Board Member Review Committee Meeting
March 1, 2012
Call to order
The meeting was called to order by Commissioner Jonathan Daugherty at 4:30 pm. Those in
attendance were Commissioner Jonathan Daugherty (Chairman), City Manager Jim Hanson, Member
Mitchell Reeves, Member Jim Smith, Police Officers’ Pension Board of Trustees Chairman Vic
Gualillo, City Clerk Donna Bartle, and Finance Director Nelson Van Liere.
1. Approval of the minutes of the BMRC meeting of October 4, 2011.
Motion: Approve minutes of the Board Member Review Committee meeting of October 4, 2012.
Moved by Hanson, seconded by Smith
Motion carried unanimously
City Manager Jim Hanson explained there is one vacancy to address on the Police Officers’ Pension
Board of Trustees which resulted from Mike Witherspoon’s resignation.
The Committee gave a brief orientation to Commissioner Jonathan Daugherty. City Clerk Donna
Bartle suggested that the Committee recommend both a first choice and an alternate choice for
consideration. Discussion ensued.
Motion: Approve a general practice to try, whenever possible, to recommend a 1st Choice and an
Alternate Choice for vacancies and have the recommendation be considered for up to one year
as long as the applicant remains eligible and no new applications are submitted for consideration
to that particular board or committee.
Moved by Hanson, Seconded by Daugherty
Motion carried unanimously
2. Interview new candidates (listed below) and make a recommendation for appointment to fill
the vacancy of the unexpired term ending 12/31/13 on the Police Officers’ Pension Board of
Trustees.
New candidates:
A. John Fletcher
B. Bill Tomson
C. Ben deLuna
The Committee interviewed the three applicants listed above separately. The purpose of the interview
and an overview of the duties and responsibilities of the Police Officers’ Pension Board of Trustees
were explained to each. Each candidate explained their personal accomplishments, experience, goals
and interests in the community. The Committee offered the opportunity to ask questions and the
Committee responded to those questions.
After the interviews were completed, the Committee discussed the three candidates.
Motion: Recommend appointing Bill Tomson as a new member to the Police Officers’ Pension
Board of Trustees immediately to fill the unexpired term ending 12/31/2013 and approve John
Fletcher as the Alternate Choice for appointment.

Motion carried unanimously
City Clerk Bartle reported that a new application was received yesterday from Glad Hogan. She
explained that Ms. Hogan was contacted and given the opportunity to schedule an interview for today,
but was unable to because of a scheduling conflict.
4. Other Business
A. Set agenda for next meeting
The Committee reviewed the vacancy list for 2012 and agreed it is not necessary to set the next
meeting at this time.
The Committee discussed the various ways vacancies on boards and committees are advertised.

RESOLUTION NO 12 08
ARESOLUTION OF THE CITY OF ATLANTIC BEACH FLORIDA AMENDING THE
NUMBER OF MEMBERS APPOINTMENT OF MEMBERS AND MEMBERSHIP
CRITERIA FOR THE BOARD MEMBERREVIEW COMMITTEE PROVIDING FOR
AN EFFECTIVE DATE ANDFOR OTHER PURPOSES
WHEREAS a Board MemberReview Committee was created by the Mayor and Commission by
Resolution 05 04 adopted on April 11 2005 and amended byResolution 06 03 which was approved on
February 13 2006 to review applications and make recommendations for the appointment and
reappointment of members to the citys Boards and Committees and
WHEREAS it is desirable to replace the City Manager as a member on this Committee with
another citizenmember
NOW THEREFORE be it resolved by the City Commission of the City of Atlantic Beach as
follows
SECTION 1 Creation Resolutions 05 04 and 06 03 of the City of Atlantic Beach creating and
amending the BOARD MEMBERREVIEWCOMMITTEE shall be further amended as follows
SECTION 2 Purpose The purpose of the Board Member Review Committee is to encourage
citizens to apply to serve on the citys boards and committees including requesting applicants to consider
other boards or committeesthan those that they originally applied for to review and consider available
applications when vacancies occur to consider recommending existing board and committee members to
an additional term and to make recommendations to the Mayor as to which applicants to appoint to fill
those vacancies
SECTION 3 Membership There will be a total of six 6 members on this Committee The first
member will be one of the sitting City Commissioners who shall serve as chairman of the Committee
shall serve a one year term and will be eligible for additional terms Each one year term for the
Commissioner shall begin on December 1 This member shall be appointed by the Mayor and be subject
to the approval of the commission The second third and fourth members shall be citizens of Atlantic
Beach They will be appointed by the Mayor subject toapproval of the commission The citizen members
shall have backgrounds or experience in committee work or human resources The citizen appointments
shall serve two year terms which will be staggered and be eligible to serve a second two year term The
fifth member will be the chairman of the board or committee for which vacancy or re appointment is
currently being considered They shall serve only for those meetings wheremembership on their board or
committee is being considered The City Clerk shall serve as a non voting member and perform all
necessary administrative duties
SECTION 4 Duties and Responsibilities
a Review available applications for vacancies on city boards and committees and
interview applicants as the Committee determines necessary to make informed recommendations
b Receive input on theneeds of theboards and committees that have vacancies for
consideration as to the geographical professional and philosophical balances needed so that each of those
boards and committees can successfullyaccomplish their intended purposes established by the Mayor and
Commission
c When a reappointment is being considered solicit and receive input from the Chairman
members or the staff liaison of the board or committee where the vacancy has occurred or others on the
appointees past record of service including but not limited to attendance preparation and overall
contribution to the board or committee
d Make recommendations to the Mayor on appointments or reappointments to the citys
boards and committees as set forth in the Charter of the City of Atlantic Beach Recommendationsshall
be in the form of committee minutes along with copies of any applications of all candidates interviewed
e Make additional recommendations for membership if the Mayor does not approvethe original
recommendation for appointment
SECTION 5 Meetings and Notice The meetings of thisBoard Member Review
Committee shall be set at regulartimes and will be open to the public as well as to the other city elected
officials although nonmembers of the Board MemberReviewCommittee shall only observe and not be
active participants in the meeting A notice of meetingsshall be provided in accordance with state law
Additionally copies of the applications for appointment shall be transmitted to the Mayor and
Commission prior to any meetings where interviews will be conducted and in the city commission agenda
packet
SECTION 6 Effective date This Resolution shall take effect immediately uponits
final passage and adoption
