Layton, P.E. Public Works Director Re: Right-of-Way Permit Application—West 4th Street near Orchid Dear Mr. Layton: This project ultimately involves the development of three residences on lots 4, 5 and 6, Block 77, situated on West 4th Street near its intersection with Orchid Street. Prior to the submission of building permit documents, the developer wished to install a drainage culvert the entire length of the three lot frontage and remove an open drainage ditch and driveway culverts. Thus these documents herewith submitted are intended to procure a right- of-way permit to install 160 If of 15" HDPE drainage culvert. To install this new drainage culvert it will be necessary to remove approximately 61 If of 15" CMP driveway culvert piping as well as approximately 162 If of 6" PVC under-drain piping. With the removal of the existing roadway under-drain piping system on the north side of West 4th Street, it was necessary to replace this under-drain system with a new under-drain pipe. To accomplish this, it was decided that the new 15" HDPE culvert pipe could be equipped with perforations within the corrugations and fitted with a filter sock to mitigate any soil intrusion into the pipe. Thus the single drainage culvert will serve to transport storm-water runoff as well as lower the groundwater'elevation within the right-of-way to protect the limerock road base material. In addition to the 160 If of 15" corrugated, perforated HDPE drainage culvert with filter sock, the construction also includes a single Type"C" Catchbasin structure with a depth of 7.5'. One of the considerations in the design of this 15" drainage culvert was its proximity to an 8"water main which is situated within 3 feet of this drainage culvert along the northern portion of the right-of-way of West 4th Street. Due to this proximity the 15" drainage culvert needed to be placed at a minimum 18" below the bottom of the 8"water main. It was assumed that the water main was placed 30" below grade. Adding the pipe diameter of 8"to the 18" vertical separation requirement as well as the culvert diameter of 15", the minimum depth of the culvert should be 71" or approximately 6 feet depth. This minimum depth was maintained along the entire length of the drainage culvert route. Regarding the drainage culvert flow capacity, using the Manning Equation (Q = (1.486/n)AR^2/3S^1/2), the existing 15" RCP pipe which receives the flow from this new culvert has fall of 0.31' over a 34.3' length, which calculates to a slope of 0.009 feet/feet. S = 0.009, S^1/2 = 0.095. Using 1.227 sf for the cross-sectional area (A) of the existing 15" drainage culvert and an R^2/3 of 0.461, the pipe capacity is calculated as follows: Q = (1.486/0.012)(1.227)(0.461)(0.095) = 6.65 cfs The fall of the 15" drainage culvert is 0.43' (3.2'-2.77') over the 160' length produces a slope of 0.0027 ft/ft. (SA1/2 = 0.052)The pipe flow capacity of this new culvert is calculated as follows: Q = (1.486/0.012)(1.227)(0.461)(0.052) = 3.64 cfs. k At this flow rate the flow velocity of the new 15"drainage culvert is calculated as follows: V= Q/A= 3.64 cfs/ 1.227 sf= 2.97 fps. At a minimum the culvert needs to produce a flow velocity of 2.5 fps for sediment transport and clearly this new culvert meets that criteria. The last consideration in the design of this drainage culvert is the window between the top of the drainage culvert and the bottom of the water main such that there is ample opportunity for the placement of a sanitary sewer lateral to serve each of the three home sites. As can be seen from the profile provided for the culvert construction, ample room exists and should not impact the sewer lateral extension. These are all the design considerations.
