BACKGROUND: During the Strategic Planning Session for 2013/2014, it was
recommended that the City complete an updated Pay and
Classification Study. The results of this study will be considered
during the budgeting process for the upcoming fiscal year.
Sec 2 -336 of the Atlantic Beach Code allows services to be procured
from other governmental contracts. In this case, Jacksonville Beach
has just completed, through the RFP competitive process, entering into
a contract with Cody Associates for an update to their Pay and
Classification plan at a cost of $15,000. The City's previous Pay and
Classification studies by Springsted in 2005 and Palmer & Cay in
2000 have cost $9,800 and $16,500.
By utilization of the same consultant as Jacksonville Beach, the cost
for the update will be considerably less at $7,500. This cost savings is
based upon the fact that Cody Associates has collected the information
for Jacksonville Beach that will be needed for our study; therefore, we
are able to save both time and money by piggybacking with the
Jacksonville Beach contract.
The Pay and Classification Study scope of work will include point
factor job evaluation system, position evaluation and review of current
descriptions, salary survey /market pricing, fringe benefits analysis,
review of pay grades and salary structure, and review of compliance
with Fair Labor Standards Act. The report will include compensation
methodology and recommendations.
BUDGET: If approved, funding for this action will be included in a future budget
modification if necessary.
RECOMMENDATI ®N: That the City Commission approves Cody Associates to conduct a Pay
and Classification Study update at an estimated cost of $7,500 and
authorize the City Manager to enter into and sign appropriate
documents.
