Independent Police Building Review of Information
Background:
The need for new and or improved police facilities is well documented and agreed
upon by most stakeholders.
Among others, the Police Design Committee and ADG, an architectural design
firm,have completed needs analysis of the Police Department for a new police
facility.A building design and construction plans are nearly completed.
Problem:
Upon presentation of the design,public review and concerns over the facility
components, design character, size,location, and cost have stopped the project.
Proposed Steps to Solution:
Since the needs analysis is complete,there is no need to recreate this
information.This will save staff time and money.
1. Prepare an RFP for an independent review.
a. The chosen team cannot have been involved in the process before or eligible
to submit bids on the project in the future.
b. The commission will interview the teams and make the final selection.
c. The review will be of existing information provided by the city to the review
team. This will include.
1. In order to insure objectivity the city will not provide design
information and/or comparison reports.
2. All existing needs analysis and assessment reports
3. Existing site information
C.The Independent Review Team will do independent research on:
1. Current and trending best practice and facility design for the policing
field. In addition, other cities'facilities of comparable size, population, and
crime data.
a. Prepare a report comparing this information with the established
needs provided by the city
b. Make recommendations on any suggested adjustments to the
established needs deemed advisable
2. The range of building and lot sizes needed to house the recommended
facility components.
a. For each of a 1, 2 and 3 story design
3.The existing site and facility

a. Determine if the current site can accommodate the recommended
facility
b. If yes, at what cost
C. Develop a proposed schedule for logistical concerns
1. Continuation of police operations
2. Continuation and no interruption of the Fire Department
operations
2. Commission review of the report
3. Decide on next step.
This review should take 2-3 weeks and the cost should reflect this quick process.
