The remainder of this report contains a brief description of the house. my observations of the house with regards to settlement- my understanding of when the settlement began the possibL ca u= of the settlement and Finally, my recommendation for a su&surface investigation to evaluate the sub-grade soil conditions. BRIEF DESCRIPTION OF THE RESIDENCE The house was originally built in the 1960's and the Wilsons became the owners shortly alter the Crouse was completed. The house is a two-story frame structure with a brick venea on the first floor walls ani hriri7nntal siding on the second level. The floor is a slab-on-grade and the wail footings are most probably monolithic deepened footings poured at the same titne the eoocrete slab was poured.The house has a relatively new star ding scam metal roof. Thcre is an auw xd two-cat garage. pESCRIPTTON OF SETTLEMENT The slab-on-grade of the house has obviously settled reiadw to the anterior supporting walls. The settlement can readily be observed by the slope in the floor stab and the out-of-piumbrxss of some of the interior dcorframc& Them ae also several spar " cracks in the interior walls, particularly on the second floor. There were also sorne minor cracks in the brickwork at the rear of the house_ 1 did not find any %tear type cracks in the brickwork that accompuies differential settlement of wall footings. HISTORY AND POSSIBLE CAUSE OF THE SETTLEMENT It is my understanding from Mrs. Wilson that they have occupied this residence since the 1960's and Shat this settlement in the interior of the res cicnct was not apparent ua►til fairiy recently. it is essentially impossible to determine the exact time when the settlencat began. Some of the wall cracks appear la be more recent than others, leading to the cvns:lusiwt that the setilcmcrat of the slab continued over an extended period of time. Mrs. Wilson indicated that the road in franc of this house ?tad been rebuilt approximately four years ago smd it is her belief thm the --cUlernent started at about that time. I have not investigated either the tithe when the rand cotstnwtion was done, or the extent of the rebuilding of the road. If in fact, this settlenu tt Liman at about the same shpts and compaction equipment was used then the vibrations from this equipment could have caused a densification of the soil berm ath the residence;that is, if the soil is a loose sand. The soil settlement could have been caused by densi5cation of the underlying soil from the stnact"al load of the floor stub.The ground %enlement would have beet6n charily after construction. The differential settlement of the slab could have been delayed until sufficient soil settlement occurred that the conactc slab was inadequately all VWAd by the sub-grade and, therefore, seded. The However, it docs not appear that the will footings dw have heavier structural loads have also settled. It is also possible that a serious water leak beneath the slab could have caused a gasification of loose sand. Finally, it flu soil beneath the residtnnce has one or more strata of compressible soil,such as orptic material, sill oft clay, then these inytw cvuld have consolidated and caused the slab to settle. If tris were the cause, then the settlement would have occurred during ttx first year or so after the hoax was built_ SU RSURFA CE.INVESTIGATION In order to better identify the cause of the settlement and then provide a ranediation of the settlement pmMerns, 1 would propose a subsurface urvcstigation. This would consist of coring through the slab-on-grade at several locations to determine if tine soil has settled away from the bottom of tic slab and evaluate the type of soil and it's relative density within the depth to the water table. L wouM also propose a Standard Penetration Test boring outside of the house to obtain more convicte informtion in the subsurface soils conditions. if the subsurface soil irnvestigasioa is undertaken, a review of the tithe and exuat of the roadwork on 1116 Street should also the obtained. I'm guessing the bank wants it, since all her money is in trust_ Quick history, Don originally condemned the house because of a leaky roof and a lot of clutter_ Roof was replaced some time ago and only the clutter remained. Back when Stan was acting as Building Official, him and I looked at the property with the owner, most of the clutter had been removed, Mrs. Wilson was told all she needed to do was get an electrical safety inspection and then she could get the electricity/water reconnected and move back in. I've told her you would probably want to take a look at the property and that she would still need the electrical safety inspection before you would release it. Mrs. Wilson was cleaning out some of the junk today. She'll be making an appointment with the Building Official about plans for upgrading electricity and getting temporary power so she can finish cleaning the house. She claimed their trust has approved the money for fixing the house up. Dumpster was not the same one that had been there previously, nor did it have anything growing out of it. According to Mrs. Wilson most of what was in the dumpster wasn't hers. Mrs. Wilson will be having the dumpster dumped and the port-a-let removed. She will also be asking for copies of all records we have on her house. Standard Housing Code—"roof shall be structurally sound and maintained and have no defects which might admit rain or cause dampness in the walls or interior portion of the building." Per Section 305.4 SHC-Means of Egress-"every dwelling shall have safe, unobstructed means of egress with minimum ceiling height of 7 feet leading to a safe open space at ground level. This structure's roof is leaking in several locations and the debris accumulated in all of the rooms and hallways does not allow safe passage. You have been advised in previous notices that the roof must be repaired and the debris cleaned out. As of April 14, 2003, these violations have not been brought into compliance. In addition, the Wilsons will continue to remove such items from the home to create better accessibility to exits and windows. This house has had a dumpster and toilet in the front yard for over 3 years! ! ! Neighbors circulated and many signed the petition asking for demolition and removal. Please try to help solve this problem w/possibly an amendment to the ordinance and resolution. I understand this house was condemed and is involved in a dispute over the estate settlement.. At the very least they should be given X amount of time to remove dumpster .and toilet and tear down and clear the lot. The remainder of this report contains a brief description of the house.tiny observations of the house with regards to settlement. my urdersamWing of when the settlement began the possible catux of the settlement and finally, my recommendation for a sub-staface investigation to evaluate the sub-grade soil conditions. BRIEF DESCRIPTION OF THE RESIDENCE The house;was originally built in the 1960's And the Wilsons became the owners shortly after the house was completed. The house is a two-story flame structure with a brick venter on the first floor walls Arwi ho *7.nntal siding on the second level. The floor is a slab-on-grade and the wall footings arc most probably monolithic deepened footings poured at the same time the concrete slab was poured.The house has a relatively new standing seam metal roof. Thcre is an attadxd two-cat garage. DESCRIPTION OF SETTLEMENT The slab-on-grade of the house has obviously settled relative to the exterior stpporting wails. The settlement can readily be observed by the slope in the floor slab and the otrt-of-plumbness of some of the interior doorframcs. Them are also several shear type cracks in the inlerior walls. particularly on the second floor. There were also some minor ctacka in the briokwork at the rear of the house. I did not find any dw r type cracks in the brickwork that accompanies differential settlement of wall footings. HISTORY AND POSSIBLE CAUSE OF THE SIETTLEM>ENT It is my understanding from Mrs. Wilson that they have occupied this residence since the 1960'5 end drat this satdement in the interior of the residence was not apparent until fairly recently. it is essentially impossible to determine the exact time wtten the st ularttcnt began. Soma of the wall cracks appear to be more mccnt than othem leading to rho smnclusiv1%diet the setticmaK of the slab continued over an extended period of time. Mrs.Wilson irAcated that the road in front of this house had been rebuilt approximately four years Mo astd it is her belief thm the settlement started at about that time. 1 have not investigated either the time when the road construction was dote, or the extent of the rebuilding of the road. if. in fad, this settlement began at about the same tune and compaction equipment was used then the vibrations from this equipment could have caused a densification of the soil beneath the residence:that is, if the soil is a loose sand. The soil settlement could have been caused by densification of the underlying soil from the stnrotural load of the floor slab.Tho ground tsetdernent would have beat'" dhnrtly atter construction. The differential settlement of the slab could have been delayed until sut'fident soil settlement occurred that the concrete stab was inadequately %%ported by the sub-grade and, therefor, settled. The However, it docs rat appear that the wall footings thud have heavier structwal loads have also settled. It is also possible that a serious water teak beneath the slab could have caused a densification of loose sand. Finally, it the soil beneath the residence has one or more strata of compressible soil, such as organic material,silt or clay, then thew layer could have consolidated and caused the stab to settle. If this were the cause, then the settlemcrt would have occurred during the first year or so after the house was built. SURSL1RVACF INVESTIGATION In order to better identify the cause of the seatement and then pmvidc a reanediation of the settlement problems, i would propose a subsurface investigation. I'm guessing the bank wants it, since all her money is in trust. Quick history, Don originally condemned the house because of a leaky roof and a lot of clutter. Roof was replaced some time ago and only the clutter remained. Back when Stan was acting as Building Official, him and I looked at the property with the owner, most of the clutter had been removed, Mrs. Wilson was told all she needed to do was get an electrical safety inspection and then she could get the electricity/water reconnected and move back in. I've told her you would probably want to take a look at the property and that she would still need the electrical safety inspection before you would release it. She'll be making an appointment with the Building Official about plans for upgrading electricity and getting temporary power so she can finish cleaning the house. She claimed their trust has approved the money for fixing the house up. Dumpster was not the same one that had been there previously, nor did it have anything growing out of it. According to Mrs. Wilson most of what was in the dumpster wasn't hers. Mrs. Wilson will be having the dumpster dumped and the port-a-let removed. She will also be asking for copies of all records we have on her house. Standard Housing Code—"roof shall be structurally sound and maintained and have no defects which might admit rain or cause dampness in the walls or interior portion of the building." Per Section 305.4 SHC-Means of Egress-"every dwelling shall have safe, unobstructed means of egress with minimum ceiling height of 7 feet leading to a safe open space at ground level. This structure's roof is leaking in several locations and the debris accumulated in all of the rooms and hallways does not allow safe passage. You have been advised in previous notices that the roof must be repaired and the debris cleaned out. As of April 14, 2003, these violations have not been brought into compliance.
