That part of the email is copied below: This permit can be issued, with multiple notes and holds,after the following issue is resolved. Based on Detail 1/A 5.4 and Engineering Page E11 (only two examples)this structure appears to exceed the maximum 35-foot building height by 8 inches or more. 1. Building height must be measured, starting at established grade, not FFE. 2. The height must be measured to the top of the highest point. The referenced details show the building measured to points below the top of parapet. Please submit a signed/sealed/dated letter, from the Designer of Record(DOR),referencing the above Details and showing how this structure will be built to less than 35-feet above established grade. Building height will be measured at framing inspection and must be less than 35-feet. We would have expected revised, signed/sealed/dated,plans after the start of work to finalize the DOR letter. We regret to inform you that we cannot issue the building permit before the revised plans are submitted,reviewed, and approved. After discussions with the Architect,owner's representative, and internal staff discussions, it has been determined that the DOR letter cannot ensure that this building will be built below 35 feet and we cannot issue a building permit with plans that indicate a total building height that exceeds the maximum 35 feet. We understand that the owners are proposing a building height of exactly 35 feet,the maximum height allowed in Atlantic Beach. With this in mind,the plans must show all details and consistently show that the building will conform to City guidelines, including measurements from finished established grade to the top of the highest roof structure. (Other than elevator roof structures) 1 Please submit two(2)complete revised sets of plans, including corrections for total building height and all plan review comments and communications from the attached previous five (5)plan reviews. Please provide all engineering details required to build and inspect this building. See original Comment. 2. Not done. 3. Twelve(12)accessible units are provided on revised floor plan. It appears that sixteen(16)are required. Please clarify. Please provide a signed/sealed/dated letter from the Architect of Record specifying unit doors and their operation, per FAC, Section 309. 4. Please submit two copies of all Product Approval documents for all applicable products; in two identical packages. 5. Lighting is determined as average illumination of a room. An email, I sent earlier, is printed below that further explains the requirement. I am basing my plan review comment on the following Code Section: Florida Building Code-Building 1205.3 Artificial light. Artificial light shall be provided that is adequate to provide an average illumination of 10 footcandles (107 lux) over the area of the room at a height of 30 inches (762 mm) above the floor level. Because this floor plan is divided into a large number of individual(and individually leased) spaces(rooms), I believe that 1205.3 applies to each room. Hall way illumination between lights shows 12 footcandles. (I am assuming footcandles are used on your layout) Illumination at the back of the 15-foot units will not average 10 footcandles and I doubt that the back of the 10- foot units will comply either. (30-inches above floor level) I think I see what you meant about the program not sensing illumination through doors,but then the layout does not verify minimum illumination. It appears that the 15-foot units and the 10-foot units located between hall lights do not comply with 1205.3. I need verification that it does. It also appears that all of the units deeper then 15-feet have lighting and will comply with 1205.3. 6. Not provided. 7. Not provided. 8. Completed.
