Mr. Blackard,
You were notified, by letter, dated December 10, 2015, and notice, posted at the referenced property
on December 11, 2015, that all building permits for construction projects on this property have expired
and are now invalid. (Letter and notice attached)
The December 10 letter stated:
This letter is to inform you that your Building Permits 14 -0239, 14 -0240, and 14 -PLBG -614 have
expired and are now invalid, per Florida Building Code (FBC), Section 105.4. The work started under
the above permits has not passed final inspection, is considered incomplete, and will require new
building permits to continue work. New permits must be designed and will be reviewed under the
current FBC, 5 Edition.
On September 23, 2015, you contacted me, by phone, and asked for a 30 -day extension to your
permits. You stated that you would complete the project and call for final inspections within that time
and I agreed to your request. I also stated that there would be no further extensions.
At that time:
Building permit 14 -239 had previously expired on 8/19/2014
Building permit 14 -240 expiration date would have been 10/01/2015; adding 30 days made the new
expiration date: 11/01/2015.
Plumbing permit 14 -PLBG -614 expiration date would have been 9/25/2015; adding 30 days made the
new expiration date: 10/25/2015.
ALL PERMITS WERE INVALID BY 11/01/2015.

Pursuant to FBC, Section 105.4.1.2 (Attached), new building permits must be obtained within 180
days from the date the initial permits became null and void, or the incomplete construction should be
removed from the building site. 180 days from 11/01/2015 is 02/01/2016.
Please review the attached FBC, Section 105.4, Conditions of the permit, and obtain new building and
plumbing permits before February 1, 2016.
Furthermore, please note that a new edition of the Florida Building Code is now in effect, requiring
new engineering and plans that comply with the FBC, 5 Edition.
This project began nearly two years ago. During that time, there have been numerous complaints
about the condition and appearance of your property. Please make it a priority to obtain the proper
building permits and complete this project.
