Dear Jim:
I previously filed suit to foreclose a CEB lien on the above property. A prospective purchaser for
the property, Ms. Winfree, appeared before the CEB and requested a reduction in the fine and the
board agreed to reduce it to $ 15 ,000 . 00 if the City was paid at the time of the closing of the sale of
the property from Mr. Barnes to Ms. Winfree.
Donna Bartle provided a lien letter to the title company dated September 10, 2013 , a copy of which
is enclosed. Late Monday afternoon, the title company delivered to my office two (2) checks made
payable to the City of Atlantic Beach, the amounts as outlined in Donna' s lien letter being
$ 15 ,000 . 00 for the CEB lien and $289 .42 for stormwater utilities. Both checks are enclosed
herewith.
At the request of the title company, I executed a Release of Lien and a Plaintiff' s Discharge of Lis
Pendens, copies of which are enclosed as well . We have also filed Plaintiffs Notice of Dismissal
With Prejudice, and enclosed is a copy for your records.
This case is now concluded and there should be nothing further to do on the City' s behalf. We have
provided copies of all documents to Mr. Barnes at his address in Missouri and will be closing our
file accordingly.

RELEASE OF LIEN
The City of Atlantic Beach, Florida, hereby releases the lien established by that certain
Affidavit of Non Compliance and the Order Imposing Fine, a certified copy of which was recorded
on March 16, 2012, in O.R. Book 15881 , page 2392 and 2393 , of the current public records of
Duval County, Florida.
The City of Atlantic Beach, Florida, hereby acknowledges full payment in regard to said
lien and surrenders the same as cancelled, and hereby directs the Clerk of Court to cancel same
of record .
