BACKGROUND:
The Pre Disaster Mitigation Grant Program (PDM) was established by the Federal Government It is
administered by FEMA and managed by the Florida Division of Emergency Management. Staff has
initiated a Pre Disaster Mitigation Grant project for a standalone generator unit that has been approved
at the county level. In most ,Emergency Management Grants, generators are generally not eligible,
This grant will consider a permanently installed generator for a critical facility such as Police and Fire
Stations,
The current police building generator is 27 years old. The housing is rusting through. It does not
completely power the police side and provides very little power to the fire side of the building as all
the kitchen and sleeping quarters were added much later. Its reliability is poor having frequently failed,
most notably during Tropical Storm Fay and is regularly in need of repairs and maintenance,
The Pre Disaster Mitigation grants are generally very competitive and the total available funds for the
Sate are usually less than the Hazard Mitigation Grant Programs (HMGP) where funding is generated
by the level of damage following a disaster. The award cap per project in the PDM grant is $250,000.
A preliminary review was conducted and staff believes that the city could purchase and install a new
generator to provide sufficient power to the current Police and Fire Station and would have capability
to handle any P1) expansion that would come on the future,
Staff believes that replacing the current generator would be in the best interest of the City and
recommends approving the matching funds to complete the project. 'the application deadline is June 6,
2014 and the next step in the process for this grant is for the City to submit the signed application to
the State. For this, the City needs to authorize the Mayor to sign the application and related paperwork.
In addition, if the grant is awarded the Mayor would need the authority to sign those additional
agreements or contracts, Beyond that, the final funding authority would come back to the full
Commission for approval.
BUDGET: The City Match share of the expenses will be 25% of the total cost which may be as high
as $62,250 in the 2014 -2015 Fiscal Year. There is a possibility that the County 911 office could
contribute a portion of funds which would count towards the local match.
RECOMMENDATIONS: To support the project discussed above, including a commitment to
provide the match funding necessary and to authorize the Mayor to sign the related paperwork for the
grant application and all additional agreements or contracts for the award.
