I request that my comments be put in the minutes verbatim. 2. I vehemently oppose #6A, which is the appalling call by Mayor Borno for a resolution by the commission to basically censure Commissioner Woods for speaking up, and speaking out, questioning and/or opposing some of the Commissioners/the City Manager, and the City Attorney. I have been appalled since the sewage pipes through the wetlands via the deal with the developer situation began to be a bone of contention with MANY MANY of us AB residents, at the treatment and outright disdain many of you have shown not only those of us who are very concerned about it, and who speak up,but in particular the treatment you have publicly show Commissioner Woods. Any of you who are elected officials remember that CW is also elected, and will be elected again. CW is a very well liked,popular, intelligent, hardworking COM who has consistently and repeatedly stood up for what she believes is her fiduciary duty, and that is the concerns of the citizens of AB. MANY MANY of us have experienced that CW has listened to our concerns and responded with intelligence and diligence. WE NEED CW because by and large she is often the only COM who doesn't roll eyes, sigh loudly, and then ignore our concerns. We want her to speak up. We want her to ask the unasked questions. We don't want her "shut up" by petty censures and public flogging. That you on this panel think it's a prudent and GOOD use of your time,to try and GAG CW and slap her hand for disagreeing with you, or for asking you to abide by the sunshine laws, or for any reason at all,by a resolution, is really contra to what I think your duty to all of us is. Shame on you, any of you who VOTE for this resolution. 3. #8A—there is an amendment or modification of the original agreement up for a vote tonight. It is a smoke screen. It's like asking us Do you want Apple pie or Cherry Pie—when you know full well we want PUMPKIN Pie. i a We don't want the modification. We don't want the original terribly flawed agreement. I ask you all FOR THE SAKE OF WHAT ARE YOU THIS UNPOPULAR,potentially FISCALLY DISASTEROUS,potentially environmentally disastrous "DEAL"? The BP spill should stop us in our tracks and remind us that if it's man made, it will fail sooner or later. Do we want Drill baby drill turning into Spill baby spill in our fragile wetlands? We have heard how good it is for the City that the developer promises not to put trailers on his property if we let him open up SMD. In exchange he'll build fancy homes and let us run our sewage through his property. Questions: has the CITY or the DEVELOPER acquired even the first permit to run sewage pipes through the wetlands, or to build homes on a flood plain. We don't even know if the developer's alleged threat of mobile homes would be permitted. We have watched this commission spend an inordinate amount of time without show one bit of due diligence related to permitting by the various environmental agencies, either by the City or the developer. Is there any proof at all the Corp of Engineers for example will let the City put sewage pipes under the wetlands? What if as we continue to watch you push this "deal"and when the time comes,the DEP or SJRWM,the Flood MGMT Agency, or the Corps, says NO WAY...you are not running sewage anywhere on this land. Then we will have spent the time,the money, given the developer$140k or so for trees he doesn't cut,put the City at risk for two possible three lawsuits, and wasted precious time needed to cure the TMDL problems. There are other options -we could use a route that goes down existing pipelines and doesn't upset a single gopher turtle or AB resident. OR we could give the whole problem of Buccaneer and TMDL to JEA and save the City $5 million dollars. Which brings me to the fact that we aren't even sure that the property in question all belongs to the developer. Serious title questions have arisen, and the City is in jeopardy of being sued if that property reverts correctly back to the owners and has been damaged by the City in the meantime. So, where are we now? We are going to give the Developer money for trees he's not going to cut off of property that may not be his,to build homes that he may not be able to get permits for, in exchange for opening a road across property that again,may not be his, and allowing the City to run pipes that the City may not be able to get permits to run across environmentally sensitive land... The overarching question then is, FOR THE SAKE OF WHAT. FOR T HE SAKE OF WHOM are you doing this?
