Certification of Completion In Substantial Compliance With Contract Documents
Mr. Holder:
Landmark Engineering, Inc.was pleased to provide post design services for the referenced bridge.During our post
design work,we promptly reviewed shop drawing submittals for general conformance with contract documents,
responded to requests for information,and provided limited on-site construction observation services including
perfunctory reviews of some structural elements.Observations made prior to concrete placements were limited to
verification that steel reinforcement in place at the time of observation was sized and positioned within acceptable
tolerances in accordance with the plans and specifications. Reinforcement or formwork not meeting tolerances were
identified to the project superintendent for correction and were immediately addressed. Ultimate responsibility for
the correctness of dimensions,details,quantities and safety during construction remains solely with the contractor.
Landmark Engineering,Inc.was not present during pile or anchor installation,beam placement,or concrete delivery.
Landmark Engineering,Inc.hereby certifies that the majority of structural elements reviewed during our limited
on-site construction observations appeared to be in substantial compliance with plans,specifications and shop
drawings and that prompt corrective measures were observed being taken wherever out-of-tolerance items were
identified.Having no knowledge or information to the contrary,it may be reasonably concluded that the
completed structure has been constructed in substantial compliance with contract documents.
Conclusions drawn are based on visual reviews and information available, known and/or declared at the time of
observation.The services provided by Landmark Engineering, Inc.were performed with the care and skill ordinarily
exercised by reputable members of the profession practicing under similar conditions at the same time and at the
same or similar locality. No warranty,expressed or implied, is made or intended by rendition of these post design
services or by the furnishing of oral or written reports of findings made.
