ITEM 1
RESOLUTION NO. 13 -10
A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA, RECOGNIZING
THE BENEFITS OF PUBLIC LIBRARIES, ENCOURAGING THE CITY OF
JACKSONVILLE TO KEEP THE BEACHES LIBRARY IN NEPTUNE BEACH OPEN
FOR THE PUBLIC AND REMINDING THE CITY OF JACKSONVILLE OF ITS
REQUIREMENTS UNDER THE INTERLOCAL AGREEMENTS TO PROVIDE
LIBRARY SERVICES TO ATLANTIC BEACH.
WHEREAS, for over 44 years, the Beaches Branch Library has provided important library services to
residents of the beaches; and
WHEREAS, the Beaches Branch Library provides important resources to the general public, particularly
to our youth, with the availability of books and electronic media to further their education and also provides
an important meeting place for civic groups within the community, a polling place for elections, and for many
other purposes; and
WHEREAS, the City of Jacksonville, acting in its capacity as a county government, entered into various
Interlocal Agreements with the City of Atlantic Beach beginning in 1982 and provided other written
assurances from current Mayors which required Jacksonville to provide certain countywide services and the
provision of libraries were specifically articulated as one of those services that Jacksonville would continue to
provide to citizens at the beaches; and
WHEREAS, the City of Jacksonville further agreed that there would be no reduction in these county
services unless such a reduction is made equitably on a countywide basis; and
WHEREAS, the Jacksonville Library Board has indicated that the Beaches Library in Neptune Beach
may be closed in the coming year because of budget constraints; and
WHEREAS, the closing of this library would not only conflict with the Interlocal Agreements that
Jacksonville has entered into with Atlantic Beach but also eliminate the valuable services provided to the
beaches residents.
NOW THEREFORE, BE IT RESOLVED that the City Commission of Atlantic Beach, Florida,
encourages the Jacksonville Library Board, Mayor Alvin Brown and the Jacksonville City Council, all of
which may play a part in any decision to close the Beaches Library, to keep the Beaches Branch Library
opened, to continue providing valuable services to the beaches residents that are provided in the City of
Jacksonville and to remind these various public officials that closing the library in Neptune Beach would
violate the Interlocal Agreements that the City of Jacksonville has with the City of Atlantic Beach.

Gary L. Anderson Presentation Outline - Draft
Background
Atlantic Beach is home to a diverse and exciting range of natural coastal resources. The
beaches, tidal wetlands and waterways offer great opportunities for citizens and visitors to
experience these unique community assets. For many years Gary Anderson has enjoyed,
studied and documented the diversity of these dynamic ecosystems. Along the way he has met
many residents, their guests, and visitors to the First Coast who enjoy the beach and parks
within the City. His images and observations of coastal Atlantic Beach are being used in Duval
Co. schools and other schools in the region. He has also been using the beach and Dutton
Island Park as classrooms for introducing Mayport Middle School teachers, administrators &
staff to the coastal science ecosystems of Atlantic Beach.
Presentation
Mr. Anderson has prepared a short Power Point presentation to introduce and illustrate
the diversity of the coastal ecosystems. Over the years of his enjoying the beach and parks of
Atlantic Beach, he has observed the efforts the City has taken to provide access, build and
maintain facilities and address the results of daily use by inhabitants and visitors. The
presentation will highlight some of these City backed efforts. As a professional geologist he has
documented the response of the beach to the periodic nourishment with dredge material and
will share his observations on the beach system responses over time.

planting of 3,000,000 + sea oats plants across 12 jurisdictions
York River Crossing Wetlands Mitigation — Assess damage to native tidal wetlands — Developed
and permitted a mitigation /restoration plan — Managed the construction and installation of a
2+ acre created tidal wetland connected to Sarah's Creek in Virginia. The site was the focus of a
scientific performance study by the Virginia Institute of Marine Science.
