1. Amend Article 6 Union Stewards and Union Representation, Section 6.1 Combine Public
Works & Parks
2. Amend Article 11.4 Arbitration Procedure, Section 11.4
Change cost of arbitration to be paid 100% by the losing party.
3. Amend Article 13, Personal Leave Hours, Section 13.1 (c) and (g) to: (1) eliminate annual cash
out of accrued leave in Section 13.1 (c); (2) amend Section 13.1 (c) to provide for a limit on
maximum accrual of 480 hours; (3) provide for a one-time buy-out of accrued hours in excess of
480 hours on September 30, 2012; and (4) amend Section 13.1 (g) to provide that employees who
City Manager, or who retire, or are laid off, are eligible to receive 50% pay for any unused
accruals up to the maximum allowed.
4. Amend Article 13, Personal Leave, Section 13.1 (h), as shown on Attachment 1.

Effective 10/01/2012, all non-vested employees hired on or after September 1, 2008, and all new
employees hired on or after October 1, 2012, will participate in a Defined Contribution
Retirement Plan.
City will match contributions up to 6% during first 10 years of service.
After 10 years of service, employees will receive an additional 4% contribution from City.
Matching is not required for additional 4% contribution.
7. Amend the Atlantic Beach Code of Ordinances, Part II, Chapter 2, Employee Benefits Article VI,

Florida (Senate Bill 1128).
8. Amend Article 23.1 - will be provided
9. Amend Article 23.4 - Uniforms, Section 23.4 to delete current language and replace with:
business. Uniforms may not be worn while off duty. Only City issued hats are allowed.
10. Article 25 Career Development, Sections 25.1, 25.2 and 25.3 Delete.
11. Amend Article 26 - Wages, Section 26.1(b) - Longevity, to eliminate longevity pay effective
October 1, 2012: however; to roll the current longevity pay for which an employee is eligible on
amount of $5.00 per month per year of each completed year of service up to the maximum
amount of $100 per month for 20 or more completed years of service as of September 30, 2012.

13. Amend Article 34, Duration of Agreement, to provide for an effective date until midnight on the
