replacing roofs, obtain a permit for the repairs to the staff , handrails and guardrails and
remove the inoperable vehicle Chevrolet Lumina Van,Fo rd Van and Chevrolet Blazer
within thirty (30) days of receipt of this notice. Permits n ust be obtained by State of
Florida licensed contractors.
If the violation is corrected and then recurs or if the violation is not corrected by the time
specified in this notice this case may be presented to the Atl tic Beach Code Enforcement
Board even if the violation has been corrected prior to the bo rd meeting. The Code
Enforcement Board may impose fines up to two hundred fift ($250.00) dollars per day for each
day the violation is not corrected. Upon completing the corr ctive action required, it is your

for a little over 6 weeks. In the time at Sea Oats, the roofs have caved in
causing many people illness and problems, there are no contractors willing
to work here, there are new people tot the community receiving bed bugs,
etc. Being blamed by mgmt that they brought them, which the female I
overheard just moved here from Maryland with two young girls, there are
mold issues, bugs, exposed outlets, no lean up of property. This is a
privately owned property, the mgmt. will not speak with me as I know them,
I have been educated on mountains of roblems with too much to tell in this

Sir, I respectfully request that you would either meet with me or call me regarding this issue as I have been a
victim of this environment myself, I am refusing to pay rent as I know that I can due to health code violations.
If you suggest I pay rent, under the law as I understand it, I would be condoning the practices occuring here at
Sea Oats, which I do not. The roofs need pictures on file, the police records should all be pulled, the health
department should be interviewing people with small children, the elderly, the disabled - like myself and the
indigent.
This email will not suffice an answer to the largess of this situation. Thank you for your response.

On January 14, 2014 the Atlantic Beach Code Enforcement Board issued an order pertaining to
your case which is attached.
Please be advised that if you wish to request a rehearing of the attached Order, such request
must be submitted in writing to the Atlantic Beach City Clerk's Office, 800 Seminole Road,
Atlantic Beach, Florida no later than ten (10) days from the execution date of the order to be
appealed. The request must be based on the following grounds:
That there exists new and material evidence which, if introduced at the hearing, would probably
have changed the code enforcement board decision and could not with reasonable diligence have
been discovered before and produced at the hearing; and

ORDER IMPOSING FINE
THIS CAUSE came for public hearing before the Code Enforcement Board on January
14, 2014 and the Board having heard testimony under oath, received evidence, and heard
arguments respective to all appropriate matters, and thereupon issues the Findings of Fact,
Conclusions of Law and Order as follows:
FINDINGS OF FACT
1. That the Respondent Sea Oats Acquisitions, LLC owns the property located at 900
Plaza, Atlantic Beach, Florida.
2. That notice was sent by certified mail and that Jennifer Mathis, with American
Management Group, owner of Sea Oats Acquisitions, was present at the hearing.
3. That notification of the violations of the City of Atlantic Beach, were made and
served on the Respondent as evidenced in this hearing.
IPMC Sec.304.10 Stairways, decks, porches and balconies.
Every exterior stairway, deck, porch and balcony, and
all appurtenances attached thereto, shall be maintained
structurally sound, in good repair, with proper anchorage
and capable of supporting the imposed loads.
IPMC Sec. 304.12 Handrails and guards.
Every handrail and guard shall be firmly fastened and
capable of supporting normally imposed loads and shall be
maintained in good condition.
IPMC Sec. 304.4 Structural members.
All structural members shall be maintained free from
deterioration, and shall be capable of safely supporting
the imposed dead and live loads.
304.7 Roofs and drainage.
The roof and flashing shall be sound, tight and not have
defects that admit rain. Roof drainage shall be adequate to
prevent dampness or deterioration in the walls or interior
portion of the structure. Roof drains, gutters and
downspouts shall be maintained in good repair and free from
obstructions. Roof water shall not be discharged in a
manner that creates a public nuisance.
305.4 Stairs and walking surfaces.
Every stair, ramp, landing, balcony,porch, deck or other
walking surface shall be maintained in sound condition and
good repair.
4. The aforementioned property shall be corrected by obtaining permits by a State of
Florida licensed contractor to make and complete all required repairs and obtain an
approved final inspection.
CONCLUSIONS OF LAW
THAT Sea Oats Acquisitions, LLC is not in compliance and has failed to correct such violation
as of this hearing date.
ORDER
Based upon the foregoing Findings of Fact and Conclusions of Law and pursuant to the authority
granted in Chapter 162, Florida Statutes, and the Code of Ordinances of the City of Atlantic
Beach, Florida it is Ordered:
THAT the Respondent is found in violation for non-compliance and must obtain
compliance on or before June 30, 2014. Failure to comply will result in fines of$100.00 for the
first day and $100.00 for every day thereafter while the violation continues to exist. In addition,
any fine shall also include the administrative costs to the City incurred in prosecuting this case.
THAT the Respondent is responsible for contacting the City of Atlantic Beach Code
Enforcement Officer and obtaining an inspection of compliance.
THAT failure to pay all accumulated fines will result in a lien being placed against the
property at 900 Plaza for the total assessment plus costs incurred for the filing of the lien. All
lien amounts are to be made payable at an interest rate of ten (10) percent per annum from date
of certification until paid.
This Order becomes self-executing upon an Affidavit of Non-Compliance being filed with the
City Clerk's Office.
DONE AND ORDERED THIS January 14, 2014.
