Dear Mr.Bennett;
Please be advised,Atlantic Beach Code Enforcement has found the property at the above referenced address to be in
violation of Chapter 3, Section 302.8—Motor Vehicles per International Property Maintenance Code which states
"Except as provided for in other regulations,no inoperative or unlicensed motor vehicle shall be parked,kept or stored
on any premises,and no vehicle shall at any time be in a state of major disassembly,disrepair,or in the process of being
stripped or dismantled."
This letter requests the noted violation be corrected by removing the inoperable vehicle from the property within
seven days from receipt of this letter. If the violation is corrected and then recurs or if the violation is not corrected by
the time specified in this notice this case may be presented to the Atlantic Beach Code Enforcement Board even if the
violation has been corrected prior to the board meeting.The Code Enforcement Board may impose fines up to$250 a
day for each day the violation is not corrected.
A re-inspection will be done on/or after August 5,20 10. To avoid having this Code Enforcement case set for
hearing,all listed violation(s)on this notice must be in compliance on or before the date established by Atlantic Beach
Code Enforcement.Upon completing the corrective action(s)required,it is your responsibility to contact Atlantic Beach
Code Enforcement and arrange for an inspection to verify compliance.
It is our goal to enforce the codes and ordinances of the City of Atlantic Beach and protect the health,safety and

Dear Mr. Pascalev,
This is in response to your letter requesting relief from the weed abatement lien place on the following property
in Atlantic Beach�

1 can understand your distress at the thought of being charged for the weed abatement work accomplished at
the aforementioned property. However, your property was in violation of the weed abatement ordinance in that
its average height was between 18 and 24 inches in height. You received written notification on August 26,
2009 that allowed 10 days to correct, the property was not brought into compliance, nor did you contact this
office to request an extension.
All work related to the weed abatement was accomplish by 2 city employees during a 3 hour period, which also
included travel time, for a total of 6 hours. The only work accomplished was what was necessary to bring your
property into compliance in a safe and acceptable manner, which also included the removal of the excessive
amount of grass clippings which would have surely killed your lawn.
The charges billed to you are in accordance to city code and cannot be waived by this office-, any request for
relief should be forwarded to the City Manager, Mr. Jim Hanson and should include reasonable cause for such
relief.

Dear Mr. Sherrer,
Thank you for your letter of September 10, 2009 informing me that the City of Atlantic Beach
has done work to abate weeds on my property at 2039 Selva Marina Dr.
I
I would like to ask you to kindly remove all your notices from the property.
When I reviewed your letter and specifically the invoice for the performed work, I was shocked
and dismayed. How was it possible to spend 12 hours and require $1,900 to do something that
always took me half an hour when I mowed the yard or for which I paid a loan service $30-40
per visit? Either the billing was grossly inflated, or a lot of unneeded work was done, or both.
According to eyewitness reports,the City of Atlantic Beach not only cut the grass but engaged in
cutting and trimming the mature decorative vegetation of bushes and ferns that was planted to
form a natural looking area in the backyard. Plainly, they are not "weeds and grasses" as per City
Codes. You did not have either the right or my permission to cut or trim plants that were
maintained in the same way for the last 15 years. I have many photographs and home videos to
demonstrate it, including promotional photos used to market the house. This was the style of the
yard when I purchased the house in 2002 but also under the previous owners during the eight
years they lived in the house. I am reminded of the much more natural look of the yards on
Hickory Lane, Sherry Drive and Live Oak Lane. I do not suppose the City of Atlantic Beach cuts
their bushes and ferns without their owners' permission and ag�inst their will.
I am very unhappy that the City of Atlantic Beach cut or trimmed the decorative plants around
the house and especially in the back because this changes the look and feel that my family
enjoyed for years. I consider this a violation of my property right to have a landscape of my
liking on my property. I would have been very unhappy even i�you did it for free. However you
charged a very steep price and penalty.
You owe me and my family an apology for the destruction of the mature decorative vegetation
and the look of the back yard and for the excessive work that did more harm than good. Also,
you should adjust your invoice to include only the work for cutting of the grass because this is
what you were mandated to do. Also, in lieu of compensation for the damage and aggravation I
would accept the waiver of the 100%administration fee.
