STRATEGIC PLAN LINK: Goal 12 Marsh Master Plan Improvements — directly related to goal
of increasing access and usage of City Marsh Preserves.
BACKGROUND: The City's Marsh Master Plan includes many projects that are anticipated
to need grant funding assistance for construction. In October, the City submitted a grant
application for the 2013 Coastal Partnership Initiative (CPI) Grant Program to fund an
incremental start on the Preserves Multi- Purpose Path proposed to connect Tideviews
Preserve to Dutton Island Road.
Because of the Federal Budget sequester, DEP has not received the FY 2013 grant
allocation from NOAA, but DEP Staff determined they have sufficient funds left over from
previous grant cycles to fund this grant application if it could be completed by June 30,
2014. Staff assured them this would not be a problem and submitted the revised
application and associated work plan. The CPI Grant funding of $20,000, will be
available July 1, 2013, and requires a 50% match. The City funding source has not yet
identified, but could be provided by moving a portion of the FY 14 funding up one year.
This proposed Phase 1A, construction from the gate at the Tideviews restrooms to the
boardwalk leading to Sunset Pier, will allow easy ADA accessibility to the pier. Staff is
working with Bowen Civil Engineering, one of our General Engineering Consultants, for
design and permitting of this segment of path. Their initial cost estimate for actual
construction of this segment is $28,000. Additional costs included in the grant are native
plant restoration and entrance way signage. Estimated bid date is July, with construction
beginning in August. Estimated construction time is less than six weeks.
BUDGET: The Preserves Path Phase 1 is included in the Preserves Capital Improvement
Plan for Fiscal Year 14 -15, but no funds are included in the current budget. Total cost of
construction for grant purposes is estimated to be $40,000, with $20,000 returned to the
City after completion. The City's $20,000 match will consist of a combination of
construction contract funds, staff salaries and planting of native species plants in
Tideviews Preserve. This project will require a budget modification to transfer funds
from reserves to a construction account to allow bidding of the project.
RECOMMENDATIONS: Authorize the City Manager to sign the DEP grant acceptance
documents.

As our economy continues to rebuild and housing prices and property values stabilize, local governments
are faced with reduced revenues and must identify opportunities to supplement their budgets with outside

Langton Associates, Inc. and its Principal Michael Langton`s
work with the Community Development Block Grant (CDBG)
Entitlement and Small Cities Programs, the Federal HOME
Investment Partnership Program, and the State Housing
Initiatives Partnership Program (SHIP), span over three decades.
These efforts first began when President Michael Langton served
as a. Junior Aide to the Mayer of Jacksonville and was
instrumental in drafting the City's first Community Development
Plan for the CDBG program in 1974. Since it's establishment in

Program Proposals totaling more than $100 million for Palm Beach County since 2000.
• Continuum of Care - U.S, Department of Housing and Urban Development:
The McKinney -Vento Homeless Assistance Act programs administered by HUD that award funds
competitively require the development of a "Continuum of Care" system in the community where assistance
is being sought. A continuum of care system is designed to address the critical problem of homelessness
through a coordinated community -based process of identifying needs and building a system to address
those needs. The approach is predicated on the understanding that homelessness is not caused merely by a
lack of shelter, but involves a variety of underlying, unmet needs - physical, economic, and social. Langton
Associates worked with Palm Beach County in the facilitation of its Continuum of Care working groups
and grant application preparation from 1999.2008, securing more than $50 million for homeless services.

For the development of the 2011 -2015 Consolidated Plan, Florida Department of Community Affairs (DCA)
selected Langton Associates to coordinate and assist in the compilation of data and information that would
make up the Plan. Over the course of many months, Langton Associates coordinated with state agencies
and the Department and staff to execute workshops, working groups and surveys to develop the initial
stages of input. Langton Associates focused on developing the narratives of the Citizen's Participation Plan,
Impediments to Fair Housing, Barriers to Affordable Housing, Lead Based Paint, Special Needs and Anti-
Poverty, Public and Assisted Housing as well as the Public Housing Strategy sections. This involved
coordinating with various stakeholders and compiling data from copious sources to develop a narrative as
well as visual aides.
In coordination with DCA staff, Langton Associates reviewed and edited the
document for preparation prior to submittal to HUD. Recommendations
from advocates as well as agencies were developed and reviewed for
effectiveness and efficacy, edited and then made part of the final document.
Statistics from the Census Bureau's American Community Survey were also
developed into visualizations such as maps, graphs and charts.

Langton Associates were selected by the City of Jacksonville's Housing and
Neighborhoods Department to be the lead consultants for their NSP team.

acquired over 70 homes for rehabilitation. Areas of focus were in homebuyer identification, program
compliance and reporting, pre -audit file review among other areas of responsibility.

Golden Gate Community Redevelopment
Lisa King, Vice President of Langton Associates, leads the firm's historic
preservation grant writing efforts. Through the firm's grant writing
relationship with Martin County; King has become very familiar with
the Golden Gate community, leading efforts to obtain grant funds for
building renovations. She authored two historic preservation grants for
rehabilitation of the structure, ultimately successful in funding exterior
renovations that were completed in 2008 with a $48,000 grant from the
State of Florida. She developed the grant scope of work and developed
and directed the grant oral presentation as well as the grass roots
lobbying effort for funding. She also leads historic preservation

Currently, Langton Associates serves as a Grant Writing Consultant to the Pompano Beach CRA
Management Firm, Redevelopment Management Associates working on Commercial Revitalization,
Economic development, Transportation and Affordable Housing, all of which are high priorities of the
CRA.
City of Delray Beach
Langton Associates, for a period of over five years, was
instrumental in working with CRA Director Chris Brown in
supporting the massive redevelopment project for Atlantic
Avenue and various other CRA priorities such as Affordable
Housing and Economic Development. Langton Associates
secured an Economic Development Administration Grant for
incubator that included microloans for small businesses.
State Level CDBG
After the passing of the Housing Economic and Recovery Act, Langton Associates reengaged
# the Community Development industry by farming partnerships to assist local governments
with the implementation of their Neighborhood Stabilization Program. In the first round of
• funding, Langton Associates performed administrative tasks for four non- entitlement
communities and two entitlement communities. Two communities requested Langton Associates to assist
them in writing their applications for NSP2 funding. With those NSP1 programs coming to a close, Langton
Associates was selected by the Florida Department of Community Affairs to provide Technical Assistance to
eight NSP communities whose programs they funded. Of the eight communities at risk of recapture that
were provided Technical Assistance, Langton Associates assisted these communities to commit their dollars
prior to the deadline and two of the communities were awarded additional funds due to their progress and
the efficacy of their program design.

Federal Enterprise Community, then Mayor Ed Austin directed staff to appoint an
Empowerment Zone /Enterprise Community (EZ/EC) team to create the Jacksonville

establishment of, and conduct meetings for working groups in the areas of Jobs and

is an opportunity to be more effective we broadened our services beyond grant identification and writing.
We've moved into legislative trend forecasting, project development brainstorming, and appropriations
lobbying to make sure our client's needs are met.
Using our extensive contacts in Washington D.C, and Tallahassee we stay in the loop on what new trends
in government funding are on the horizons for local governments. When the Panama City Police
Department wanted an in -house video production studio we advised them to burnish their credentials in
law enforcement training and domestic violence procedures, positioning them to apply for a Department of
Justice grant. Their proposal to train surrounding small jurisdiction law enforcement personnel on the latest
policies on domestic violence funded $200,000 worth of equipment that they needed to further their
mission in a number of areas.
When the City of Orlando needed funds to perform an inventory of their sidewalks, we suggested they roll
it into an ongoing tree inventory project. The tree inventory grant we wrote for them netted $175,000 for
this project.
Like most local governments in Florida our clients have been active in the Florida Recreational
Development Assistance Program, the Historic Preservation Special Category program, the Cultural
Facilities Grant Program, and the Public Library Construction Grant Program. Not happy to take our
ranking from staff and watch passively while the Florida Legislature decided at what level to fund these
programs in a vacuum, we took the initiative to educate members of the Appropriations subcommittee
where their projects ranked on the list, and what funding level would ensure their funding. Most of these
projects did not belong to our clients, but because the Legislature funds projects in these programs in
ranked order, our clients benefited as well.
