Amend the Atlantic Beach Code of Ordinances, Part II, Chapter 2, Article VI, Division 4 ( "Police Officers' Retirement System"), Section 2-310.27(a) to change member contributions from 4.815% of salary to 8.00`% ofsa ary Contributions") 2. Amend the Atlantic Beach Code of Ordinances, Part II, Chapter 2, Employee Benefits Article VI, Division 4 ( "Police Officers' Retirement System-) its 2011-216, Laws of Florida (Senate Bill 1 l 28). � to conform to Chapter 3. Amend Article 4, Employment Guidelines, to eliminate Section 4.2. 4. Amend Article 6, Special Meetings and Association Time Pool, to eliminate Sections 6.5, 6.6, and 6.7. 6.4, 5. Amend Article 7, Probationary Employees and Seniority, Section 7.1 to eliminate "with cause" at the end of the sixth line of said Section. 6, Amend Article 13, Personal Leave Hours, Section 13.1 a, paragraph 2 to provide that an employee planning to use Personal Leave or Compensatory Time Off must submit his request for the leave in writing to the Policy Chief, or his designee, at least thirty (30) calendar days prior to the first day of the intended absence, and to further provide that the Police Chief, or his designee, shall respond to the request within ten (10) days of receipt of the request, excluding Saturday, Sunday, or holidays. 7. Amend Article 13, Personal Leave Hours, Section 13.1 a, paragraph. 3 to provide that the employee's Division Commander may approve any leave without thirty (30) days prior notice so long as the employee is not absent for more than forty (40) hours, and to substitute the title, "Division Commander" for the title "shift supervisor" in the last sentence of said Section. 8. Amend Article 13, Personal Leave Hours, Section 13.1 a, d and f to: (1) eliminate the last paragraph of Section 13.1 a; (2) eliminate annual cash out of accrued leave in Section l 3.1 d; {3) amend Section 13.1 d to provide for a limit on maximum accrual of 480 hours; {4} provide for a one -time buy -out of accrued hours in excess of 480 hours on September 30, 2012; and (5) amend Section 13.1 f to provide that employees who resign from employment with at least a two (2) weeks' prior written notice of resignation to the City Manager, or who retire, or are laid off, are eligible to receive 50% pay for any unused accruals up to the maximum allowed. 9. Amend Article 13, Personal Leave, Section 13.3, Personal Leave Accrual Schedule, as shown on Attachment 1. 10, Amend Article 17, Hours of Work and Overtime, Section 17.7, to provide that the cation of the minimum number of hours for time spent traveling to and from the lo deposition, trial, or hearing and for the time spent in performing duties as two (2) hours. a witness be 186G261 City of Atlantic Beach Proposal May 4, 2012 11. Amend Article 26, Wages, Section 26.11, Longevity Pay, to eliminate longevity pay effective October 1, 2012, however, to roll the current longeVity pay for which an employee is eligible on September 30, 2012, into the employee's base pay effective October 1, 2012, in the prorated amount of $5.00 per month per each year of completed service up to the maximum amount of $100 per month for twenty (20) or more completed years of service as of September 30, 2012. 12. Meetings will be held at a site agreed upon by the parties and at times agreed upon by the parties. The parties agree to bring their calendars to each bargaining session so as to facilitate scheduling subsequent bargaining sessions. Meetings may be cancelled by either party upon twenty -four (24) hours notice to the other party, 2. The City and the Union shall each select its own bargaining team. Each team member will sign an attendance sheet for-each meeting. 3. All proposals shall be written, dated, and shall indicate the party making the proposal, and 5 copies shall be provided to each party. 4. Each side is responsible for taking its own notes during negotiations. No mechanical recording of the session will occur. 5. Any tentative agreements reached shall be initialed by both parties, it is understood that any tentative agreement reached on the entire contract is subject to approval of the City Commission of the City of Atlantic Beach and ratification by the bargaining unit membership. 6. Caucuses may be called at any time, by either party. If a caucus will last longer than thirty (30) minutes, the party requesting the caucus shall notify the other party of the expected duration of the caucus. 7. The City of Atlantic Beach recognizes the Union negotiating committee as the sole spokesperson for the bargaining unit. Therefore, the City shall negotiate only with the appointed committee. Likewise, the Union recognizes the City's negotiating committee and expressly agrees to negotiate only with this committee. 8. Both parties may agree to the appropriate order that issues /proposals should be addressed. 9. The Chief Negotiators agree to exchange contact information including e -mail addresses and fax numbers. 10.
