The existing property is undeveloped land adjacent to several developed commercial properties. Approximately 0.47 acres will be permitted under this application. Proposed within this application is the construction of a single 1,860 square foot (SF) building, a dry retention stormwater management facility (SMF), pavement, and utility construction. Construction shall include site clearing, grading, utility construction, building construction, and the stormwater management facility. PRE-DEVELOPED DRAINAGE INFORMATION Currently the property slopes toward the West 13`x' Street drainage system. The basin "SITE- LOT4" drains north as overland flow and is collected in the City of Jacksonville (COJ) drainage swale within the West 13`x'Street right-of-way (R/W). Included in the proposed design is the modification of the existing dry retention drainage system for the adjacent lots (ERP 42-031-101308-1). The basin "SITE-WEST" drains south into the existing "SWMF-EXST". The runoff in excess of the treatment volume is discharged over a horizontal weir into the CO1 drainage swale within the West 13'h Street R/W. A pre-development drainage analysis has been included with this application to demonstrate that the proposed redevelopment of the subject property will not alter the pre-development discharge rates for the given design storms. POST-DEVELOPED DRAINAGE INFORMATION There is one single drainage basin in the post-developed plan. Basin "SITE-POST" is the contributory area which drains into the proposed "SWMF-POST". The SWF with percolate the treatment volume into the surficial groundwater system and discharge excess rainfall over the existing broad-crested rectangular weir. The dry stormwater retention system proposed will provide stormwater treatment and attenuation for the storm water runoff. Stormwater calculations have been included to show compliance with District design criteria. FEMA FLOOD ZONE This project is not located within a FEMA Zone X area determined to be outside of the 500-year flood plain per FIRM Community-panel number 120075-0001-D. 3 Litchy Commercial Building Lot 4 r TAIL-WATER INFORMATION Tail-water conditions for the outfall are based on the existing elevations for the adjacent roadway elevations, site visits to determine high water levels in adjacent ditches during a period of heavy rain, and/or base floodway elevations from the Flood Insurance Rate Maps, whichever are higher. DESIGN ANALYSIS The drainage calculations for the property provide the required stormwater treatment for online dry retention systems. The online dry retention system and control structure have been designed to provide the required treatment for the respective drainage areas. Stormwater calculations, a pre/post flow analysis, and groundwater retention analysis are included with this submittal. In the following sections, the drainage calculations for the individual basins provide the weighted curve number, time of concentration, and stormwater management facility treatment volume required inclusive of pre/post flow and recovery models. The hydrologic modeling for this system was accomplished using standard SCS runoff procedures and HEC-HMS 3.5 to simulate precipitation-runoff processes. The system has been designed and modeled to provide the required treatment and attenuation for these drainage areas. The control structures have been sized so that discharge rates from each basin during the mean annual and 25-year 24-hour storm events are maintained or reduced from the pre-development conditions. RECOVERY Treatment Volurne recovery is obtained by natural percolation through sandy soils. Calculations for retention basin recovery have been included per Chapter 40C-42, F.A.C. to demonstrate recovery within the District's rule criteria. SOIL INFORMATION Soils information based upon the Duval County Soils Survey issued September 1998 for Soil No. 32 Leon Fine Sands with a Soil Type of"A/D". According to the Natural Resources Conservation Service (NRCS) Technical Report 55 (TR-55), effectively drained type "A/D" shall be modeled as type "A". WETLAND IMPACTS There are no proposed wetland impacts proposed with this application. 4 Litchy Commercial Building Lot 4 PRE-DEVELOPMENT ANALYSIS NODAL DIAGRAM SITE-WEST SWMF-EXST i OUTF-COJ SITE-LOT4 DISCHARGE AND STAGE SUMMARY Comparison F CS 25-YR Pre Post Pre Post OUTF-COJ 0.6 t)_5 14 1.4 Peak Elevation ROT MA 25-YR TOP SWMF-EXST 11.25 12.60 12.90 13.25 SWMF-POST 11.25 12.70 13.10 13.25 5 Litchy Commercial Building Lot 4 r CURVE NUMBER Runoff Curve Number(CN) Basin: SITE-LOT4 SF Area AC Cover Type Soil Type SCS CN % Wgt 5100 0.12 Woods—grass combination (Fair) A 43 100°/ 43 Weighted Curve Number 43 Impervious Area 0°/U Total Site Area 5100 SF Basin: SITE-WEST Area Cover Type Soil Type SCS CN % Wgt SF AC 5049 0.12 Woods—grass combination (Fair) A 43 33% 14.19 10251 0.24 Impervious Area A 98 67% 65.66 Weighted Curve Number 79.85 Impervious Area 67% Total Site Area 15300 SF 6 Litchy Commercial Building Lot 4 TIME OF CONCENTRATION Basin: SITE—LOT4 MINIM Manning's Roughness Coefficient, n 0.13 Flow Length, L(L<300 ft) 200 ft Two-Year 24-hour Rainfall, Pz 5 in Land slope, s 0.500% ft/ft Compute Tt 21.2 min Shallow Concentrated Flow Surface Description (Paved or Unpaved) Flow Length, L ft Watercourse slope, s ft/ft Average Velocity,v ft/s Compute Tt 0.0 min • Cross-sectional Flow Area,A ft Wetted Perimeter, pw ft Hydraulic Radius, r ft Channel Slope, s ft/ft Manning's Roughness Coefficient Velocity ft/s Flow Length, L ft/s Compute T, 0.0 min 7 Litchy Commercial Building Lot 4 Basin: SITE—WEST Manning's Roughness Coefficient, n 0.13 Flow Length, L(L<300ft) 150 ft Two-Year 24-hour Rainfall, PZ 5 in Land slope, s 0.50% ft/ft Compute T, 16.8 min Shallow •. In retention systems, the stormwater is drawn down by natural soil infiltration and dissipation into the ground water table, evaporation, or evapotranspiration, as opposed to underdrain systems which rely on artificial methods like drainage pipes. The proposed stormwater management system meets these rule criteria by reaching recovery within 60.75 hours following the storm event. 171 Litchy Commercial Building Lot 4 CALCULATIONS Retention Basin Recovery Fillable porosity SHGWT Depth f:=0.3 hb:_(11.25-9.5)ft= 1.75ft Saturated vertical conductivity Impermeable Layer Depth kvs:=4• ft 1 1.25- 9.0)ft=2.25ft day Unsaturated vertical conductivity 2 ft kvu 3kvs =2.667day H':=himp- lith = 0.5h Horizontal conductivity Factor of Safety kH'kvs FS:=2 Check for Lateral Flow: Treatment Volume Depth Soil Saturation Depth by= 12.2.1t- 11.2gt= I ft h„ := f-hb =0.525ft Treatment Volume Vv:=0.051cre•ft If hV>h,,, then lateral flow W11 occur Unsaturated Vertical(Stage One) Flow: Area of the basin bottom: Stage One Infiltration Volume Ab:= 1500ft2 Vu:=Ab•hb•f=0.0181acre•ft Infiltration Rate: Time to Saturate Soil ld:= kvu = 1.333 ft tsat = f hb =9.45hr FS clay ld Saturated Lateral(Stage Two) Flow: Remaining treatment volume Stage One depth VH:=Vv -Vu=0.034acre•ft h 1 := 12.2gt- 12.04't=0.21 ft Avg Saturated Thickness Stage Two depth D:=H'+ hb— = 1.375ft 112:= by -hi =0.79ft 2 III hh + h2=2.54ft MODFLOW groundwater flow parameters(Andreyev and Wiseman 1989): F :_— =0.689 Y hb H'T Stage Two recovery time Total Recovery Time: ft)2 tH:= (12• 2 = 51.295hr notal := 'sat + til= 60.745hr 4-kH-D-Fx ktal <72 hours) 18 Litchy Commercial Building Lot 4 HEC-HMS GRAPHICAL OUTPUT 19 Litchy Commercial Building Lot 4 0 _ o o o 0 O m Q O N C E cr N W 4 (cli Q Y _ O cr co N c cr O _O n N Q =3 F- IM.
