Don, Jim Pelkey has called for a footing inspection on a detached garage at
161 16 th Street.
A new house is being built which replaces an old house that was moved. No
sewer existed at the location and no sewer impact fees were collected. A
permit was printed in October 1999 for sewer tap and impact fees but never
paid. Not sure whether house tied in or not as a tap was required according
to public works.

Dear Mr. & Mrs. Warnock:
At your request you will find attached hereto a map outlining the areas
covered under the existing Utility Service Agreement and which, in turn,
provides f or the payment of hydraulic shares to you and the Mabry
Construction Company to assist you in defraying the costs of the water
and sewer improvements installed by you.
We have estimated there are twenty-four units, including your own, which
could book into and utilize the benefits of the system which you in-
stalled. The hydraulic share per unit has been calculated to be
$1,706.45, of which $1,443.53 is to be remitted to you, and $262,95 to
the Mabry Construction Company for his share of the improvements in-
stalled between Sea Oats Drive and Seminole Road.
In addition to the twenty-four units indicated on the map, the City will
make every effort to collect a hydraulic share from the developers of
Lot 12 and Lot 23 lying north of your development, and the east half and
west half of Lot 8 and the east half and west half of Lot 9 lying to the
east of your development, the collection of which would result in the
elimination of a hydraulic share from one of the units within the
colored-in map presentation.
You are also advised the City Commission in regular session assembled
May 11, 1987, accepted your water and sewer improvements contingent upon
receiving the necessary warranty from Dawson Land Company, which we are
presently attempting to acquire.

Dear Mr. & Mrs. Warnock:
This will acknowledge out meeting in the City offices on Thursday, April
30, 1987, when we discussed in detail the above subject.
During the discussions, I outlined for you the manner in which hydraulic
share was developed for this project along with an adjacent one devel-
oped by Pete Mabry. We discussed the method utilized to select the
number of units that were to participate in the hydraulic share, which
numbers twenty-four possible connections from all of the properties on
both sides of the street froi�i Seminole Road east on Seventeenth Street
to Ocean Grove Drive, and north on Ocean Grove Drive to the north line
of lot 22 and 13. The cost is $1 ,706.45 per unit, of which $262.95 is
to be rebated to developer Mabry as his share of the cost of installing
280 feet of line from Sea Oats and Seventeenth Street to Seminole Road,
and the balance of $11,443.50 o be remitted to you to reimburse your
hydraulic share forQ0=�flrom Seminole Road east to Ocean Grove and
from Ocean Gtove north to the north line of lots 13 and 22.
Normally, in order for the CitY .to accept these lines for ownership and
maintenance, we require certification of the engineer the lines were put
in according to plans and specifications, certification by the City
Director of Public Services that the lines were inspected in accordance
with City requirements; receipt of as-built plans for the line from the
engineer, a one-year warranty from the utility contractor agreeing to
maintain the lines for one year from the date of acceptance, and a bill
of sale from the owner for the lines themselves. It is my understanding
we have received all of these except the one-year warranty which I
understand you have not been able to obtain from Dawson Land Development
because of a disagreement between him and your contractor, Pelke,
relative to certain charges for the repaving of Seventeenth Street
required by the City of Jacksonville.
