BACKGROUND:
Following the staff report on adding dog runs at the Animal Control Kennel, Commissioner Beckenbach
asked for the cost of adding office space for the two Animal Control Officers at that facility.
The building is a concrete block construction on a slab. There is no space for an office and it was not
constructed to meet the standards for human occupancy. However, it is possible to add space to the
building for utilization as an office.
A new addition would need to be professionally designed. The building would need to be made ADA
compliant, have a restroom and have data and phone cable run to it. The mechanical, plumbing and
electrical would need to be evaluated and upgraded for this additional use.
Atlantic Beach Building Official, Mike Griffin, IT Manager, Keith Randich, and Public Works Director,
Rick Carper were all consulted to determine estimates of cost for the project as it relates to their particular
area of expertise. It was determined that the cost to add this space would exceed $40,000.
Staff would also like to point out that co- locating the ACO office to the Kennel offers no operational
efficiencies. To the contrary, it creates significant inefficiencies due to their separation from Dispatch,
Records and Patrol all of whom they work closely with on a daily basis. Further, it would not be a work
environment upgrade to have their office at the kennel and would have a negative impact on employee
morale.
BUDGET: In excess of $40,000
RECOMMENDATION: Staff does not recommend adding office space to the Animal Control Kennel
