Resolution No. 13-10 v RESOLUTION NO. 13-10 A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA, RECOGNIZING THE BENEFITS OF PUBLIC LIBRARIES, ENCOURAGING THE CITY OF JACKSONVILLE TO KEEP THE BEACHES LIBRARY IN NEPTUNE BEACH OPEN FOR THE PUBLIC AND REMINDING THE CITY OF JACKSONVILLE OF ITS REQUIREMENTS UNDER THE INTERLOCAL AGREEMENTS TO PROVIDE LIBRARY SERVICES TO ATLANTIC BEACH. WHEREAS, for over 44 years, the Beaches Branch Library has provided important library services to residents of the beaches;and WHEREAS,the Beaches Branch Library provides important resources to the general public,particularly to our youth,with the availability of books and electronic media to further their education and also provides an important meeting place for civic groups within the community,a polling place for elections,and for many other purposes;and WHEREAS,the City of Jacksonville, acting in its capacity as a county government, entered into various Interlocal Agreements with the City of Atlantic Beach beginning in 1982 and provided other written assurances from current Mayors which required Jacksonville to provide certain countywide services and the provision of libraries were specifically articulated as one of those services that Jacksonville would continue to provide to citizens at the beaches;and WHEREAS, the City of Jacksonville further agreed that there would be no reduction in these county services unless such a reduction is made equitably on a countywide basis;and WHEREAS, the Jacksonville Library Board has indicated that the Beaches Library in Neptune Beach may be closed in the coming year because of budget constraints; and WHEREAS, the closing of this library would not only conflict with the Interlocal Agreements that Jacksonville has entered into with Atlantic Beach but also eliminate the valuable services provided to the beaches residents. NOW 'THEREFORE, BE IT RESOLVED that the City Commission of Atlantic Beach, Florida, encourages the Jacksonville Library Board, Mayor Alvin Brown and the Jacksonville City Council, all of which may play a part in any decision to close the Beaches Library, to keep the Beaches Branch Library opened, to continue providing valuable services to the beaches residents that are provided in the City of Jacksonville and to remind these various public officials that closing the library in Neptune Beach would violate the Interlocal Agreements that the City of Jacksonville has with the City of Atlantic Beach.
