AB Police Building RFP Zona ATLANTIC BEACH CITY MAYOR and CITY COMMISSION RFP Discussion points February 11, 2013 Mayor Borno et al, As promised to Carolyn Woods, I am pleased to offer some of my thoughts regarding the procurement options for your proposed Police Station for the city of Atlantic Beach. It has been my experience that cities continually ask for and receive imaginative design - build-develop proposals for rather large and complex projects. There is neither cost nor obligation on behalf of the city and if you don’t find a satisfactory solution that is affordable, you can reserve the right to accept none of them and move on in another direction. Most good RFP’s (Request for Proposal) have the same basic ingredients and ask more or less the same questions which I have summarized below: WHY, WHAT, WHERE, WHEN, WHO, HOW AND HOW MUCH. WHY? Explain succinctly the Purpose of the RFP. WHAT? Provide a full and detailed program of needs for the building and its components. Also provide a relationship diagram of how the pieces relate to each other and the staff, public and policemen. Then ask them to tell you what they are providing and the quality levels they are proposing with drawings and outline specs. WHERE? Give any special preferences for location or neighborhoods that you might like to see the project sited. WHEN? Explain your time-table and the timing of receipt of the Proposals. WHO? Ask for a detailed summary of who is on each proposal team and their qualifications for being there. HOW? Ask the proposer to explain the project execution strategy and how their proposed solution will go from concepts to completion. HOW MUCH? Require a detailed response to the questions of cost, source of funds for design, land and construction costs as well as any specific terms that are implied or stated in their proposal. Provide a fair time-frame for proposal deliveries and explain just how the evaluation and selection process will work. You may elect to give extra “points” for aspects that are of particular importance to you like cost, location, quality level, local players, qualifications, etc. I will be happy to work with you in getting a good RFP together and help by using the great wealth of information that you have already gathered on this topic over the past year or two.
