It is a shelter and seating area to be located in the median, between the tennis courts as shown in the dia- grams attached. I believe that this is a much needed improve- ment that would benefit many local citizens who use this area for regular recreation and exercise. The present small structure does not provide shelter from the sun or rain and has no roof .drainage or adequate seating. The project will be completed, after your approval, by local carpenters who will be donating their labor. . It is hoped that the city will finance the materials (see enclosed list) or that some or all of the materials may be donated by local retailers. S • August 10 , 1989 Eagle project description By Eagle candidates Richard Tompkins My Eagle project involves the improvement of a public recreation facility in Atlantic Beach Florida. Russell park is a facility owned by the city that contains ball diamonds, raquetball courts, and tennis courts. I discovered the need for a shelter and seating structure in the median grassy area between the tennis courts. This will improve this public area and make it more useable, more attractive, and will provide protection from the elements for spectators and those waiting to use the courts. I secured help in designing the structure (see drawings) from local carpenters, and arranged for the materials list and pricing list to be submitted to the city for approval. The project is therefott submitted for approval on 8-14-89 Notes Ideally, it could be arranged to pour a slab of con- crete under the structure and bench, this would add strength and make maintenance easier over the years. By acceptance below, city agrees to either procure mater- ials or provide funds as indicated on attached drawings to complete the detailed project.City agrees to accept the structure and bench after completion and to use and maintain said equipment under their regular maintenance as they see fit to keep it in a serviceable condition for its useful life. City agrees that appropriate signage will be posted, stating that benches are for seating only. The City Manager said Fleet Landing would be installing an 8-inch force main and he felt it would be cost effective for the City to work with Fleet Landing toward having a 14-inch force main installed, with the City paying the difference in cost. The City Manager was asked to work out an estimate of the difference in cost of the two force mains. * * * * * * * * Parks and Recreation Director Blanchard inquired into the wishes of the Commission on a request she had received from a scout who wished to build a covered park bench in the area of the tennis courts. After discussion of the matter, Commissioner Jensen moved to authorize the construction of the bench on condition the city maintained control over construction, the project was completed in a timely manner and it involved no liability or expense to the city. The motion was seconded by Commissioner Edwards and was unanimously approved. * * * * * * * * * * * * * Commissioner Cook said he had been contacted by a resident of the Chateau in regard to the French drains on the beach. The water had washed the sand away again and the drains would require further maintenance. * * * * * * * * * * * * * Mayor Gulliford instructed Mr. Kredell, who had arrived during the course of the meeting, to contact the City Manager in the morning relative to the stop-work order which had been placed on his construction site. He said the City Attorney had reviewed the matter and had indicated the stop-work order could be removed.
