Date: January 26, 2015 Subject: COAB Grant Research Based on Assessed Needs Langton Associates has completed a first draft of grant opportunities based on needs identified by the Mayor, Commissioners, and each department within the City of Atlantic Beach. The research is organized by department and by need. We would like to present our research to the City Commission at the February 9`h Commission meeting and make recommendations regarding grant strategy and prioritization. (904) 465-2293 gfletcher@langtonconsulting.com AGENDA ITEM#8B FEBRUARY 9,2015 Need(s) Addressed: Park renovations including Russell Park Jogging trail around park, Ball field lighting, Marsh Masterplan Implementation including 8-foot wide pedestrian/bike pathway along Dutton Island Road; Re-do the baseball and soccer/football field at Russell Park Grant: Land and Water Conservation Fund Program Summary: The Land and Water Conservation Fund Program (LWCF) is a competitive program that provides grants for acquiring or developing land for public outdoor recreational use. LWCF is a reimbursement grant program. Eligible projects include: Beach access, picnic facilities, sport fields, lighting, trails, trailheads, shade structures, tennis courts, general park Improvements. Total Funding Available: $642,000 Award Size: $200,000, 50% match (Cash, in-kind, value of donated real property) Agency: Florida Department of Environmental Protection (DEP), Division of Recreation and Parks Eligibility: All local governmental entities with the legal responsibility for the provision of outdoor recreational sites and facilities for the use and benefit of the public. Estimated Next Deadline: February 27, 2015 Need(s) Addressed: Hardening/Shuttering of current Police Building; generators that operate EOC or shutters Grant: Hazard Mitigation Grant Program (HMGP) Summary: The objectives of the Hazard Mitigation Grant Program are: 1) To prevent future losses of lives and damage to property due to disasters; 2) To implement state or local hazard mitigation plans; 3) To enable mitigation measures to be implemented during immediate recovery from a disaster; and 4) To provide funding for previously identified mitigation measures that benefit the disaster area. FEMA and the State of Florida have approved the 2010 Duval County LMS. The process is overseen by the Duval County Local Mitigation Strategy Advisory Committee, also known as the Duval Prepares Partnership. Members meet quarterly to review and add new projects to the current mitigation initiatives. The most recent quarterly meeting was January 13, 2015; and there was a special meeting on January 20th to discuss the next 5-year roll-out. Commander Gualillo was present at the January 20th meeting and submitted two projects to be added to the LMS (See attached). Agency: Florida Division of Emergency Management Eligibility: State and local governments who have an approved Local Mitigation Strategy (LMS), private nonprofits, Indian Tribes Submission Deadline: March 9, 2015 1 AGENDA ITEM#8B FEBRUARY 9,2015 Need(s) Addressed: Funding for a phosphorus removal project for the WWTP that would meet TMDL criteria; Funding for AMI (Automated Meter Infrastructure); Dredging or de-silting areas of Sherman Creek Grant: FY 201 6 SIRWMD Cost-Share Funding Program Summary: Funding may be provided to assist with the construction costs of projects that support any of the following: Alternative water supply or water resource development; Water conservation (cost-share funds can also include other implementation costs in addition to construction); Water quality — nutrient-loading reduction. Projects addressing all types of water use are eligible. Innovative conservation project ideas are especially encouraged and will be evaluated based on their cost effectiveness and anticipated benefits. Total Funding Available: $15 million Award Size: 15 percent of the total available funds, or a maximum of up to $2.25 million for a project Agency: St. Johns River Water Management District Eligibility: Public and private entities: Local governments, special districts, utilities, agricultural/commercial interests, golf courses, homeowners' associations, nonprofit organizations, other water users. Submission Deadline: March 13, 2015 Need(s) Addressed: Connecting Trails such as Hanna Park with Seminole Road for bike and pedestrians Grant: Transportation Alternatives Program (TAP) Summary: The TAP provides funding for programs and projects defined as transportation alternatives, including on- and off-road pedestrian and bicycle facilities, infrastructure projects for improving non-driver access to public transportation and enhanced mobility, community improvement activities, and environmental mitigation; recreational trail program projects; safe routes to school projects; and projects for planning, designing, or constructing boulevards and other roadways largely in the right-of-way of former Interstate System routes or other divided highways. The TAP is a cost reimbursement program, not a grant program. In Northeast Florida, funding is restricted to multi-use trails, and projects must be approved by each County in the 4-County jurisdiction before they are ranked by North Florida TPO and finally processed and awarded by the FDOT. Total Funding Available: $1 - 1.2 million in the 4-County region Award Size: $1 million - $1.2 million, 0-20% match Agency: Florida Department of Transportation through the North Florida TPO Eligibility: Local governments, Regional transportation authorities, Transit agencies, Natural resource or public land agencies; School districts, local education agencies, or schools; Tribal governments; Any other local or regional governmental entity with responsibility for oversight of transportation or recreational trails. In TMAs with multiple MPOs, the MPOs will coordinate and agree upon a single project priority list for the TMA. Jacksonville is one of fifteen (15) designated TMAs in Florida. Submission Deadline: TBD; Typically March - April 2 AGENDA ITEM#8B FEBRUARY 9,2015 Need(s)Addressed: Renovation of ABET Theater or Donner Community Center Grant: 2014-2015 Cultural Facilities Program Summary: The purpose of the Cultural Facilities Program is to coordinate and guide the State of Florida's support and funding of renovation, construction, or acquisition of cultural facilities. A cultural facility is a building, which shall be used primarily for the programming, production, presentation, exhibition or any combination of the above functions of any of the arts and cultural disciplines. Award Size: You may request up to $500,000 for the renovation, acquisition, or construction of a cultural facility. Agency: Florida Division of Cultural Affairs Eligibility: A public entity governed by either a municipality or county, or a not-for-profit, tax-exempt Florida corporation Submission Deadline: April 1, 2015 Need(s) Addressed: Community park development- Russell, Donner, and Jordan Parks Grant: Florida Recreation Development Assistance Program (FRDAP) Summary: The Florida Recreation Development Assistance Program (FRDAP) is a competitive program which provides grants to local governmental entities for acquisition and development of land for public outdoor recreation use or to construct recreational trails. Sport Fields, Lighting, General park Improvements are examples of eligible projects. Award Size: $200,000 Agency: Department of Environmental Protection Eligibility: Municipal and county governments or other legally constituted entities with the legal responsibility to provide public outdoor recreation. Estimated Next Deadline: September 14-28 3 AGENDA ITEM#811 FEBRUARY 9,2015 Need(s) Addressed: Economic Development Initiatives: Mayport Corridor, new "Town Center" Grant: Economic Development Assistance programs (EDAP) Summary: EDA supports development in economically distressed areas of the United States by fostering job creation and attracting private investment. Specifically, under the Economic Development Assistance programs (EDAP) Federal Funding Opportunity (FFO) announcement, EDA will make construction, non-construction, and revolving loan fund investments under the Public Works and Economic Adjustment Assistance Programs. Grants made under these programs will leverage regional assets to support the implementation of regional economic development strategies designed to create jobs, leverage private capital, encourage economic development, and strengthen America's ability to compete in the global marketplace. Agency: Economic Development Administration Eligibility: State, county, city, or other political subdivision of a State, including a special purpose unit of a State or local government engaged in economic or infrastructure development activities, or a consortium of political subdivisions, Others (See link for details) Submission Deadline: October 17, 2015 for funding cycle 1 of FY 2015 Need(s)Addressed: Further Implementing of Marsh Master Plan Grant: Coastal Partneiship initiative Summary: To promote the protection and effective management of Florida's coastal resources in four areas: 1) Resilient Communities: to help coastal communities prepare for and respond to the effects of climate change, natural hazards and disasters, 2) Coastal Resource Stewardship: promote stewardship and appreciation of fragile coastal resources, applicants may request funds for community-based projects that involve citizens, volunteers and the local government, 3) Access to Coastal Resources: accommodate public access to coastal and marine resources while protecting fragile and overused environments, 4) Working Waterfronts: to revitalize, renew and promote interest in waterfront districts. Award Size: $10,000- $30,000 for construction projects, habitat restoration, invasive exotic plant removal or land acquisition; $10,000 - $15,000 for planning, design and coordination activities Agency: Florida Department of Environmental Protection Eligibility: Florida's 35 coastal counties and all municipalities within their boundaries that are required to include a coastal element in their comprehensive plan.
