Present were Vice Chair Jim McCue, Jamie Fletcher, Stephanie Catania,Building Official Don Ford, and Recording Secretary Amber Lehman. 1. Call to Order The meeting was called to order at 6:59 p.m. 2 Recognition of Visitors Vice Chair McCue welcomed Mr.J.P. Marchiolli,531 Sherry Drive as a concerned citizen. 3 Approval of Minutes of the Meeting of April 27,2005 A motion was made by Board Member Catania to approve minutes from the April 27, 2005 minutes,2nd by Board Member Fletcher,unanimously carried. 4. New Business A.Tree Removal Applications 1. 1937 Sevilla Blvd.West Mr. George Bull, Jr. (not present)submitted an application to the tree board to remove 49 inches of sweet gum in the interior zone and 21 inches of sweet gum in the exterior zone due to the sweet gum roots destroying the paved sidewalks. Board Member Fletcher asked Don Ford if the Sweet Gum is considered a nuisance tree. Mr. Ford replied that it is not a considered a nuisance. Board Member McCue asked Mr. Ford about prior applications being approved for sidewalks being uprooted due to trees. Mr. Ford responded by saying that in the past the Tree Board has approved tree removal request when sidewalks are being uprooted. A motion was made by Board Member Fletcher,seconded by Board Member Catania, and unanimously carried to instruct the Building official to issue a tree removal permit to remove 49 inches of sweet gum in the interior zone and 21 inches of sweet gum in the interior zone,and while no mitigation is required the applicant will mitigate with one 5 inch sweet gum,two 5 inch maples, and two 4 inch maple trees. 2. Lot 22,Block 8 Mr. Robert Gray submitted an application to the tree board to remove one 40 inch hackberry(considered invasive), 172 inches of palm, 13 inches of maple, and 18 inches of live oak in the interior zone and 42 inches of palm in the exterior zone due to the trees being very close to the interior zone where the proposed house will be built. Mr. McCue asked Mr. Gray if is application had been reviewed by the building department and Mr. Gray replied that it had not been reviewed by the building department. Mr. Fletcher stated that the mitigation portion of the application was not filled out properly and that he did not feel comfortable approving the application. Minutes of the May 11,2005 Tree Board Meeting Mr. Ford stated that Mr. Gray had not submitted his plans to public works to see if a retention pond would be required. Board Member Fletcher made a motion, seconded by Board Member Catania, and unanimously carried to table the application until the applicant clarifies mitigation and submits a plan to public works for onsite retention. Mr. Fletcher stated Mr. Carper stated that he will respond to us at our next meeting. Put on agenda for next meeting. B. Proposed Tree Ordinance Mr. Ford reported that there would be a Special Meeting on May 12,2005 to discuss the Proposed Tree Ordinance at the City Commission Chambers at 7:30pm. Mr. Ford also stated that for the past 14 years that he has worked with the tree board,each tree board has wanted to change the tree ordinance significantly. Mr. Ford suggested to the board members to only change what they really thought needed to be changed and not try to rewrite the whole document. C. Adobe Reader/Writer Package Amber Lehman reported that she has been scanning the tree removal applications,minutes and agendas into Microsoft Word and uploading them onto the City of Atlantic Beach's website for the Tree Board instead of sending out packages. She stated that it would be much more efficient if she was able to scan the applications, minutes, and agendas into Adobe Reader/Writer and make them PDF's. The IT department has said that there is only one copy of this program with a certain amount of licenses. The cost for an additional license is$600.00. Board Member Catania,seconded by Board Member Fletcher,and unanimously approved to request the City Commission to appropriate funding for an additional license of the Adobe Reader/Writer package for the Board Liaison to scan the agendas, minutes, and tree removal applications so that the tree board can remain paperless. 5. Old Business None. 6 Reports and Announcements Mr. Ford stated that the skate park will hold its official opening Saturday, May 14,2005. Mr. Ford also reported that Mr. Winter will be conducting focus groups during the week of June 15, 2005. Mr. Winter and his staff would like to meet with each board for one hour during his visit. 7. Adjournment The meeting was adjourned at 7:48pm.
