to reimburse the Owner for actual cost of additional construction observation services and expenses as provided by the Architect. EXTENSIONS FOR UNUSUALLY SEVERE WEATHER: Weather which hinders or prevents work is not a basis for a time extension unless it surpasses in A41" severity the weather reasonably to be expected in the locality at the particular time of year. If the Contractor files timely notice that he was delayed by weather sufficiently severe as to entitle him to additional time,he should furnish within 30 days thereafter a statement of the portions of the work affected, an explanation as to the reasons work was prevented or hindered by the weather if not readily apparent, the dates on which such portions of work were affected, the total number of days the job in its entirety was delayed, and any other information which would be of assistance to the Contracting Officer such as official weather bureau climatology data for ten year period, local weather bureau data, job daily records, etc. RELEASES: Neither final payment nor any remaining retained percentages shall become due until the Contractor provides all requirements in accordance with Article 9.10 of the General Conditions AIA Document A201 including but not limited to all Releases of Lien for payment of all debts and claims, and satisfaction by all Notices to Owner. NO DAMAGES FOR DELAY - CONTRACTORS: The Contractor shall not be entitled to any damages on account of hindrances or delays from any cause whatsoever,whether or not such hindrance or delay is caused solely by the negligence of the Owner or the Architect. Provided, however, if the hindrance or delay is caused by an act of God, by the willful or grossly negligent acts of the Owner, or by the Owner's active interference with the Work of the SPECIAL CONDITIONS SC-4 ATLANTIC BEACH CITY HALL ADDITION & ALTERATIONS 03038 Contractor, such hindrance or delay may entitle the contractor to an extension of time only which to complete the Work which shall be determined in the sole discretion of the Owner,provided that the Contractor shall give the Owner, written notice of such hindrance or delay within twenty(20) days after its occurrence. For purposes of this section, the term "damages" shall include but shall not be limited to: loss of profits; loss of use of real or personal property; home office and site office overhead expenses; equipment purchase or rental; cost overruns from any source or for any reason whatsoever; claims for delay attributable to breach of contract or tort and any other damages whatsoever. For purposes of this section, the term "delay" shall include but shall not be limited to problems associated with differing site conditions;problems associated with obtaining rights-of-way, easements and other interests in real property; problems in acquiring permits; a third party's failure to famish access to a site; untimely delivery of materials from any source whatsoever; environmental problems; untimely approval of plans or shop drawings; subsurface conditions; moratoria on excavation or construction; governmental action or regulation; asbestos removal and any other cause whatsoever whether or not caused solely by the negligence of the Owner or the Architect. CORRECTION OF DEFECTIVE WORK: The Contractor shall bear the costs of correcting all Work not in accordance with the Contract Documents including but not limited to unacceptable substitutions, defective or rejected Work. In addition, the Contractor agrees to pay for all additional testing and site visits and compensation for the Architect's services and expenses made necessary thereby. Correction of Work rejected by the Architect or Owner and further defined in Article 12.2. of AIA Document 201, 1997 edition is hereby expanded including but not limited to replacement, at no cost to the Owner, all labor and materials which may have loosened, delaminated or shown defect due to non-compliance with specified quality or workmanship for a minimum period of one year. REPRODUCTIONS: The Contractor shall receive one complete set of specifications including addenda and one(1)paper sepia updated drawings (Construction Issue) for his use, at no cost, prior to start of construction. The Contractor will bear the cost of additional sets or individual sheets. Proj ect Summary: The proj ect consist of a 1,470 sq.ft.addition and renovation of selected portion ofthe existing City Hall Building. Work includes,sitework,site utilities,concrete foundations,raised floor slabs,structural steel,pre-engineered roof trusses,wood framing, roofing,siding,windows,doors and hardware,interior finish,painting,carpet We,drywall,lay- in ceilings,mechanical HVAC and plumbing systems,electrical systems and telecommunication rough-in. 3. Special Requirements: a. Requirements for Sequence ofWork or Scheduling: Owner will occupy a portion ofthe existing building during the entire construction time period. All work is to be scheduled to minimize the overall impact to Owner's use of the facility. b. Owner-Funiished and Owner-Installed Items:Owner shall fin-nish and install all telephone and data connections and wirings. Contractor only to provide conduit feeds. c. Transmit each submittal sufficiently in advance ofperformance ofrelated construction activities to avoid delay. Coordinate each submittal with fabrication,purchasing,testing,delivery,other submittals,and related activities that require sequential activity. Coordinate transmittal ofdifferent types ofsubmittals for related elements ofthe Work so processing will not be delayed by the need to review submittals concurrently for coordination. The Architect reserves the right to withhold action on a submittal requiring coordination with other submittals until all related submittals are received. Processing: To avoid the need to delay installation as a result ofthe time required to process submittals, allow sufficient time for submittal review, including time for resubmittals. Allow three weeks for initial review. Allow additional time ifthe Architect must delay processing to permit coordination with subsequent submittals.The Architect will promptly advise the Contractor when a �ow submittal being processed must be delayed for coordination. Provide a continuous vertical line to identify the first working day of each week. Use the same breakdown ofunits of the Work as indicated in the "Schedule of Values." Submit coordination drawings for integration ofdifferent construction elements. Show sequences and relationships of separate components to avoid conflicts in use of space. PRODUCT DATA Collect Product Data into a single submittal for each element ofconstruction or system. Product Data includes printed information,such as manufacturer's installation instructions,catalog cuts,standard color charts, roughing-in diagrams and templates, standard wiring diagrams, and perfon-nance curves. Mark each copy to show applicable choices and options. Where printed Product Data includes information on several products that are not required,mark copies to indicate the applicable information. Reinstatement of Warranty: When Work covered by a warranty has failed and been corrected by replacement or rebuilding,reinstate the warranty by written endorsement. The reinstated warranty shall be equal to the original warranty with an equitable adjustment for depreciation. Replacement Cost: Upon determination that Work covered by a warranty has failed,replace or rebuild the Work to an acceptable condition complying with requirements of Contract Documents. Submittal of material and equipment proposed as a substitute for that specified in the contract documents shall be made in writing as part of the Contractors bid. Submittals shall include complete description of the proposed substitute, the name of the material or equipment for which it is to be substituted, drawings, cuts, performance, test data and evidence that the proposed manufacturer or his established representative maintains a qualified service organization including spare parts and is available for competent service on short notice. B. Each bidder by submitting his bid represents that the proposal of such substitution of article, device, product, material, fixture, form or type of construction by name, make, or catalog number of manufacturer, shall be incorporated into the project without claims against the Owner for additional cost. Acceptance of proposed substitutes shall be subject to the approval the Owner or his representative. 1.10 LAYOUT BASIS A. The layout is based upon the use of particular items of equipment, identified by manufacturer's make and model number. Dimensions, arrangements, and service connections required for these particular items have been considered in making the layout. The Contractor may use the equipment of any manufacturer whose name is approved for substitution on that item of equipment after he has ascertained in writing that the equipment will physically fit the space available including all required access to the equipment and that all required service connections will be made at no additional cost to the Owner. B. Should shop drawings disclose that the above-mentioned requirements cannot be met with the proposed substitute equipment, then the Architect may require that equipment as specified for "Layout Basis" be furnished. 1.11 SUBMITTALS A. Contractor Approval. All submittals shall bear a stamp or notation indicating that the Contractor has reviewed and approved the submittals. The general contractor shall note on submittals to the Architect or Engineer any deviations from the specifications, and any conflicts between the requirements of different trades for the installation of the equipment. Submittals without the general contractors dated, signed and approved stamp, will not be accepted. The general contractor's approval certifies to the Owner, Architect, and Engineer the following: 1. That the general contractor has thoroughly reviewed all submittals, and finds that the submittal meets the requirements of the specifications and drawings 2. That the contractor has coordinated the equipment installation requirements of all subcontractors involved in the complete and proper installation of the equipment submitted. 3. That the general contractor assumes responsibility for all material, equipment, and labor costs required to correct the installation of submitted equipment, which arises as a result of non-compliance with the specifications or drawings; or a lack of subcontractor coordination on the general contractors part. Contractor Responsibility: Equipment model numbers, series numbers, or other Aft� designations referenced on the drawings and specifications identify specific equipment, or approved equal to be furnished by the contractor. The characteristics of the manufacturer's equipment as designated, shall not take precedence over code requirements, or specified equipment characteristics related to performance, service, pressure and temperature ratings, electrical characteristics, materials, accessories, or other requirements of equipment noted in the specifications or drawings. Neither shall equipment as designated, take precedence over, or be applied contrary to the manufacturer's recommended application of such equipment. The contractor and his suppliers shall assure that submittals and equipment to be furnished meet the performance, service, pressure and temperature ratings, materials of construction, accessories, and other requirements specified in the documents, required by code, or required by the manufacturer's recommended application of such equipment. 1. Equipment specified by manufacturer designation. Where equipment characteristics are not specified on the drawings or specifications,then the specified manufacturer's equipment designation shall govern provided the equipment meets codes, the intended use, and provided the application of the specified equipment complies with the manufacturer's recommended application of such equipment. Where the above requirement cannot be met, or the application is in doubt, then the Architect-Engineer shall be advised prior to proceeding with submittal or installation of equipment. 2. Equipment specified by manufacturer designation, which is void or not valid. Where equipment characteristics are not specified on the drawings or specifications, and the specified manufacturer's equipment designation is void, not valid, or no longer available, then the manufacturer's current equivalent designation shall be submitted to the Engineer. The submitted equipment shall meet the code, intended service, function, manufacturer's recommendations, and purpose required by the system design. Where the above requirement cannot be met or the application is in doubt, then the Architect-Engineer shall be advised prior to proceeding with submittal or installation of equipment. 3. Equipment specified by characteristics. Where equipment characteristics are specified on the drawings or specifications, and the specified manufacturer's equipment cannot meet the specified equipment characteristics, then the contractor shall submit equipment .to the Engineer which meets the specified equipment characteristics. Where the application is in doubt the contractor shall contact the Architect-Engineer for resolution prior to submittals. 4. Contractors failure to comply. The contractor is responsible for all labor, materials, and costs required to correct equipment installations and related work, which results from the contractor's failure to comply with the preceding paragraphs under "Contractor Responsibility". Except as modified in the General Conditions, the Contractor shall warranty all systems, workmanship, materials and equipment for a period of one year from the date of acceptance by the Owner. The warranty shall cover the ftill cost of necessary materials, labor and equipment required to place any defective or malfunctioning system in proper operating condition. This shall also include costs associated with recharging of refrigerant systems. The warranty shall also include all work necessary for replacement of materials and installations found defective or unsatisfactory by reason of poor workmanship or non-compliance with the Specifications. B. Where extended Guarantees are called for herein, furnish three copies to be inserted in Operation and Maintenance Manuals. C. Compressors of air conditioning equipment shall be provided with a four year extended guaranty against defects in materials workmanship and product failure. Part 2. PRODUCTS 2.01 GENERAL A. All materials and equipment shall be new. Systems shall be provided complete, and each system as a whole, and in all its parts, shall function correctly up to the specified capacity. Should a system, or any part thereof fail to meet performance requirements; necessary replacements, alterations or repairs, as required by the Architect-Engineer, shall be made to bring performance up to specified requirements and all building construction and finishes damaged or marred by such replacements, alterations or repairs shall be restored to prior condition, at no additional cost to the Owner. B. Where multiple items of equipment or materials are required they shall be the product of a single manufacturer. C. Piping assemblies of equipment shown on the drawings are diagrammatic. All piping and appurtenances required for the proper operation of all equipment shall be provided. Each major component of equipment shall have the manufacturer's name, address and catalog number on a plate securely affixed in a conspicuous place. Nameplates shall not be painted or covered over in any way. The nameplate of a distributing agent will not be accepted. Part 3. EXECUTION 3.01 INSTALLATION AND WORKMANSHIP A. The work shall be performed by qualified mechanics and all materials, apparatus and equipment shall be installed in neat, workmanlike manner. Any material, apparatus or equipment which, in the opinion of the Architect-Engineer, is improperly installed shall be removed and re-installed in an approved manner at no additional cost to the Owner. B. The work shall be coordinated with the work of other trades. Where the work is dependent upon work of other trades or work already in place, such other work and work in place shall be 'examined and shall be in proper condition and state of completion before continuing the installation. C. The installation of the systems shall, in general, be in accordance with the drawings with regards to location of equipment, ducts, pipes, and the like. Piping and ductwork indicated shall be followed as accurately as actual construction will permit and any deviations therefrom shall be called to the attention of the Architect-Engineer. Where necessary, as determined by the Architect-Engineer, the Contractor shall furnish drawings showing proposed changes. 3.02 PROTECTION OF WORK DURING CONSTRUCTION A. Protective covers, skids, plugs, caps, and coatings shall be provided to protect equipment and materials from damage during construction. B. For outdoor storage, protective covers of sheet plastic shall be provided. Equipment and material shall be set on skids or platforrns of sufficient height to avoid deterioration from spattering and ground water. C. Air conditioning unit coils shall be protected against damage by installing temporary closure panels over inlet openings. Panels shall be either 1/4" plywood or sheet metal, at least #24 gauge. Open ends of ductwork shall be closed when work is stopped with temporary closures of sheet plastic taped in place on horizontal ducts and sheet metal caps with drip overhangs for ducts opening upward. Provide motors and equipment conforming to characteristics shown on electrical drawings. The general contractor, mechanical, plumbing, and electrical contractors shall coordinate electrical requirements for all powered equipment prior to submittal, purchase, and installation. All discrepancies shall be reported to the Architect for resolution prior to submittals for powered equipment, for the Architect's or Engineer's review. The general contractor shall be responsible for all costs required to correct discrepancies due to a lack of contractor coordination. B. All piping shall be installed so as to preserve access to all valves, air vents, and other equipment and to provide the maximum headroom possible. 4. Copper pipe shall be well reamed after cutting. 6. Piping underground shall be firmly bedded on solid ground on the body of the pipe. 7. Piping buried underground outside the building shall have not less than 24" depth of cover over the top of the pipe, except as otherwise specified or indicated on the drawings. 8. Copper tubing shall be insulated from all other metals to prevent electrolytic action. 9. Copper pipe and fittings installed in masonry walls or buried underground shall be wrapped in polyethylene jacketing. B. Domestic Hot and Cold Water Piping: I. All piping shall be arranged for expansion and contraction and for the proper venting of air and for drainage of all parts of the system. 2. Underground water piping shall not be installed in the same trench with the sanitary sewer. C. Unions: 1. Unions shall be provided where necessary to permit disconnecting pipe from valves and apparatus. D. Pipe Joints: I. For flared joints, the end of the tubing shall be uniform and free from cracks or flaws and shall be fully flared with proper flaring tool at an approximate angle of 45 degrees. 2. All changes in direction and intersections of lines shall be made with fittings. 3. Cleaner shall be Methyl Ethyl Ketone, or Oates Purple Primer by Oates, or approved equal. Follow pipe manufacturer's instructions. 3.03 TESTING PIPING SYSTEMS A. Procedure: 1. The new piping systems shall be tested in the presence of the Architect or his representative and the new piping shall be shown to be tight to the satisfaction of the Architect before final approval is given. The final test shall be made while pipe is exposed to view where possible. 2. Test pressure shall be held overnight or for a minimum of 8 hours. B. Tests: 1. Soldered piping, which is not tight under test shall be taken apart and reassembled. 2. Test domestic water supply piping, before fixtures or faucets are connected, by capping or plugging the openings, connecting a testing pump, filling the system with water and applying a hydrostatic pressure test. 3. Test all water piping, under a hydrostatic pressure of 50% in excess of the maximum working pressure that the section of piping will be required to carry, but not less than 100 psi. Test pressure shall be held for a minimum of 8-hours and shown to be tight before the covering is applied. 4. Leaks in soldered joints shall be corrected by sweating out the joint, thoroughly cleaning both the pipe and fitting, and re-soldering the joint. 3.04 CLEANING PIPING SYSTEMS A. Procedure: 1. All valves shall be manually opened wide while the system is being cleaned. 2. Water piping systems shall be flushed out until water runs clear. B. Sterilization: 1. General: After pressure tests have been made, the entire domestic water distribution system shall be thoroughly flushed with water until all entrained dirt and mud have been removed. The system shall then be sterilized by chlorinating material in a manner recommended by the pipe manufacturer and in accordance with local code requirements. Recommendations of the pipe manufacturer and requirements of the local code shall take precedence over the following suggested procedure. 2. The entire system shall be sterilized in accordance with either requirements of the local code, State Code requirements, and requirements of the Department of Health. Where such requirements are not specified, then sterilize the system in accordance with the requirements in the following paragraph. After pressure tests have been made, the entire domestic water distribution system shall be thoroughly flushed with water until all entrained dirt and mud have been removed. The system shall then be sterilized by chlorinating material. The chlorinating material shall provide a dosage of not less than 50 parts per million and shall be introduced into the system in an approved manner. The treated water shall be retained in the pipe long enough to destroy all non-spore-forming bacteria. Except where a shorter period is approved, the retention time shall be at least 24 hours and shall produce not less than 10 ppm of chlorine at the extreme end of the system at the end of the retention period. All valves in the system being sterilized shall be opened and closed several times during the contact period. The system shall then be flushed with clean water until the residual chlorine is reduced to less than 1.0 ppm. During the flushing period, all valves and faucets shall be opened and closed several times. 4. At least twenty-five percent of the system outlets shall be bacteriologically tested. 5. Provide offsets, elbows, and transformations to coordinate with other work whether or not shown on drawings. Changes in shape or dimension shall be made with a maximum slope of I to 7. 3. Rectangular ducts over 12" in either dimension, except those to be insulated with rigid board, shall have all sides cross broken or machine formed transverse beads spaced not over 12" on center. 4. Duct sections and fittings shall be joined with sleeve couplings similar to SMACNA figure 3-2. 4. All transitions shall be made with a maximum slope of I in 7. 5. Elbows shall be full radius or five piece mitered elbows providing a centerline radius equal to the 1.5 times the diameter of the duct section. 6. Ductwork may be shop fabricated after approval of fabrication submittals. In lieu of a shop-fabricated system the Contractor may furnish a factory fabricated system equal to spiral lock seam single ductwork as manufactured by the United McGill Corporation, or approved equal. 7. Paint exposed supply and return ductwork and supports with two coats of enamel in accordance with the requirements of Division 9. The color shall be selected by the Architect. Flexible ducting shall be fabricated from dead soft aluminum sheet, spiral wound into a tube, and corrugated to provide strength and flexibility. 2. The construction shall be a triple mechanical lock and form a continuous air tight joint. Adhesives shall not be used in the manufacturing process. 3. Ductwork shall be capable of field cutting and forming to suit job conditions, all in accordance with the manufacturer's recommendations. The duct system shall allow bending and field shaping of 90 degree turns with a centerline radius of one diameter. 4. Ductwork shall be suitable for service to 12 inches water gauge pressure. Ductwork located exterior to the building and utilized for conditioned supply air, return air, recovery exhaust air, or recovery intake air shall be double wall construction with 1.5 inch, 3 pcf rigid fiberglass insulation sandwiched between the metal surfaces. The outer metal duct wall shall be aluminum construction and the inner metal duct shall be galvanized steel construction. B. Ductwork located exterior to the building and utilized for exhaust or intake air not associated with energy recovery equipment shall be single wall aluminum construction. 2.05 DUCTWORK LINING A. Ductwork shall be lined with acoustical material to the extent indicated on the drawings. Line all transfer ductwork as indicated on the details. B. Lining shall be V fiberglass duct liner equal to Mansville Linacoustic. Apply stickpins 18-inches on centers using adhesive. Then apply liner over 50% coverage of adhesive with stickpins. Seal all comers and butt joints, and complete all work in accordance with the manufacturer's instructions. All lining, adhesive, and other materials shall meet the requirements of NFPA 90A. 2.06 FLEXIBLE CONNECTIONS A. Provide impregnated flame retardant fabric meeting NFPA 90A smoke and fire generation requirements. The flexible fabric shall provide no less than 2" long duct separation at the inlet and outlet of fans and air conditioning units. Provide Duro Dyne Specification Form DDFDC-1096, flexible duct connectors or approved equal with 24 gauge galvanized steel ductwork ends connected to flexible fabric with a rolled grip lock connection. Provide Class I factory insulated flexible duct meeting UL 181 between supply ductwork and air diffuser or terminal units, full size of the air device neck or terminal unit inlet or outlet. Flexible ductwork to diffusers shall be rated for a minimum of 4" w.g. positive pressure and I" w.g. negative pressure. B. Inner sleeve shall be corrugated aluminum duct or fiberglass or double laminated film 40* covered spring steel. Insulation shall be fiberglass with vapor barrier jacket. Ductwork shall have a flame spread rating not over 25 and a smoke developed rating not over 50. 1 Provide 1-inch thick fiberglass insulation, R=4 while located within the building insulated envelope. 2. Provide 1 1/2" inch thick fiberglass insulation, R=6 where located outside the building insulated envelope. C. Connections shall be made using Quick-Cinch clamps, except for corrugated aluminuin duct use sheet metal screws and joint adhesive. D. Ductwork shall be Flexmaster,Atco, Genflex, Thermaflex or Wiremold. �2.09 FLEXIBLE DUCT CONNECTORS (SPIN-IN FITTINGS) A. Provide flexible duct connectors of the spin-in collar type shall have mounting groove die-formed to assure constant fit control. Range hood exhaust ductwork hangers shall be rods secured to the structure and attached to either angles under the duct or clips welded to the duct. 2.12 FIRE DAMPERS (Where indicated on the Drawings) A. Dampers shall be factory built curtain type conforming to requirements of NFPA 90A with UL label for 1-1/2 hour rating or 2 V2 hour rating as required unless otherwise specified. Coordinate requirements with the architectural drawings. B. Dampers in horizontal airflow and dampers in vertical airflow shall be spring actuated with stainless steel constant tension springs. C. Provide sleeves and retaining angles. D. All fire dampers in ductwork shall have blade stack and damper frame out of the air stream unless otherwise noted. E. Fusible link temperature rating shall be 160 degrees F in supply ducts and 135 degrees F in return ducts. Fusible links in other locations shall be rated approximately 50 degrees above maximum temperature normally encountered with system in operation or shut down. 2.13 MULTI-BLADE DAMPERS A. Blades shall be 16 gauge galvanized steel, mounted in steel frames by steel trunnions riding in self-lubricating bronze bushings, interconnected to operate as a unit with opposed blade action. Blade width shall not exceed 12". Individual blade length shall not exceed 48". Where damper is mounted inside ductwork, extend one trunnion to permit operation of the damper from outside of the duct. Rods shall be slotted to indicate damper position. After completion of the entire system piping, and before any pipe is covered, and when applicable before any water is turned on to the condenser, the entire refrigerant circuit shall be thoroughly tested to assure that it is absolutely tight. Lowside test shall be conducted at 150 psi; highside at 300 psi; using dry nitrogen. The system shall be allowed to stand at these pressures for 24 hours and, changes in ambient temperature considered, shall not show any change in gage reading. After completion of leak testing, the system shall be evacuated with a vacuum pump capable of pulling a vacuum of at least 1 mm Hg. absolute. Finish for exterior piping insulation shall be two coats of the manufacturers outdoor UV vinyl laytex finish. 3.05 DUCTWORK INSULATION A. Insulate all unlined sheet metal supply, return, general exhaust, outside air ductwork, diffuser backs and necks, and all duct silencers with flexible 1.5 lb. density, fiberglass insulation having a maximum "K" value of .24 Btuh-in/Hour-SF-F at 75 degrees F mean temperature, with foil-scrim Kraft facing. 1. Edges and joints shall be butted and vapor sealed with glass fabric and white mastic. Tapes are prohibited and will not be accepted. 2. Where insulated pipes pass through sleeves the insulation inside the sleeve shall be covered with a#20 BS gauge aluminum protector held in place with aluminum screws. The protectors shall pass through the sleeves. 3.07 INSULATION INSERTS AND HANGER SHIELDS A. At supports of insulated pipes where the pipe and insulation bears on the pipe hanger, provide rigid non-commbustible, non-compressible thermal insulation inserts 18 inches long, of equal thickness, and of equal or better thermal conductivity as compared to the piping system insulation. Insulation inserts shall be of sufficient compressive strength to maintain insulation thickness at support points. Equal thickness of Pittsburgh Coming Foamglass, or other pre-manufactured inserts will be acceptable. Finish for the insulation insert shall be equal to that provided for the insulation system. Also, provide a galvanized steel insulation jacket protection shield, 18-inches long of hemispherical shape. ELECTRICAL GENERAL REQUIREMENTS 16010- 1 ATLANTIC BEACH CITY HALL ADDITION& ALTERATIONS 03038 B. This Contractor shall secure and pay for all permits, fees, inspections and licenses required (see Article 10 of the General Conditions). Upon completion ofj ob,he shall present to the Architect/Engineer a certificate of inspection and approval from inspection authorities. 1.05 UTILITY COORDINATION A. This Contractor shall verify with the serving electric, telephone and cable TV utilities all respective utility requirements for the provision of service for this project. Should utility requirements vary greatly from those shown on the drawings, the contractor shall notify the Architect/Engineer of those requirements prior to bid. Additional costs associated with utility services shall not be grounds for change order without pre-bid notification or bid clarification. 1.06 TEST AND GUARANTEE A. Upon completion of work, contractor shall demonstrate installation and make such test as may be required to satisfy the Architect/Engineer and Owner that work is installed in accordance with drawings, specifications and instructions. B. Contractor shall guarantee the work done in accordance with drawings and specifications, and to be free of imperfect materials and defective workmanship. Anything unsatisfactory shall be corrected immediately and at contractor's ex- pense. C. For a period of one year after acceptance, contractor shall replace,without any expense to the Owner, any imperfect materials or defective workmanship. PART2 -PRODUCTS 2.01 GENERAL A. All materials shall be new,with required Underwriter's Laboratories label, and manufacturer's label or nameplate giving complete electrical data. B. Where a manufacturer's catalog number is used, all parts shall be furnished to make it complete and fit the construction intended. ELECTRICAL GENERAL REQUIREMENTS 16010-2 ATLANTIC BEACH CITY HALL ADDITION & ALTERATIONS 03038 2.02 SUBMITTALS, ETC. A. Within twenty days after award of contract, contractor shall submit to Architect/Engineer a complete list in triplicate of ALL materials he proposes to use. List shall show a single manufacturer for each item. List shall include not only major materials and equipment,but also such items as conduit fittings, bushings, ground clamps, anchors, outlet boxes, gutters, terminal cabinets, splice connections, fuses, etc. B. Required excavation for installation of all electrical work shall be provided by the Electrical Contractor. 3.02 CUTTING, PATCHING, ETC. A. Contractor shall place his own sleeves and advise other trades of required chases and openings so they can be properly built-in. Where any raceways, supports, etc. installed under this contract pierce the roof, suitable pitch pockets shall be provided and coordinated with the roofing contractor as necessary to maintain roof warranty and to be acceptable to the Architect. Provide suitable fittings where any raceways or equipment cross expansion joint. Expansion fittings shall be complete with grounding type bond fittings. B. Permitted cutting or patching necessary to the electrical installation shall be done by this contractor. Structural members shall not be cut except by written permission of Architect/Engineer. Labels shall be of engraved plastic laminate,not less than 1/16" thick,with black letters on white field. C. Engraving shall be of professional quality,with block style letters,minimum 1/4" high. D. Nameplates shall be attached with 2 cadmium plated screws. Nameplates shall under no conditions be attached with epoxy glue or double stick tape. F. Insulation on conductors #8 AWG and smaller shall be suitably colored in manufacturing. F. Insulation on service and feeder conductors shall be 600 volt type THW, or THWN, unless code requires a different type. G. Branch circuit conductors shall be minimum#12 AWG, with 600 volt type THVV'N insulation, unless code requires a different type. H. Conductors in any location subject to abnormal temperature shall be furnished with an insulation type suitable for temperature encountered. 1. Wires within panelboards,terminal cabinets, and similar equipment shall be neatly squared and"bunched" together and held so with plastic ties at several places. H. Where aluminum feeders are used, conductors shall be terminated with crimp compression type connectors. 3.02 COLOR CODING A. All wiring shall be color coded. B. On 120/208v, 3 phase, 4 wire power systems, conductors shall be color coded to match existing: field verify-black(Phase A), red(Phase B),blue(Phase Q, and white(Neutral) C. Panelboards shall be manufactured by Square D or approved equivalents by Siemens, General Electric or Cutler-Hammer. B. Panelboard types indicated on the drawings are those of Square D, and the standard construction features of those types shall be considered as minimum requirements,with additional requirements as specified herein. 2.02 CONSTRUCTION FEATURES A. Types, sizes, capacities, and characteristics shall be as shown on riser diagrams or in schedules on the drawings. B. Equipment shall be built on NEMA Standards where such standards exist. C. Housing shall be constructed of galvanized sheet steel and shall be securely fabricated with screws,bolts, rivets, or by welding. Housings for panelboards shall be a minimum 20" wide and 5-3/4" deep, unless noted otherwise. Top or bottom gutter space shall be increased 6" where feeder loops through panel. Housing dimensions shall not exceed those of specified panelboards without written approval of Engineer. D. Covers shall be constructed of high grade flat sheet steel with: I. Door flush with face and closed against a full inside trim stop. Hinges shall be inside type. 2. A flush latch and tumbler type lock, so panel door may be held closed without being locked. All such locks on same job shall be keyed alike. Furnish two keys with each lock. 3. Four or more cover fasteners of a type which will permit mounting plumb on box. Cover shall also have inside support studs to rest on lower edge of can while being fastened. For flush mounted panelboards, cover fastener hardware shall be concealed behind the hinged door. PANELBOARDS 16134- 1 ATLANTIC BEACH CITY HALL ADDITION& ALTERATIONS 03038 E. A means of readily adjusting projection of panel interior assembly with all connections in place shall be provided. Full and proper support shall be provided for all items of electrical equipment, raceway, etc. Verify all support to be in accordance with local authority requirements. PART2 - PRODUCTS 2.01 MATERIALS A. Materials used shall be good quality,made of steel or of other non-corroding material. B. Inserts in masonry shall be lead,plastic, or fiber type, installed in drilled holes. Lead only shall be used for exterior locations or for interior locations subject to moisture. PART 3 -EXECUTION 3.01 INSTALLATION A. All equipment and flat raceways attached to outside walls or interior walls subject to permanent moisture shall be shimmed out with non-corrodible material so as to provide 1/4" air space between wall and equipment or raceway. B. All materials, whether exposed or concealed, shall be firmly and adequately held in place. Fastening and support shall afford safety factor of three or higher. C. All fixtures, raceways, equipment shall be supported from the structure. Nothing may be supported on suspended ceilings or ceiling hangar wires unless definitely noted so on the Drawings or specifically permitted by the Architect/Engineer. D. Fixtures shall be supported with(minimum) 10 gauge steel wire, (independent of ceiling support wires) or with threaded steel rods, adjusted as necessary to level fixture. For fluorescent troffer fixtures, use minimum of two supports for each opposite comer. Use one support for downlights and exit signs. See architectural ceiling plans for rated ceiling system fixture support requirements. E. Where installed recessed in grid type ceilings, attach each fluorescent fixture to grid with minimum of two "earthquake clips" or other approved method. Grounding and bonding of the electrical system shall be provided in accordance with requirements of the National Electrical Code, and the requirements of these specifications and the drawings. B. Contractor shall note that not all required grounding conductors are specifically noted on the drawings or in the schedules or specifications. C. All feeders and branch circuits shall be provided with grounding conductors separate from the conduit system. PART 2 - PRODUCTS 2.01 GROUNDING CLAMPS, BUSHINGS, ETC. A. Materials shall be as manufactured by T &B or approved equivalent. B. Clamps for attachment of grounding conductors to water pipes, etc. shall be of bronze or brass, with conduit hub with insulated bonding bushings and compression type lugs. 2.02 GROUNDING CONDUCTORS A. Grounding conductors shall be sized in accordance with the requirements of the NEC, or as noted on the drawings or specified herein. B. Grounding conductors shall be of copper. Insulation as required by NBC or as noted or specified. PART 3 - EXECUTION 3.01 GENERAL INSTALLATION A. All systems and equipment shall be grounded in accordance with NEC Article 250. B. All grounding conductors shall be contained within raceway, unless specifically noted otherwise. GROUNDING AND BONDING 16450- 1 ATLANTIC BEACH CITY HALL ADDITION&ALTERATIONS 03038 3.02 EQMPMENT GROUNDING, ETC. A. Ground all fixed and portable appliances and equipment connected under this contract with a green grounding conductor, or metal conduit. The ground wire shall be carried inside the raceway or flex from equipment to ground bus in the panel. Connect at both ends with suitable lugs. B. Each grounding type receptacle shall have a green ground wire from its grounding terminal to the ground bus in the panel, or to the nearest grounding portion of the raceway system. Ground wire shall be sized by NEC with #12 AWG minimum. C. Any feeder raceway anywhere in the system which enters a box or cabinet through part of a concentric knockout shall be fitted with a bonding bushing and jumper. The jumper shall be sized by NEC Table 250-122 and be lugged to the box. Contractor shall furnish and install completely the lighting fixtures indicated on the Drawings and as herein specified. B. All fixtures shall be equipped with lamps. C. A lighting fixture shall be provided for every lighting outlet indicated. Any omission shall be brought to the attention of the Architect/Engineer before submitting proposal; otherwise, a unit selected by the Architect/Engineer shall be furnished and installed at no additional charge. PART2 -PRODUCTS 2.01 FIXTURES AND BALLASTS A. Fixture types and manufacturers shall be as indicated on the Drawings. B. Catalog numbers shown on the Drawings are for general identification of fixtures only. All related parts, such as plaster rings,junction boxes, louvers, shields, mounting stems, canopies, connectors, straps,nipples, etc., required to fit them properly to the construction, shall be furnished and installed. C. Unless noted otherwise, all fluorescent fixtures shall be provided with high power factor,UL approved,ETL approved, and CBM made Class "P" ballast individually fused. Ballasts serving nominal 4 foot fluorescent lamps shall be of electronic type"Rel" Series by Advance or equivalent by G.E., Motorda or Sylvania. Ballasts for fluorescent fixtures in non-heated areas shall be rated for use at 0 degrees F. D. Sound ratings shall be Class A, except for ballast sizes which are not available with A ratings, as standard products from any manufacturer. Ballasts which are not available with A ratings shall have the quietest ratings available and shall be brought to the attention of the Architect/Engineer prior to purchasing. E. Ballasts shall be serviceable while the fixture is in its normally installed position, and shall not be mounted to removable reflectors or wireway covers. F. To facilitate multi-level lamp switching, lamps within fixture shall be wired with the outermost lamp at both sides of the fixture on the same ballast, the next inward pair on another ballast and so on to the innermost lamp (or pair of lamps). LIGHTING FIXTURES. 16500- 1 ATLANTIC BEACH CITY HALL ADDITION & ALTERATIONS 03038 Within a given room, each switch shall uniformly control the same corresponding lamp (or lamp pairs) in all fixture units that are being controlled. G. Provide all lighting fixtures with a specific means for grounding their metallic wireways and housings to an equipment grounding conductor. H. Recessed incandescent fixtures shall be thermally protected in compliance with NEC section 410-65. 2.02 LENSES A. Shall be 100 percent virgin acrylic prismatic or injection molded as noted in light fixture schedule on the drawings. B. Flat lens panels shall have no less than 1/8-inch thickness. 2.03 LOUVERS A. Louvers shall have nominal 3"depth and be provided with low-irridescent finish. B. Louver patten shall be symmetrical in layout with all equal size cavities. C. False ballast covers shall be provided as necessary to provide distinct, even illumination though given cell rows when fixtures are provided with inboard- outboard switching of lamps. 2.03 LAMPS A. All fluorescent lamps shall be of the energy savings type(T-8 or compact), color as noted in light fixture schedule on the drawings. B. All incandescent lamps shall be 130 volt type and of the energy savings type not- ed. PART 3 - EXECUTION 3.01 COORDINATION A. Contractor shall verify ceiling or wall type in or on which each fixture is to be mounted, and shall ftu-nish unit with appropriate trim type, mounting hardware, feed through junction boxes, etc., to fit the construction and maintain proper access to system wiring. LIGHTING FIXTURES 16500- 2 ATLANTIC BEACH CITY HALL ADDITION &ALTERATIONS 03038 3.02 INSTALLATION A. Installation shall be in accordance with the NEC, and as shown on the drawings. B. Align, mount and level the lighting fixtures uniforrnly. C. Avoid interference with and provide clearance for equipment. Where the indicated locations for the lighting fixtures conflict with the locations for equipment, change the locations for the lighting fixtures by the minimum distances necessary as approved by the Architect/Engineer. D. Lighting Fixture Supports: 1. Shall provide support for all fixtures. Supports may be anchored to channels of the ceiling construction, to the structural slab or to structural members within a partition, or above a suspended ceiling. See also Section 16190 of this specification. 2. Shall maintain the fixture positions after cleaning and relamping. 3. Shall support the lighting fixtures without causing the ceiling or partition to deflect. E. Where fixtures are connected to the rigid raceway system by flexible conduit, a green grounding conductor shall be run within the flexible conduit. This ground- ing jumper shall be connected to the fixture and to the raceway system using screws,bolts, or clips, equivalent to Steel City "G" clip. Contractor shall furnish and install a system of raceways as indicated on the draw- ings and as herein specified. PART2 -PRODUCTS 2.01 MATERIALS A. Raceways, boxes, etc. shall be in compliance with the relevant sections of these specifications. B. Wall outlet shall consist of a standard 2" x 4" x 2-1/2" outlet box, with single device ring. Trim plate shall be standard "telephone" type, to match wiring device trim plates. C. Provide 1" electrical metallic tubing from outlet boxes to above accessible ceiling. Provide insulating nylon bushings on all ends of all conduit stubs. D. Special outlets, floor outlets, etc. shall be noted on the drawings. PART 3 - EXECUTION 3.01 INSTALLATION A. Install pull boxes as necessary in all conduits to limit runs to two (2) 90 degree bends (or equivalent) and to 100 feet in length. B. Leave all spare raceways with 200 lb. test nylon pull cord. C.
