DATE: April 13 ~ 2016 SUBMITTED BY: J . Michael D eal , C hiefof Poli~ BACKGROUND: T he public safet y bui lding was built in 1987. The police d epartme nt occupi ed a pproximate ly 4 ,000 squa re foot an d the total staffin g for the p o lice departm ent wa s liz of o ur current staffing. In 1993 , th e police de partm ent h ad a lready outgrown th eir s pace and t he fi rst architectural plans for expansion were introduced. No actio n was taken at that time. In 1999, the fire d e partment m erged with th e Ci ty of J acksonville Fire R escu e, a nd th e p o li ce d e partment was able to ga in a n additi onal 2 ,000 square f eet that was previo us ly a ll ocated to fire operations. ln 2004, the C it y Commi ssio n budgeted $3 0,000 for des ign of remodeling and expansion of the p o li ce d ep artm ent Fleet & Associates Architect & Plann er s provided an expansi o n plan of an additio na l 2,841 square feet at a cost of $965,734. T he commiss ion believed the expansion was in adeq uate and di rected s taff t o seek a n architectura l tinn that speciali zes in public safet y buildin gs. I n 2007, Architects Des ig n Group (ADG) evalua ted the police d epartment s pace needs and three poss ibl e s ites in the City to build a new p oli ce building . ADG recomme nded a11 18,000 s quare foot facility at an estimated cost of $5.8 million. T he Commi s sio n did not approve th e recommendation due to the overall cost, s ize, and location. ln 2008, a spatia l needs assessme nt was completed by ADG and they recommended a 14,000 square f oot building with an estimated co s t of$4.3 million . Th e commi ss io n agreed to m ove forward and approved the budget to build the new p olice building. In th e fa ll of201 1, after the design d ocuments were completed b y ADG , the commissio n d ecid ed to defe r fi nal approval for constru ction until th e new commiss io n was seated. AGENDA ITEM# 3D APRIL 25, 2016 Police Building April 13,2106 In 2012, the new commission decided not to proceed with the police building design, and appointed a committee of citizens to evaluate the police building. The committee's majority recommended construction of a new 9,000 square foot building and renovation of the existing 5,000 square foot building. The estimated cost ranged from $3.3 to $4.2 million. There was also a minority report from 4 members of the committee that recommended different options and a cost savings of$1.5 to $3 million. The commission decided not to follow either committee's recommendation. In 2014, a new architect design firm, Clemons, Rutherford & Associates (CRA) was selected to evaluate and recommend a design for the police building on the existing site. The commission approved CRA's conceptual design of adding an additional 7,257 square feet to the existing 5,500 square foot building and renovating the existing space for an estimated cost of $2.6 million. In 2015, Auld & White was selected as the Construction Management consultant for the project and the construction budget was increased to $2.9 million after it was discovered that additional auger cast piles were needed on the north side of the building. The budget increase was approved by the Commission. Since 2004, at least $590,000 has already been spent on the aforementioned consultant, design fees, and surveys related to the construction of a new police facility. CURRENT Auld & White publicly advertised the project and held an on-site meeting with all prospecting bidders. At least three (3) bids were received for all but two (2) of the 25 trades involved in the project. On March 30,2016, we received the Guaranteed Maximum Price (GMP) from Auld & White of$3,132,800 with project alternates totaling $131,700. Auld & White also presented a separate GMP for finishing items and equipment in the amount of $224,000. Auld & White also submitted a detailed list of scope additions in the amount of$195,600 that were added after the initial estimate of$2.9 million. The scope additions which include a retaining wall to move the flood plain boundary on the southwest side of the proposed building expansion, adding utilities to the north parking lot, and changes to the fire suppression system are the primary reasons for the significant increase in cost. The project alternates include: • Replacement ofup to 500 square foot of existing cedar siding-$27,300. • Removal of existing radio antenna -$2,400. • New 200kw generator-$81,200. • FM-200 Clean Agent Fire Protection System (Dry Pipe) -$20,800. AGENDA ITEM 1130 APRIL 25, 20l6 Police Building Apti l 13, 2106 Finis hing items and equipment inc luded in the separate GMP include: • Unifonn lo ckers and s hower benches -$9,500. • Furnishings and blinds-$4,100. • Access Contro l System, CCTV, lnfonnation Technology, Audio Visual, and w irin g for 9 1 1 and radio services in the Communication Center-$96,000. • Shelving, gun lockers, evidence lockers, cabinets -$90,000 The above alternates and fini s hing items are needed for a turn-key police depattment, and should be included in the ove1·a ll budget for this project. The total cost of the project with all alternatives and fini s hing items will be $3,467.700. This is an in crease of approximately $575,000 over the c urrent budget of $2,892,700.
