SEPTIC TO SEWER CONVERSION
Why do I have to abandon a perfectly og od septic tank and connect to City sewer?
For environmental reasons, state law has required all businesses and residents to connect
to a central sewer system within one year of its availability. Availability means there is a
sewer main within 100 feet of the property line. It is up to the City to enforce this rule.
When do I have to connect?
Connection to the City sewer system must be complete by June 5, 2015.
Is financial assistance available?
The City of Jacksonville may be able to assist in the cost through Community
Development Block Grant funds for those who qualify and meet the federal income
availability requirements. For information on this program,please contact Mr. Rob
Gillrup , Housing Rehabilitation Manager in the Neighborhoods Department of the City
of Jacksonville at 255-8224 or by email at r ig llrup(a,coi.net.
If you believe you are eligible and wish to apply for CDBG funding, you will need to get
quotes from a Section 3 Certified Plumber to complete the work. Mr. Gillrup will provide
the list of plumbers to you.
Can someone help me through the process?
The City can assist if you have questions about the septic to sewer conversion process.
Call Chris Walker at 247-5834,provide your name,number and address and explain
that you will be doing a septic to sewer conversion. He or someone from Public Works
will contact you as soon as possible for an on-site meeting to review the process,
determine if a City sewer tap will be needed and provide other information.
What is the cost for the septic to sewer conversion?
The cost will vary depending on the present location of your septic tank,the location of
the City sewer line,whether there is an existing sewer tap, and whether you are currently
connected to City water.
In addition, a System Development Charge (impact fee)must be paid to the City. This
fee is a minimum of$4,050 per unit depending on meter size. The purpose of the impact
fee is to pay for the capital costs for construction of the treatment plants and sewer
facilities with adequate capacity for additional sewer connections.

If a sewer tap is needed, it will be installed by the City or their annual contractor and you
will pay the cost as part of the plumbing permit obtained by your contractor. Costs for
the tap vary and may be more if the sewer main is deep, but are usually between $2,100 -
$2,900. Costs may be higher if the sewer main is deep, or if the tap must be bored into a
manhole or other mitigating factors.
If you are not connected to the City water supply you will be required to have a
contractor install a meter on your well. The meter itself will be supplied by the City at a
cost of approximately $90.00.
If you wish to be connected to the City's water supply,the cost is $1,375 to $1,990 per
unit depending on whether there is an existing water tap. The cost consists of the impact
fee plus tap (if needed) and meter connection.
The overall cost of the septic to sewer conversion will be contractor's fee + impact fees +
tap fees (if required) +meter(if required).
Which contractors do this We of work?
The City cannot make contractor recommendations, however, the following contractors
have completed septic to sewer conversions for City residents. This involves the
abandonment of the septic tank and running the sewer main on the customer's private
property. This work must be done by a licensed plumber:

The only owner that I have had contact with is Mr.Acres, he paid the$6400 charges and is in the process of hiring a
plumber, I explained the process, etc.. He should be hooked to water and sewer soon.
I contacted Joyce Freeman about 190 Jackson Road and trying to get in touch with Church at 75 Lewis at Nelson's
request. What telephone number to you have for the church? I tried 891-8743 and it seems to be busy all the time.

those who qualify thru Community Development Block Grant funds for those who qualify and meet the

Homeowners who do not convert or make provisions to convert to the City sewer system by June 5th

SEPTIC TO SEWER CONVERSION
Why do I have to abandon a perfectly good septic tank and connect to City sewer?
For environmental reasons, state law has required all businesses and residents to connect
to a central sewer system within one year of its availability. Availability means there is a
sewer main within 100 feet of the property line. It is up to the City to enforce this rule.
When do I have to connect?
Connection to the City sewer system must be complete by June 5, 2015.
Is financial assistance available?
The City of Jacksonville may be able to assist in the cost through Community
Development Block Grant funds for those who qualify and meet the federal income
availability requirements. For information on this program,please contact Mr. Rob
Gillrup ,Housing Rehabilitation Manager in the Neighborhoods Department of the City
of Jacksonville at 255-8224 or by email at r ig llrupacoj.net.
If you believe you are eligible and wish to apply for CDBG funding, you will need to get
quotes from a Section 3 Certified Plumber to complete the work. Mr. Gillrup will provide
the list of plumbers to you.
Can someone help me through the process?
The City can assist if you have questions about the septic to sewer conversion process.
Call Chris Walker at 247-5834,provide your name,number and address and explain
that you will be doing a septic to sewer conversion. He or someone from Public Works
will contact you as soon as possible for an on-site meeting to review the process,
determine if a City sewer tap will be needed and provide other information.
What is the cost for the septic to sewer conversion?
The cost will vary depending on the present location of your septic tank,the location of
the City sewer line, whether there is an existing sewer tap, and whether you are currently
connected to City water.
In addition, a System Development Charge (impact fee)must be paid to the City. This
fee is a minimum of$4,050 per unit depending on meter size. The purpose of the impact
fee is to pay for the capital costs for construction of the treatment plants and sewer
facilities with adequate capacity for additional sewer connections.

If a sewer tap is needed, it will be installed by the City or their annual contractor and you
will pay the cost as part of the plumbing permit obtained by your contractor. Costs for
the tap vary and may be more if the sewer main is deep, but are usually between $2,100 -
$2,900. Costs may be higher if the sewer main is deep, or if the tap must be bored into a
manhole or other mitigating factors.
If you are not connected to the City water supply you will be required to have a
contractor install a meter on your well. The meter itself will be supplied by the City at a
cost of approximately$90.00.
If you wish to be connected to the City's water supply,the cost is $1,375 to $1,990 per
unit depending on whether there is an existing water tap. The cost consists of the impact
fee plus tap (if needed) and meter connection.
The overall cost of the septic to sewer conversion will be contractor's fee + impact fees +
tap fees (if required)+meter(if required).
Which contractors do this type of work?
The City cannot make contractor recommendations, however, the following contractors
have completed septic to sewer conversions for City residents. This involves the
abandonment of the septic tank and running the sewer main on the customer's private
property. This work must be done by a licensed plumber:

If a sewer tap must be installed from the property line to the sewer main, either City
forces or a Florida licensed Underground Utility Contractor must do this work. A
separate information sheet is available regarding sewer tap installation.
What happens if I don't connect?
Property owners who fail to connect will be brought before the Code Enforcement Board
and a penalty assessed.
How does connecting to the City sewer benefit me?
Connection to City water and sewer services generally results in a higher property value.
In addition, there is no more need for septic tank cleanouts, drain field repairs, or worry
of a failing septic tank.
