Explain Your Complaint Fully-
Atlantic Coast Plumbing did the original plumbing of my home, which is two story. The house was
built in 1984. It has two upstairs bathrooms, a master and a guest. The master bathroom toilet and
tub have both leaked, damaging the downstairs floor. I fixed all that myself. Now, the guest
bathroom toilet has leaked, causing damage to the kitchen ceiling and wall. The reason the leak took
so long is the guest bathroom was hardly ever used, until the past year. We had a University of North
Florida student, Miss Akiko Yokoyama, from Japan, stay with us from May 3, 2002 until December
29, 2002. She used the guest bathroom regularly. On May 10, 2003 my wife noticed water damage
in the kitchen. I found the toilet was leaking water from underneath. I removed the toilet today - May
13, 2003. 1 found one of the toilet bolts had broken the toilet flange. The reason is, the toilet flange
was not screwed to the sub-floor. The four screw holes were empty. I called the Chief of the Building
Department of the City of Atlantic Beach, Mr. Don Ford 904-247-5826, he said that was an illegal
code violation. He searched the City records and found that Atlantic Coast Plumbing had done the
work. I called Mr. Nick Parrish, President of Atlantic Coast Plumbing and he told me Mr. Ford didn't
know what he was talking about, and; quote "You can do what you want". He refused to make any
repairs or restitution.

dig a 3-inch-deep hole at the corner big enough to place a solid,concrete,
half-block underneath the corner of the frame,leaving about 3 inches of
frame exposed. Set your level on the frame and adjust the height of the
frame by propping it up with whatever is handy. Dig a shallow hole at the
opposite corner from the first one and stack concrete blocks up until the
frame is nearly level (see Figure 3.7). Use slate shims (which can be easily
split) to bring the frame up to final level. Do the same for the other two
corners, and you are ready for the floor joists (see Figure 3.8).
FLOOR FRAMING
Cut the four 2x6 pressure-treated CCA floor joists to fit inside the
width of the frame, and nail them to the�frame at 24-inch intervals,on
center, flush with the top using 10d common nails.
For a really solid floor,hammer five 18-inch-long 2x2 pressure-
treated posts, one at the center of each joist. Pound the posts 12 inches
into the ground and nail each post to the adjacent joist.Then cut off the
excess posts above the joists. Do this at the mid-span of each 10-foot
side-frame as well (see Figure 3.9).
Lay two sheets of3/4-inch,4x8 CDX plywood on top of the frame and
nail them down using 8d(21/2-inch) nails,nailing one about every 8 inches
along each joist.Cut the third piece of3/4-inch plywood in half,lengthwise,
and nail one of the halves to the floor frame to complete the platform(see

strength by jumping on it.If you don't feel a"buzz"in your feet,it is solid.
WALL FRAMING
This level platform on which to work will make it easier to frame
the wall. Starting with the 10-foot wall, temporarily nail two scraps of
2x4 onto the outside edge of the platform frame, to act as a brace. Lay
a 10-foot 2x4"on edge" on the platform, against the brace. This will be
the "sole" or bottom plate. Cut six 2x4 studs and position the interior
studs at 24-inch centers apart. Lay a 10-foot 2x4 top plate along the
top of the studs. Nail the top plate to the top of the studs and the bot-
tom plate to the bottom of the studs. Prop the wall up, temporarily in
place, and follow the same procedure for the remaining three walls (see
Figure 3.11, 3.12).
By referring to the floor plan (see Figure 3.4) for dimensions,note
that the wall with the door and the wall with the window have different
positions for the studs. Don't worry that the door opening has a 2,X 4
plate along the bottom. Budd it just like the other walls,with a continu-
ous bottom plate, cutting the plate out with a handsaw later. Also,note
that the two end walls are set in 31/2 inches in order to allow for the
thickness of the adjoining walls.
An easy way to make sure that the framing stays square, is to tem-
porarily nail panels of 1/2-inch plywood to the outside frame. Once the

using 3105-1-126 aluminum plate, I have attached a letter from Mr Douglas Gibbs
from Commonwealth Aluminum, the aluminum manufacturer, as well as a copy of
a page from the 1998 ASM Handbook, Volume 2, which lists this alloy of
aluminum as being under the ASTM-8209 specification.
